Wejście Polski do Unii Europejskiej rozszerzyło możliwości finansowania polityki rozwojowej, stawiając pytanie o sposób redystrybucji środków finansowych. Spowodowało ono konieczność wypracowania mechanizmu zarządzania środkami finansowymi z uwzględnieniem charakterystyki obszarów, do których kierowano wsparcie. Celem artykułu jest zweryfikowanie skuteczności pozyskiwania projektów unijnych przez podmioty z miast wojewódzkich, połączonej z czynnikami związanymi z konkurowaniem o środki finansowe, poziomem przedsiębiorczości i zamożnością mieszkańców miast. W badaniu uwzględniono liczbę i wartość wniosków składanych o dofinansowanie oraz wniosków rozliczających projekty realizowane ze środków Unii Europejskiej w perspektywie 2007–2013.

Polish accession to the European Union resulted in the extending of possibilities of financing development policy, and in the question of redistribution of financial resources. This resulted in the need for developing a mechanism for the management of funds, taking into account the characteristics of the areas requiring support. The aim of this article is to verify the effectiveness of acquiring EU projects by entities of the provincial cities in terms of factors related to the competition for financial resources, the level of entrepreneurship and wealth in cities. The study includes the number and value of applications submitted as funding requests and final reports on projects realised with funds from the European Union in the period 2007–2013.
