Pakiet Komisji Europejskiej dotyczący rozwoju gospodarki o obiegu zamkniętym ma przynieść znaczące zmiany w systemie gospodarowania odpadami m.in. w ramach systemów rozszerzonej odpowiedzialności producenta. Za produkt oraz wszystko to, co pozostanie po jego konsumpcji, odpowiedzialny będzie wprowadzający odpady na rynek. Będzie on więc musiał finansować zarówno selektywną zbiórkę, jak i zagospodarowanie odpadów opakowaniowych. Czy wzmocnienie ram prawnych UE w zakresie rozszerzonej odpowiedzialności producenta poprawi sytuację na polskim rynku surowców wtórnych?

The package of the European Commission concerning the development of the closed loop economy is expected to bring significant changes in the system of waste management, inter alia, within the extended producer responsibility schemes. The entity introducing waste to the market will be responsible for the product and everything that remains after its consumption. It will, therefore, have to contribute to both selective collection and management of packaging waste. Is the strengthening of the EU legal framework in the field of extended producer responsibility improve the situation on the Polish market of recyclable materials?
