Celem analizy jest nie tylko dokładniejsze rozpoznanie problemów z zakresu zabezpiecze¬nia socjalnego opiekunów osób niesamodzielnych, ale i zrozumienie możliwych powodów, dla których wciąż nie udało się pokonać trudności, oraz uzasadnienie i ukierunkowanie dalszych działań publicznych w tym obszarze. W pierwszej części omówiono współczesne procesy rzutujące na zmianę pozycji nieformalnej i rodzinnej opieki nad niepełnospraw¬nymi w agendzie politycznej. Zaprezentowano zagadnienia, takie jak rozwój prac nad zmianami w systemie opieki długoterminowej, zainicjowanie agendy polityki senioralnej, program Za życiem czy rządowy dialog z protestującymi rodzinami i opiekunami osób niepełnosprawnych. W drugiej części opisano trudności z zapewnieniem bezpieczeństwa socjalnego opiekunom, głównie w oparciu o ustawę o świadczeniach rodzinnych. Trze¬cia część zawiera rozważania na temat możliwych przyczyn ograniczonego przełożenia wyszczególnionych przemian na poziom bezpieczeństwa socjalnego opiekunów. Analiza jest prowadzona na trzech płaszczyznach: faktyczny charakter opieki, zwłaszcza w jej segmencie nieformalnym i kontekście społecznym, ram formalno-prawnych rozwoju ustawodawstwa socjalnego oraz relacji między interesariuszami polityki na rzecz rodzin z osobami niepełnosprawnymi.

The aim of the article is to provide the recognition of some problems concerning social security of families and informal carers who provide long-term care, as well as to explain what are the causes of it and the barriers for strengthening that social category in social and material aspect of their live. Firstly, there are enumerated and described current changes in public policy and debate what may lead to the change of status of families and informal carers of the disabled in Poland. Author distinguishes the attempts of reform of the long-term care system, the introducing the elderly policy agenda, the program ‘Pro- -life' for the families with disabled children and the period of the protests of the represen- tatives of the families and carers of disabled people who demand long term care. The next part is about certain problems with guaranteeing the descent level of social security for the carers. The focus in that chapter is mainly put on the act of family benefits, according to that the benefits bound with informal long-term care are delivered. In the last part, there are considered hypothetical reasons for the shortage of social security for informal carers. Author analyse that issue on several dimensions: the phenomena of long-term care and it's social status, the formal and legislative framework and the social relations among the of the representatives of the carer's social rights.
