The visit of Jia Quinglin from China to Cameroon in 1971 and the formal President‘s Ahmadou Ahidjo of Cameroon return visit to China in 1973 started paving the way for Sino- -Cameroon relations. Huge progress has been made towards advancing the cooperation of these two nations. This cooperation has had significant impact on both economies. China’s relations with Cameroon have been more or less like an economic livewire to Cameroon, although it cannot be ruled out that it has also some drawbacks. Chinese presence in Cameroon has been growing and is concentrated in the private sector. Areas of Chinese presence include construction, agriculture, and medium size businesses. Cameroon has not only witnessed enormous increase of Chinese investment and presence, but also of Chinese foreign aid. China’s foreign aid to Cameroon in the past years has been very much consistent and enormous. The main question here is what impact has this aid on Cameroon and Cameroonians? Cameroon is one of China’s major partners in Africa and also a beneficiary of China’s benevolent activities in Africa. China’s foreign assistance has been gearing towards the development of the local economy. This paper, therefore, seeks to explore the contribution and impact of China’s foreign aid on Cameroon in the period of 2009-2020.
Cooperation in the South Pacific region is unique due to the characteristics of its participants. Following the period of decolonization (1962-1980), countries in Oceania have radically changed. Achieving independence gave those nations international legal personality, yet complete independence from their former colonial powers. The following consequence was gaining an opportunity to draft, adopt and execute own laws in national and foreign policy. PICT (Pacific island countries and territories) have been expanding connections, political and trade ones, within the region since the 1960s when permanent migration of islanders and intra-regional transactions began. Migrations along with foreign aid are considered as the distinctive characteristics of the Pacific Ocean basin. Since the 1980s, the regional integration in Oceania, through establishing regional groupings and increasing the regional trade agreements number, took on pace and scope. The MIRAB synthetic measure (migration, remittances, aid, bureaucracy) has been used in analyzing the Oceania developing microeconomies. Last but not least, migration and foreign aid have been retaining the region from a deeper and more effective stage of regionalism.
The paper offers an analysis of media assistance, as a specific form of foreign aid, that Poland offers to strengthen media development in Belarus and Ukraine. It shows if Poland tailors media assistance according to the local context and existing challenges for democratic changes of recipient countries’ media systems. The study builds on the literature concerning the media, development and democratization, in particular looking at media assistance as both democratic aid and public diplomacy. It reveals that Poland’s approaches to media development in Belarus and Ukraine do differ: Poland mainly provides autocratic Belarus with technical support for media established outside of that country, while clearly focusing on media capacity development in democratizing Ukraine. The findings show that Polish media assistance, however, is unlikely to boost media freedom in Belarus as is usually expected as an outcome of democratic aid and is under-financed in the case of Ukraine.
Celem niniejszego artykułu jest zbadanie procesów nadużyć finansów publicznych, prowadzących do bezpodstawnego wzbogacenia się elit rządzących w Zimbabwe – kraju bogatym w surowce naturalne, lecz – paradoksalnie – niestabilnym wskutek dziesięcioleci rządów Roberta Mugabe. Artykuł analizuje zjawisko korupcji politycznej występującej w Zimbabwe, przekładającej się na złe zarządzanie dochodem narodowym z zasobów naturalnych w celu osiągnięcia prywatnych korzyści oraz konsolidacji władzy. Ponadto, poprzez analizę złożonych sieci oraz mechanizmów organizacyjnych, stworzonych w celu wyprowadzenia majątku publicznego przy pomocy firm fasadowych, w artykule zbadane zostały powiązania pomiędzy zjawiskami korupcji i nielegalnych przepływów pieniężnych. W końcu, ponieważ korupcja polityczna z natury powiązana jest z jakością rządzenia państwem, artykuł analizuje wpływ tej ostatniej na rozwój społeczny, a także efektywność pomocy rozwojowej przekazanej do Zimbabwe. Artykuł napisany został na podstawie analizy źródeł wtórnych, do których zaliczają się istniejące publikacje oraz materiał dowodowy. Jego ustalenia pokrywają się z ogólnym stanowiskiem środowiska akademickiego, które utrzymuje, że zasoby naturalne oraz pomoc rozwojowa mają negatywny wpływ na jakość rządzenia państwem, praworządność oraz, co za tym idzie, na rozwój społeczny, szczególnie w krajach rządzonych przez bezwzględnych przywódców.

The purpose of this case study article is to explore the process of public finance fraud resulting in an unjust enrichment of local ruling elites in Zimbabwe, a resource-rich yet paradoxically fragile state characterised by decades of rule by Robert Mugabe. The article examines the phenomenon of political corruption occurring in Zimbabwe and translating into the mismanagement and misuse of public revenues from natural resources for the sake of private gain and power consolidation. Furthermore, the article looks at the link between corruption and illicit financial flows by examining complex organisational networks and mechanisms created for the sake of diverting public assets with the help of front companies. Finally, since political corruption is inherently connected to the quality of governance, the author explores the impact of governance on human development as well as the effectiveness of foreign aid channelled to Zimbabwe. The article was written on the basis of an analysis of secondary sources including a review of relevant literature and existing evidence. The findings of this research coincide with a general academic standpoint supporting the narrative that both natural resources and aid have negative consequences for governance, the rule of law, and, consequently, human development, especially in countries governed by unscrupulous leaders.
Since the beginning of the1960s, developed countries have spent over USD 3 trillion on offi-cial development assistance to promote economic growth and development in developing coun-tries. Over the last few decades not only major donors but also aid objectives have been changing. The aid objectives reflected changes in geopolitics, the development objectives and views on the development process. Foreign aid very often was treated as an important tool of donors’ foreign and commercial policies. Theoretical studies developed in the sixties support the positive relationship between the foreign aid and economic growth. Two-gap model was used as the basis for calculation of aid requirements. The empirical research on the effectiveness of development aid are extensive and multidimension-al. However, their results and conclusions are ambiguous. Principally there are two main strands of the literature on the relationship between foreign aid and economic growth. One group of studies claims that there is the positive aid-growth correlation, the second argues that this correlation is negative. Positive correlation between the foreign aid and economic growth can be either unconditional or conditional. In the second case the aid effectiveness depends on many different factors. The most important are specific conditions in the recipient countries, macroeconomic policy, geograph-ical location, levels of aid allocation and aid modalities.

Od początku lat 60. ubiegłego wieku kraje wysoko rozwinięte przeznaczyły ponad 3 biliony dolarów amerykańskich na oficjalną pomoc rozwojową dla krajów słabo rozwiniętych. W ciągu ostatnich kilku dekad nie tylko zmieniali się główni donatorzy, ale także cele, na które przezna-czana była pomoc. Cele, którymi kierowali się darczyńcy, zależały od rozwoju sytuacji geopoli-tycznej, obowiązującej w danym czasie doktryny rozwoju gospodarczego oraz poglądów dotyczą-cych właściwych celów rozwojowych. Pomoc zagraniczna często była traktowana przez donato-rów jako ważne narzędzie polityki zagranicznej i handlowej. Rozwinięte w latach 60. XX w. modele ukazywały pozytywny związek między pomocą za-graniczną a wzrostem gospodarczym. Model dwóch-luk wykorzystywano w celu ustalenia pozio-mu pomocy niezbędnego dla danego kraju. Badania empiryczne dotyczące efektywności wykorzystania pomocy zagranicznej na cele rozwojowe są obszerne i wielowymiarowe. Jednak uzyskane wyniki nie są jednoznaczne. Zasadniczo, w literaturze przedmiotu można znaleźć dwie wykluczające się odpowiedzi na pytanie dotyczące wpły-wu pomocy zagranicznej na wzrost gospodarczy. Według jednej grupy badaczy istnieje pozytywna korelacja między pomocą zagraniczną a wzrostem gospodarczym, a według drugiej – negatywna. Korelacja pozytywna może być bezwarunkowa lub warunkowa. W drugim przypadku, efek-tywność wykorzystania pomocy zagranicznej na cele rozwojowe zależy od wielu różnych czynni-ków. Wśród nich za najważniejsze uważa się: warunki społeczno-gospodarcze panujące w kraju otrzymującym pomoc, prowadzoną przez niego politykę makroekonomiczną, jego położenie geo-graficzne, a także poziom oraz formę pomocy zagranicznej.
Artykuł analizuje wpływ kwestii bezpieczeństwa na rolę współpracy na rzecz rozwoju. Od końca zimnej wojny, rosnącej wielkości ofi cjalnej pomocy rozwojowej (ODA) towarzyszył wzrost znaczenia interesów bezpieczeństwa państw-dawców pomocy. Współpraca rozwojowa w co raz większym stopniu staje się instrumentem pozwalającym na wyeliminowanie ponadgranicznych źródeł zagrożeń dla bezpieczeństwa międzynarodowego. Na tle teoretycznych rozważań i interpretacji teorii sekurytyzacji, wypracowanej przez badaczy tzw. szkoły kopenhaskiej, analizie poddano wybrane aspekty dyskursu wokół współczesnego spojrzenia na rolę pomocy rozwojowej w konstruowaniu bezpieczeństwa.

The article analyses the impact of security issues on the role of cooperation for development. Since the end of the Cold War, the growing size of official development assistance (ODA) has been accompanied by an increase in the security interests of donor countries. Development cooperation is increasingly becoming an instrument to eliminate cross-border sources of threats to international security. Against the background of theoretical considerations and interpretations of the theory of securitization, developed by researchers of the so-called The Copenhagen School, the selected aspects of discourse were analysed around a modern look at the role of development assistance in constructing security.
W artykule podjęto próbę odpowiedzi na pytanie czy komplementarność rozwoju finansowego i pomocy zagranicznej przyczynia się do wzrostu gospodarczego na wybranych rynkach wschodzących. Analizy dokonano przy użyciu w pełni zmodyfikowanej metody najmniejszych kwadratów (FMOLS – Fully Modified Ordinary Least Squares), wykorzystując dane z okresu 1994–2014. Co prawda badania dotyczące (1) wzrostu pomocy i (2) rozwoju finansowego były prowadzone, to rola połączonego wpływu rozwoju finansowego i wzrostu pomocy na wzrost gospodarczy praktycznie nie była zbadana. Czy rozwój finansowy stanowi kanał, poprzez który pomoc zagraniczna pozytywnie wpływa na wzrost gospodarczy? Niniejsze badanie stara się podjąć te zagadnienia wykorzystując jako studium przypadku wybrane rynki wschodzące. Komplementarność pomocy zagranicznej i rozwoju finansowego (kredyt krajowy udzielany przez sektor finansowy, krajowy kredyt prywatny udzielany przez banki, się krajowe prywatne dłużne papiery wartościowe i obrót giełdowy) wywarła znaczny pozytywny wpływ na wzrost gospodarczy. Dlatego badania zachęcają wybrane rynki wschodzące do wdrażania polityk sprzyjających pogłębianiu sektora finansowego w celu umożliwienia wzrostu gospodarczego dzięki pozytywnemu oddziaływaniu pomocy zagranicznej.

This paper studied whether the complementarity between financial development and foreign aid promotes economic growth in selected emerging markets using the panel Fully Modified Ordinary Least Squares (FMOLS) approach, with data ranging from 1994 to 2014. Although (1) aid‑growth and (2) finance‑growth studies have been conclusively dealt with, the role of financial development in the aid‑growth nexus has been hardly researched. Is financial development a channel through which foreign aid positively influences economic growth? The current study seeks to address these issues using selected emerging markets as a case study. The complementarity between foreign aid and financial development (domestic credit provided by the financial sector, domestic private credit provided by banks, outstanding domestic private debt securities and stock market turnover) resulted in a significant positive impact on economic growth. The study, therefore, urges selected emerging markets to implement policies which deepen the financial sector in order to allow foreign aid to positively contribute towards economic growth.
