Beneficiaries of financial support from the Rural Development Programs and applicants for that support are exposed to different types of liability, regulated by both the EU rules (concerning CAP) and local rules. The article presents these kinds of responsibilities and describes their characteristics. The responsibility of key importance is the one incurred under the provisions of EU law. This involves inter alia the obligation to repay the received support and reduction or exclusion from the support. The application of a specific sanction provided for this type of liability is dependent on „size” of the infringement and the degree of culpability; where the least severe sanctions are imposed regardless of fault (objective responsibility). Furthermore, beneficiaries and applicants for support are liable to the penalty provided for by national law. Author concludes that rules of responsibility in the EU legislation concerning the CAP constitute administrative type responsibility, which is not of a criminal nature, and therefore in the light of the ne bis in idem principle, it is acceptable to use to the same person in connection with the same action both responsibilities, like the penalty laid down in EU regulations concerning CAP and criminal penalties provided for in the rules of criminal law.
The paper presents the opinion of rural communes of the Wielkopolskie voivodeship, about their participation in the EU funds for proenvironmental action development, scale and barriers of this phenomenon. Lack of financial resources has been recognised by the target communities as a major barrier to implementation of environmental protection activities, EU funds, in turn, an important source of support for this type of investment – up to 83% of the population has tried to obtain funds from the European Union for the environmental objectives. Funds from the European Union first of all served respondents to improve the area infrastructure of water and wastewater management.
This article aims to assess the most important directions and the importance of financial support for the development of the East Germany states (Länder). It presents the priorities of this assistance, discusses recorded in these states the most important economical, demographic and labor market changes.The analysis found that the size, form and purposes of the financial support have changed. Initially, social expenditures and technical infrastructure were mainly co-financed. In the following years to a greater support focused on business sector as well as research, innovation and education institutions.The assistance greatly contributed towards improving the basic infrastructure of the eastern federal states, had a positive impact on their economic structure transformation, creation of modern enterprises, increase of expenditures for research and development, increase in employment in non-agricultural sectors and labor productivity.

Celem opracowania jest ocena najważniejszych kierunków oraz znaczenia pomocy finansowej dla rozwoju krajów związkowych wschodnich Niemiec. W artykule przedstawiono priorytety tej pomocy, omówiono odnotowane w tych krajach najważniejsze przemiany w sferze gospodarki, rynku pracy i demografii.Analiza wykazała, że wielkość, formy i cele wsparcia ulegały zmianom. Początkowo finansowano głównie wydatki socjalne oraz związane z infrastrukturą techniczną. W kolejnych latach w większym stopniu wsparciem objęto sektor przedsiębiorstw oraz instytucje działające na rzecz badań, wdrażania innowacji i edukacji. Pomoc ta przyczyniła się do poprawy podstawowej infrastruktury wschodnich krajów związkowych, wpłynęła korzystnie na zmianę struktury gospodarki, tworzenie nowoczesnych przedsiębiorstw, zwiększenie wydatków na badania i rozwój, wzrost zatrudnienia w sektorach pozarolniczych oraz zwiększenie wydajności pracy.
The European Court of Auditors (ECA) is an institution that controls the finances of the European Union. The ECA examines all the revenues and expenditures of the European Union, it presents the European Parliament and the European Council with the declaration of assurance, as well as with the declaration of legality and compliance of related transactions. In his article, the author discusses the ECA’s annual report for the budget year 2012, focusing on the policy related to agriculture and development of rural areas, which is the field that receives the largest financial support.
The main features of physical education in the system of higher education in the USA are singled out in the article. Also the peculiarities of physical education in the United States are theoretically grounded. American experience in the field of physical education is considered and analyzed. It is noted in the article that American positive experience is an important source for the development of new approaches to physical education and improvement of the existing system of physical education in the universities of Ukraine. It is stressed that over the last forty years physical education in the United States of America took an intensive path of development and reform and currently represents one of the most successful and efficient systems. It is pointed out in the article that physical education, sports and various physical activities of the participants of sports programs help to increase students’ motivation for education and have a positive impact on their success. The article reveals the analysis of the main features in the system of higher education in the USA and enables the identification of characteristic features and helps to identify the positive aspects of physical education and apply this experience in domestic practice. There are the following features of physical education in the United States: a harmonious combination of education and entertainment of students; financial support of physical development of students; well-developed system of elective classes and recreation; commercialization and professionalism of student sport. Analyzing the features of physical education in the United States, one should take into account the fact that the USA has accumulated the vast experience in the field of physical education. Physical education and sport lift the spirit and promote the association of students for various tasks. Sporting successes of students is strongly supported by the community of colleges and universities. Therefore one may come to the conclusion that the studies and positive experience of the United States will contribute to the study of new approaches and ways to improve the existing system of physical education in Ukraine. Therefore, a thorough examination of the issue will help solve the problems, because the modern system of physical education needs to be improved and the introduction of new techniques and approaches.
Na dzień 31. grudnia 2015 roku istniało 109 wstępnie uznanych grup i 196 uznanych organizacji producentów owoców i warzyw, którym wypłacono łącznie 7 553 585,4 tys. zł.1. Możliwość uzyskania wsparcia finansowego stała się motywacją do nasilenia procesów integracyjnych wśród producentów owoców i warzyw oraz katalizatorem inwestycji. Celem artykułu jest wskazanie siły związku pomiędzy ilością funkcjonujących grup i organizacji producentów owoców i warzyw, a wielkością zaabsorbowanych środków finansowych z programu wsparcia na terenie danych województw oraz określenie kierunku przeznaczenia otrzymanego wsparcia przez beneficjentów. Na podstawie danych udostępnionych przez Agencję Restrukturyzacji i Modernizacji Rolnictwa dotyczących wielkość wsparcia oraz kierunków jego przeznaczenia z podziałem na status grupy i województwa do 2014 roku określono, że istnieje bardzo silna korelacja pomiędzy ilością wstępnie uznanych grup producentów owoców i warzyw, a wielkością pozyskanych funduszy. Tylko nieliczne organizacje producentów owoców i warzyw korzystają z pomocy dofinasowania programów operacyjnych. Na podstawie specyfikacji inwestycji poczynionych przez grupy producentów owoców i warzyw można niemal odtworzyć proces produkcji i logistyki. Przeznaczenie środków wskazuje, że zapotrzebowanie producentów owoców i warzyw występowało na wszystkich obszarach procesu produkcji począwszy od zbierania, poprzez przechowywanie, sortowanie, pakowanie i transport.

On 31 December 2015 there were 109 preliminary recognition groups and 196 recognized organizations of fruit and vegetable producers and they were paid 7553585,4 thousand zlotys. The opportunity of financial support motivated fruit and vegetable producers to integrate and invest. This article is supposed to show the connection between the number of groups and organizations of fruit and vegetable producers and amount of money taken from support programs in the voivodships and allocation of the money. On the basis of data given by the Agency for Restructuring and Modernization of Agricultures, it is stated that there is a strong correlation between the numbers of preliminary recognized fruit and vegetable producer groups and the amount of gained money. Just a few recognized organizations of fruit and vegetable producers use financial help of operating programs. It is possible to show the production and logistics processes on the basis of investment specifications of fruit and vegetable producer groups. The financial help was needed on every stage of the production process (during pickig up, storing, sorting, packaging and transport).
The article aims to assess the system for supporting Polish exports in 2000-2009, with a particular focus on exports to high-risk countries. The authors review the available support instruments and evaluate the work of Poland’s Export Credit Insurance Corporation (KUKE), an institution that plays a key role in this system. The authors rely on a method based on analyzing the contents of documents and legal regulations-enacted by Poland, the European Union, the World Trade Organization (WTO) and the Organization for Economic Cooperation and Development (OECD)-concerned with issues related to export support. The authors also examine statistical data, conduct in-depth interviews, and use information from publicly available reports on the activities of the Export Credit Insurance Corporation. The decade covered by the study is not a uniform period, the authors say. They divided it into two subperiods: the time from 2000 until Poland’s EU entry in 2004, and the EU membership years (2004-2009). In the latter subperiod, special attention was paid to 2008 and 2009, the years of economic crisis. The analysis of changes taking place in the official system for supporting exports with the use of Treasury guarantees shows the government’s role in the development of exports by Polish enterprises. The study also shows how the external environment, including Poland’s status as an EU member as well as international regulations and fluctuations in international markets, influence the system’s functioning. The authors conclude that the system has played an insufficient role in promoting Poland’s exports so far, particularly in the case of small and medium-sized enterprises. This was especially evident during the latest crisis, the authors say. The Polish export support system requires far-reaching changes, according to the authors. Most of the initiatives mentioned in official government documents are declarations and tentative proposals not followed byspecific projects. This approach did not even change during the recent crisis when the Polish government, unlike its counterparts in other EU countries, failed to markedly step up measures aimed at boosting exports. Not only proposals but also concrete and consistent steps-jointly taken by many institutions-are needed, the authors say. On the one hand, these should involve adapting the system to the needs of a wider group of businesses, especially small and medium-sized enterprises (SMEs); on the other hand, it is necessary to strengthen KUKE financially and take better advantage of opportunities linked with those activities of the Export Credit Insurance Corporation that are conducted on behalf of the Treasury, the authors say.
Motivation is an important tool which can have a signifi cant impact to improve the performance of employees in any organization and in the current competitive world, employees’ commitment is crucial in achieving the organizational goals. The current research is aimed at examining the role played by motivation in sustaining the commitment of sales professionals. Primary data has been collected among 100 sales professionals using the close-ended questionnaire. For the analysis purpose both descriptive and inferential analysis has been conducted. The fi ndings from the analysis show that most factors included in the model to measure the motivation show a signifi cant and positive impact. Similarly the coeffi cient for organizational support, psychological support and fi nancial support shows a positive and signifi cant impact. In examining the impact of increased motivation on employees’ commitment, the results were also statistically signifi cant and positive. On the basis of the fi ndings it can be concluded that the motivation has a signifi cant and positive impact on employees’ commitment so organizations should focus on motivating their employees; however, the method used for motivation can differ from one organization to another.
Climate change, liberalization of international trade in agricultural products and changes in the system of farms’ support result in the increasing importance of the risk problem in European and Polish agriculture. It can be expected that a change in market and production conditions will result in significant increase in income volatility. The scale of change will depend on the financial support directed to agricultural sector and farmers’ reactions. The study reveals that in the case of Poland the most likely scenario results in rather moderate deterioration in farms’ financial results measured under risk. Extreme deterioration can be observed in the liberal scenario under assumption of financial support elimination.
The theme of the development of organic farming in the EU and in Poland was taken up in the study, pointing out that organic production is an element of the EU agricultural product quality schemes. In this sense, organic production pursues the same objectives under the Common Agricultural Policy which are an integral part of all the EU systems of quality agricultural production. Within the EU, the number of organic farms increased from 124.8 thousand in 2004 to 186.2 thousand in 2010 (49.2%), while the level of organic crops increased respectively from 5.9 million hectares to 9.2 million hectares (55.9%). In Poland in 2013, there were 19,900 certified organic farms adding 6.7 thousand ones which were to undertake organic production during the so-called transition (adaptation) period. The average area of an organic farm was twice larger than that of the average size in the country. These farms occupied 1.4% of the total area of agricultural land including farms which are in the stage of transition. This area accounted for 2.0% of arable land in the country. An important part of the functioning of such farms was their certification, which implied products with logos and mandatory labelling. Financial support for organic farming was carried out within the framework of agri-environmental programmes with participation of farmers in the food quality scheme of the RDP. Between 2014–2020, additional actions related to organic farming were undertaken.

W badaniach podjęto temat rozwoju rolnictwa ekologicznego w UE i w Polsce. Wskazano, że produkcja ekologiczna stanowi element unijnych systemów jakości produktów rolnych. W tym sensie produkcja ekologiczna realizuje te same cele w ramach Wspólnej Polityki Rolnej, które stanowią nieodłączny element wszystkich unijnych systemów jakości produkcji rolnej. W ramach UE liczba gospodarstw ekologicznych wzrosła ze 124,8 tys. w 2004 r. do 186,2 tys. w 2010 r. (49,2%), natomiast poziom upraw ekologicznych odpowiednio z 5,9 mln ha do 9,2 mln ha (55,9%). W Polsce w 2013 r. było 19,9 tys. gospodarstw ekologicznych z certyfikatem oraz dodatkowo 6,7 tys. w okresie przejściowym – przystosowywania do podjęcia produkcji ekologicznej. Średnia powierzchnia gospodarstwa ekologicznego była dwukrotnie większa niż przeciętna wielkość dla całego kraju. Gospodarstwa te zajmowały 1,4% ogólnej powierzchni użytków rolnych, a łącznie z gospodarstwami będą- cymi w fazie przejściowej stanowiło to 2,0% użytków rolnych kraju. Istotną częścią funkcjonowania tego typu gospodarstw była ich certyfikacja, a produkty musiały mieć logo i obowiązkowe oznakowanie. Wsparcie finansowe dla rolnictwa ekologicznego realizowano w ramach programów rolnośrodowiskowych i uczestnictwa rolników w systemie jakości żywności PROW, a w okresie 2014–2020 podjęto dodatkowe działania związane z rolnictwem ekologicznym.
The study discusses the agri-environment scheme, which gained a high position in the process of integration of environmental protection in the framework of the CAP. The purpose of the payments was to encourage farmers to protect and improve the environment. The farmers were required to apply environmentally friendly techniques and practices for a period of five years. Received payments had additional reimbursement of extra costs and decreased income resulting from the application of environment-friendly practices. Agrienvironmental scheme was realized through packages and variants, whose number differed in time. In 2004–2006, agrienvironmental scheme included approximately 70 thousand of agricultural holdings, which labored on the surface of the 1.4 million ha. In the next programming period (2007–2013) the benefi ciaries submitted 448,6 thousand applications, and the level of payment amounted to PLN 6.7 billion. The program of the current financial perspective (2014–2020) includes 2058,9 thousand ha of agricultural land, as compared to the total area of agricultural land in the country in the amount of 14609 ha of agricultural land represents 14.1%

W opracowaniu omówiono działania rolnośrodowiskowe, które uzyskały wysoką pozycję w procesie integracji ochrony środowiska w ramach WPR. Płatności miały na celu zachęcenie rolników do ochrony i poprawy stanu środowiska naturalnego. Rolnicy zobowiązani byli przez okres pięciu lat do stosowania przyjaznych dla środowiska technik i praktyk rolniczych. Otrzymane płatności miały charakter rekompensat za dodatkowe koszty i utracone dochody w związku ze stosowaniem praktyk ekologicznych. Działania rolnośrodowiskowe realizowane były poprzez pakiety i warianty, których liczba ulegała zmianie. W latach 2004–2006 działaniami rolnośrodowiskowymi objęto około 70 tys. gospodarstw rolnych, gospodarujących na powierzchni 1,4 mln ha. W kolejnym okresie programowania (2007–2013) benefi cjenci złożyli 448,6 tys. wniosków, a poziom płatności wyniósł 6,7 mld zł. Program na obecną perspektywę fi nansową (2014–2020) obejmuje 2058,9 tys. ha użytków rolnych, co w porównaniu do ogólnej powierzchni użytków rolnych w kraju – 14 609,0 tys. ha – stanowi 14,1%.
The objectives of the common agricultural policy for the years 2014–2020 changed the concept of creation and functioning of fruit and vegetable producer organizations. The European legislator has abolished the special arrangement, namely the authorization for participation in market mechanisms which was granted to preliminary recognized producer organizations. By adapting the rules to new European principles, Member States introduced changes in the relevant national laws. Procedure of reorganization through imprecisely formulated regulations (especially intertemporal ones) has led to serious doubts concerning interpretation and to discrepancy in the assessment of factual and legal states undertaken by agricultural administration. Adjustment challenges were especially evident in a situation where preliminary recognized producer organizations have unlawfully achieved their status, have not complied with recognition and cannot acquire the status of a recognized producer organization. According to parties involved, the consequences of a change in organizations’ legal status and financial aspects arising therefrom, remain disputable.

Założenia Wspólnej Polityki Rolnej na lata 2014–2020 dokonały zmiany koncepcji tworzenia i funkcjonowania organizacji producentów rolnych na rynku owoców i warzyw. Ustawodawca europejski zniósł rozwiązanie szczególne, jakim było zezwolenie na uczestniczenie w mechanizmach rynkowych udzielane wstępnie uznanym grupom producentów. Państwa członkowskie, dostosowując unormowania do nowych reguł europejskich, dokonały zmian w odpowiednich przepisach krajowych. Procedura reorganizacji wskutek nieprecyzyjnie sformułowanych przepisów, zwłaszcza przepisów intertemporalnych krajowych regulacji, spowodowała poważne wątpliwości interpretacyjne oraz rozbieżności w ocenie stanów faktycznych i prawnych, dokonywanej przez organy administracji rolnej. Z wyjątkową ostrością problemy dostosowawcze ujawniły się w sytuacji, w której wstępnie uznane grupy uzyskały swój status niezgodnie z prawem, nie spełniły warunków uznania i nie mogą uzyskać statusu uznanej organizacji producentów. W ocenie zainteresowanych stron sporne są skutki zmiany statusu prawnego grup oraz wynikające stąd konsekwencje finansowe.
Since the beginning of 18th century and especially during the Great Northern War, the convent of st. Clare was bearing many expenses in order to maintain Polish and foreign (the Saxon, Swedish, Russian, and Prussian) armies. Additionally, there were the costs of war contributions and also buyouts of the equipment, food, horses, cattle, and people arrested or confiscated during the marches of separate troops through the villages belonging to the nuns. At the outbreak of Kościuszko Uprising (24th March 1794) the Clarisses were dutifully performing all recommendations of the insurgent authorities, related with financial support of this patriotic spurt: they have equiped the recruit for the equestrian militia ensuring him clothes, tacked up horse, weapons, the wage; additionally, they have provided people for defense and also prepared bandages. Especially painful for them was the requisition (in the form of a loan) of silver, mostly in the form of valuable liturgical equipment, which they have never recovered. After the fall of Cracow (15th June 1794) the sisters were forced to keep the Prussian troops that were stationed in the city.
The publication critically analyzed the legal regulations related to the provision of financial support for participants of doctoral studies in Poland. The aim of the article was to indicate the possibility of abuse of this help by people who already have academic degrees and are participants in doctoral studies. The analysis covered legal regulations of various rank (laws, and other downstream regulations) referring to third-cycle studies and particular types of scholarships for PhD students. Therefore, the analysis and exegesis of legal norms, referring to various benefits of financial support, using different methods of interpreting the law was made. The ”adequate application“ of the provisions on financial support for students with regard to PhD students was examined. The relationship between the constitutional principle of autonomy of higher education and the rights and freedoms of individuals (doctoral students) was considered. According to the authors, when interpreting the norms in force de lege lata, one should refer to their historical context and to their teleological interpretation rather than grammatical interpretation. De lege ferenda pointed out the need to ensure greater clarity of legal regulations in the field of science and higher education, and also to shape them in such a way that they would be in accordance with the norms of constitutional rank.

W publikacji poddano krytycznej analizie regulacje prawne dotyczące świadczeń stanowiących pomoc materialną dla uczestników studiów doktoranckich w Polsce. Celem artykułu było wskazanie na możliwości nadużywania tej pomocy przez osoby, które już posiadają stopnie naukowe i są uczestnikami studiów doktoranckich. Analizie poddano regulacje prawne różnej rangi (ustawy, rozporządzenia, regulaminy) odnoszące się do studiów trzeciego stopnia i poszczególnych rodzajów stypendiów dla doktorantów. W związku z tym dokonano analizy i egzegezy norm prawnych odnoszących się do różnych świadczeń pomocy materialnej przy wykorzystaniu zróżnicowanych metod wykładni prawa. Zbadano „odpowiednie stosowanie” przepisów o pomocy materialnej dla studentów w odniesieniu do doktorantów. Rozważono relację pomiędzy konstytucyjną zasadą autonomii szkół wyższych oraz prawami i wolnościami jednostek (doktorantów). Zdaniem Autorów przy dokonywaniu wykładni obowiązujących norm de lege lata należy odwoływać się do ich kontekstu historycznego i wykładni celowościowej, a nie gramatycznej. De lege ferenda wskazano na konieczność zapewnienia większej jednoznaczności przepisów prawa ze sfery nauki i szkolnictwa wyższego, a ponadto takiego ich kształtowania, aby pozostawały one w zgodzie z normami rangi konstytucyjnej.
Eastern European countries (Armenia, Azerbaijan, Belarus, Georgia, Moldova, Russia and Ukraine) receive financial and technical support among others from the European Bank for Reconstruction and Development in the process of its economic transformation. The article presents the value of support granted since 1991 for the whole region and individual countries, as well as the assessment of the projects co-financed by the Bank in terms of the „transition impact”. Eastern Europe remains the leader in terms of the amount of financial assistance received, but this does not reflect into a assessment of the progress of the transformation process: only two states in the region (Russia and Ukraine) have intermediate status and the remaining are still classified as early transition countries.

Państwa Europy Wschodniej (Armenia, Azerbejdżan, Białoruś, Gruzja, Mołdawia, Rosja i Ukraina) w procesie swojej gospodarczej transformacji otrzymują wsparcie finansowe i techniczne między innymi ze strony Europejskiego Banku Odbudowy i Rozwoju. W artykule przedstawiono wartość udzielonego wsparcia od początku działania Banku (1991) dla całego regionu i poszczególnych państw, a także ocenę współfinansowanych przez Bank projektów pod względem tzw. transition impact. Europa Wschodnia pozostaje liderem, jeżeli chodzi o wielkość otrzymanej pomocy finansowej, ale nie przekłada się to na ocenę zaawansowania procesu transformacji: tylko dwa państwa regionu (Rosja i Ukraina) mają status średniozaawansowanych, a pozostałe wciąż zaliczane są do gospodarek słabozaawansowanych w procesie transformacji.
Artykuł przedstawia fundusze poręczeń kredytowych jako instytucję prawnofinansową mogącą stanowić istotne wsparcie dla jednej z funkcjonujących w Polsce formuł prowadzenia działalności gospodarczej, jaką są małe i średnie przedsiębiorstwa. W pierwszej kolejności przedstawiono, jakich podmiotów wsparcie dotyczy oraz z jakimi problemami, jeżeli chodzi o ich utrzymanie i osiągnięcie założonych celów działania, podmioty te się borykają, by następnie, w możliwym ze względu na dopuszczalne rozmiary opracowania zakresie, ukazać fundusze poręczeń kredytowych jako możliwe wsparcie małych i średnich przedsiębiorstw. Kolejno opisana została ich geneza i formuła prawnoorganizacyjna, w ramach której funkcjonują, formy działania, procedura udzielania poręczeń kredytowych, sposób realizacji zobowiązań wynikających z poręczenia, a wreszcie korzyści, jakie wynikają z wspierania małych i średnich przedsiębiorstw (generalnie beneficjentów poręczeń) przez fundusze poręczeniowe.

The article presents the credit guarantee funds as legal and financial institution which might provide crucial support for the one of operating in Poland formulas of economic activity, which are small and medium-sized companies. At the beginning it indicated which entities are supported and why they need help. Then, taking into account the designated size publication, describes the guarantee funds as possible way of support of the small and medium-sized buisiness enterprises. Described their genesis and form of legal organization within which they operate, forms of action, the procedure for granting loan guarantees, how to implement obligations under the guarantees, and finally the benefits of supporting small and medium-sized enterprises (generally the beneficiaries of guarantees) by guarantee funds.
Centre for Social Inclusion was created by non-governmental organizations and local administration as an important element of support social system. Participants of the Centers may develop their personal and social skills which are extremely important for social and vocational reintegration. It can be useful in the process of built social cooperative movement and work in this type of organization as an independent member of the management board or general meeting. Centra Integracji Społecznej są podmiotami prowadzonymi przez jednostki samorządu terytorialnego oraz organizacje pozarządowe. Ich uczestnicy mogą rozwijać tam umiejętności interpersonalne oraz zawodowe pozwalające na przyspieszenie procesu reintegracji społecznej i zawodowej. Tym samym ich absolwenci mogą aktywnie uczestniczyć w pracach w ramach spółdzielni socjalnych oraz generować środki na swoje utrzymanie. Niestety rozwój takich organizacji jest ograniczony przez niewystarczające środki finansowe oraz organizacyjne. W artykule zawarto, więc podstawowe informacje na temat alternatywnych możliwości finansowania ich działalności oraz angażowania uczestników tej organizacji w zdobywanie nowych umiejętności w tym zwłaszcza tych w zakresie preferowania ich udziału w podmiotach ekonomii społecznej.
W 2015 r. Zgromadzenie Ogólne ONZ przyjęło rezolucję w sprawie nowego paradygmatu rozwoju świata, jakim jest zrównoważony rozwój. W rezolucji sformułowano Cele Zrównoważonego Rozwoju (Sustainable Development Goals – SDG) z perspektywą ich realizacji do 2030 r. (dalej: SDG 2030). Celem badania omawianego w artykule jest przeprowadzenie wielokryterialnej oceny poziomu wsparcia finansowego realizacji SDG 2030 w Polsce i Ukrainie. Do analiz wybrano regiony przylegające do zewnętrznej granicy UE. Uwzględniono teoretyczne, metodologiczne i praktyczne aspekty oceny, które mogą być przydatne władzom regionów przygranicznych w podejmowaniu decyzji. Ze względu na dostępność danych statystycznych badaniem objęto lata 2017–2019. Siedemnaście SDG 2030 zidentyfikowanych na poziomie globalnym podzielono na trzy komponenty: społeczny, gospodarczy i środowiskowy. Do oceny wielokryterialnej wykorzystano metodę indeksową. Polegała ona na kolejnym wyznaczaniu wskaźników (indeksów) indywidualnych, grupowych, międzygrupowych oraz wskaźnika zintegrowanego dla poszczególnych regionów przygranicznych oraz obszarów przygranicznych Polski i Ukrainy. W toku postępowania badawczego potwierdziła się hipoteza, że polskie regiony przygraniczne otrzymały relatywnie większe wsparcie finansowe na realizację SDG niż regiony ukraińskie. Niemniej jednak we wszystkich badanych regionach w analizowanym okresie wystąpiła negatywna tendencja spadkowa w zakresie wartości przyjętych wskaźników. Stwierdzono też, że dostępne statystyki nie pozwalają w pełni zbadać udziału wszystkich źródeł i obszarów finansowania dotyczących wdrażania SDG 2030, dlatego zaproponowano stworzenie stosownej bazy informacyjnej na poziomie międzynarodowym.

In 2015, the United Nations General Assembly adopted a resolution on the implementation of a new paradigm of the world development – the sustainable development. In the aforementioned resolution, Sustainable Development Goals (SDGs) were formulated with the prospect of their implementation by 2030. The aim of the paper is to perform a multicriteria assessment of the level of financial support for the process of achieving the SDGs determined on the basis of the 2030 Agenda in Poland and Ukraine. The analysis focused on the Polish and Ukrainian regions adjacent to the external border of the EU. The subject matter of the research comprises theoretical, methodological and practical rules for performing this assessment, which can be useful for local authorities of the border regions in their decisionmaking. The research period, covering the years between 2017 and 2019, has been determined on the basis of the availability of statistical data. The 17 predefined SDGs (identified at a global level by the 2030 Agenda) have been divided into three components: social, economic and environmental. The multi-criteria assessment was performed on the basis of the index method, which involved the gradual defining of individual indexes (measures), group indexes (corresponding with the SDGs), cross-group indexes (corresponding with the components), and an integral index for specific border regions and border areas of Poland and Ukraine. The study confirmed the hypothesis that the border regions of Poland received significantly higher financial support for the implementation of the SDGs than the border regions of Ukraine. However, in all the studied regions during the research period these indexes saw a negative, downward trend. It has been concluded that the available statistical data are insufficient for the full measurement of the contribution of particular sources and areas of financing to the implementation of the SDGs. Therefore, creating an international database dedicated to this purpose has been recommended.
The article analyzes the activity under the name of farm and agricultural activity development under the Rural Development Program 2014-2020. This measure covered five types of operations under which the degree of use of support instruments for farms was examined. The analysis of the use of financial resources was made on a provincial basis, taking into account the limits of resources specified by the minister of agriculture. Under the measure, operations related to bonuses for young farmers and designated directions for supporting the restructuring of farms were carried out. According to the data of the Agency for Restructuring and Modernization of Agriculture, the degree of use of the allocated funds limits was 36.9% (at the end of the first half of 2020). The indicator was higher in the case of operations related to the development of entrepreneurship – development of agricultural services (44.4%). They presented less favorably data on the operation related to bonuses for starting non-agricultural activities (11.6%). Full use of the financial instruments allocated to the measure is feasible, provided that the limits of funds specified by the Minister of Agriculture are met and that full support is secured in the national budget.

W artykule przeprowadzono analizę działania pod nazwą rozwój gospodarstw i działalności rolniczej w ramach Programu Rozwoju Obszarów Wiejskich 2014-2020. Działanie to obejmowało pięć typów operacji, w ramach których badano stopień wykorzystania instrumentów wsparcia dla gospodarstw rolnych. Analizę wykorzystania środków finansowych dokonano w układzie województw, biorąc pod uwagę limity środków określonych przez ministra rolnictwa. W ramach działania realizowano operacje związane z premiami dla młodych rolników oraz wyznaczonymi kierunkami wspierania restrukturyzacji gospodarstw rolnych. Według danych Agencji Restrukturyzacji i Modernizacji Rolnictwa stopień wykorzystania przyznanych limitów środków wyniósł 36,9% (na koniec I półrocza 2020 r.). Wskaźnik był wyższy w przypadku operacji związanej z rozwojem przedsiębiorczości – rozwojem usług rolniczych (44,4%). Mniej korzystnie przedstawiały się dane dotyczące operacji związanej z premiami na rozpoczęcie działalności pozarolniczej (11,6%). Całkowite wykorzystanie instrumentów finansowych przeznaczonych na działanie jest wykonalne, pod warunkiem realizacji limitów środków określonych przez ministra rolnictwa i zabezpieczenia pełnego wsparcia w budżecie krajowym.
Eastern European countries (Armenia, Azerbaijan, Belarus, Georgia, Moldova, Russia and Ukraine) receive financial and technical support among others from the European Bank for Reconstruction and Development in the process of its economic transformation. The article presents the value of support granted since 1991 for the whole region and individual countries, as well as the assessment of the projects co-financed by the Bank in terms of the „transition impact”. Eastern Europe remains the leader in terms of the amount of financial assistance received, but this does not reflect into a assessment of the progress of the transformation process: only two states in the region (Russia and Ukraine) have intermediate status and the remaining are still classified as early transition countries.

Państwa Europy Wschodniej (Armenia, Azerbejdżan, Białoruś, Gruzja, Mołdawia, Rosja i Ukraina) w procesie swojej gospodarczej transformacji otrzymują wsparcie finansowe i techniczne między innymi ze strony Europejskiego Banku Odbudowy i Rozwoju. W artykule przedstawiono wartość udzielonego wsparcia od początku działania Banku (1991) dla całego regionu i poszczególnych państw, a także ocenę współfinansowanych przez Bank projektów pod względem tzw. transition impact. Europa Wschodnia pozostaje liderem, jeżeli chodzi o wielkość otrzymanej pomocy finansowej, ale nie przekłada się to na ocenę zaawansowania procesu transformacji: tylko dwa państwa regionu (Rosja i Ukraina) mają status średniozaawansowanych, a pozostałe wciąż zaliczane są do gospodarek słabozaawansowanych w procesie transformacji.
