The aim of the article is to present the policy of the United States of America toward Europe during the presidency of Barrack Obama in the context of a changing conception of American involvement worldwide. Economic cooperation and discrepancies among allies at a time of financial crisis are considered. The following instances of American involvement in international conflicts are analyzed: mission in Afghanistan, attempts to mediate in the Near Eastern peace process, the developments of the “Arab spring” and NATO’s intervention in Libya. The USA and the European countries cooperated also toward elimination of other threats to global security, such as: Iranian nuclear program or international terrorism. Despite a change of priorities in American foreign policy, the transatlantic alliance remains its major pillar.
Nowe okoliczności i uwarunkowania tworzenia systemu bezpieczeństwa narodowego zaistniały po zakończeniu „zimnej wojny” w końcu XX wieku i wejściu ludzkości w trzecie tysiąclecie z jego nowymi wyzwaniami i nieprzewidywalnością. W następstwie zmniejszenia niebezpieczeństwa konfron¬tacji militarnej z użyciem broni jądrowej, świat stał się bezpieczniejszy tylko pozornie. Obecnie, tj. w XXI wieku, nie ma państwa na kuli ziemskiej, które byłoby bezpieczne wobec zagrożenia ze strony natury lub człowieka. Dowodów na to jest wiele, a ich liczba wcale nie maleje, ma raczej tendencję wzrostową. W całokształcie wyzwań i uwarunkowań bezpieczeństwa globalnego i regionalnego przedmiotem szczególnej troski staje się bezpieczeństwo narodowe, zarówno wewnętrzne, jak i zewnętrzne, co jest zasadniczą treścią niniejszego artykułu. Natomiast celem głównym artykułu byto ujednolicenie i usystematyzowanie pojęć występujących w dyscyplinie naukowej jaką jest bezpieczeństwo narodowe.

The new conditions and circumstances for creating a system of national security have existed since the end of the Cold War; but at the end of the twentieth century humanity has been ushered into the third millenium with new challenges that were theretofore unforeseeable. As a consequence of the decrease in the danger of nuclear confrontation, the world has only seemingly become a safer place to live in. At the moment, that is, in the twenty-first century, no country nor state on this Earth is safe in the face of natural and man-made threats. The evidence is plentiful, and less diminishes than increases in number. Taking into consideration the conditions and challenges to global and regional security, national security, both domestic and foreign, must be of serious concern. This is precisely the topic of this article. The main aim is to provide a uniform and systematic description of the concepts that are used in the scholarly discipline of national security.
Globalisation is a phenomenon which influences every aspect of contemporary life. Neo- liberal ideas lead to the multifunctional interdependence of geopolitics, the political economy, international relations, security, and defence issues. In the globalised world, many issues can be raised: Where are the roots of modern conflict? Who are the stakeholders in international relations? What are the dominant forms of contemporary conflicts? Do the forms of collective security fulfill the legitimacy of objectivity? What are the new challenges for modern defence science? Through the multidisciplinary approach, based on academic literature, as well scholars research papers, this work aims to contribute to the clarifying a rational approach to modern defence science in the contemporary, global security environment.
Numerous representatives of theories of international relations, security theories or alliance theories have examined the new role of the North Atlantic Alliance or the North Atlantic Treaty Organization (NATO) in the post-bipolar world. Parallel with the theoretical examination of goals and tasks, NATO has transformed itself in practice, following the realities of the contemporary global era. In trying to achieve and keep the primacy of the strongest military- political organization, the Alliance has - especially in the Strategic Concept adopted in Lisbon in 2010-set the normative and institutional foundations of its global engagement, fulfilling the military (hard) and a wide array of non-military (soft) security challenges. This strategy has given rise to "Euro-Atlanticism", as a subsystem of international relations based on strong American-European relations, to fit with the process of regionalization of global politics. However, the 2013-2014 crisis in Ukraine has turned the focus of interest and activities of NATO once again primarily to Europe and it has stressed the importance and necessity of strengthening Euro-Atlantic security and defence ties. The most powerful member of the Alliance, the United States, is again strongly engaged in Europe and Russia, as a kind of successor to the Soviet Union, is once more detected as a major threat to European security. There have been many aspects of theories of international relations that have tried to explain the dynamic of the post-Cold War international community. However, the approach based on neo-realistic assumptions of the role of a security community, collective defence and the use of military force has proved to be dominant. NATO will continue to work on its political dimension as an alliance of the democratic world and the September 2014 Wales Summit will certainly mark the return of NATO to its roots, strengthening its security and military dimensions in the collective defence of Europe from Russia.

Uzasadniają, że ideologie idealistyczne osadzone są w Tym Samym ontologii Platona i identyfikują bezpieczeństwo z pokojem, zaś ideologie realistyczne z Trzecim w tej ontologii i identyfikują bezpieczeństwo z wojną i pokojem, i wreszcie, ideologie materialistyczno-empiryczne z Innym i identyfikują bezpieczeństwo z wojną. Na bazie tego uzasadnienia starają się dowieść, że ustrojem najbardziej sprzyjającym bezpieczeństwu jest ten, który osadzony jest na filozoficznej koncepcji realistycznej, a więc zmieszania – Trzecim. Zmieszanie takie rozważał Platon w idei ustroju arystokratyczno-demokratycznego, zaś Arystoteles w idei politei – ustroju stanu średniego – i wreszcie, współcześnie zmieszanie to zdaje się wyrażać koncepcja demokracji deliberatywnej (J. Habermasa i J. Rewlsa), która jest jakimś przezwyciężeniem i zmieszaniem demokracji liberalnej i demokracji republikańskiej – demokracji Obywateli odróżnialnej od demokracji obywatelskiej. Ta najnowsza koncepcja demokracji deliberatywnej wiąże bezpieczeństwo z gwarantowaniem jego przez kompetentnie komunikujących się Obywateli, ich uzgodnienia, konsensusy i kompromisy.

realism, philosophical materialism, and their security paradigms, the authors extract the related political axiologies. The article provides evidence that the idealistic ideologies are based on The Same in the ontology of Plato, and that they identify security with peace; the realist ideologies are based on The Third in Plato’s ontology, and they identify security with war and peace; finally, the materialist-empirical ideologies are based on The Other in the same ontology, and they identify security with war. This evidence is further used in an attempt to prove that security is best facilitated by the system based on the realist philosophical concept, therefore with mixed government – as in The Third. Plato discussed such mixed government in the framework of the idea of aristocratic-democratic system, whereas Aristotle – within the framework of the idea of politeia, a system of the middle class. Today, the notion of mixed government seems to be expressed by the idea of deliberative democracy (Jürgen Habermas and John Rawls) which overcomes and blends liberal democracy and republican democracy – a democracy of Citizens as distinguishable from citizen democracy. This newest concept of deliberative democracy considers security and the guarantee of security as tied to the Citizens competently communicating with each other, making agreements, reaching consensuses and compromises.
Przedstawiając perspektywę współczesnych zagrożeń, autorzy analizują najnowsze koncepcje legislacyjne: bezpieczeństwa, kontroli policyjnej i zarządzania granicami Unii Europejskiej z perspektywy regulacji 2016/1624 i 2019/1896 o Europejskiej Straży Granicznej i Przybrzeżnej, Wspólnej Polityce Bezpieczeństwa i Obrony, Europejskiej Globalnej Strategii Bezpieczeństwa oraz Globalnym Pakcie Migracyjnym. Podejmując próbę holistycznej oceny wdrażanych koncepcji kontroli policyjnej i kryminologii granic (przede wszystkim przez pryzmat innowacyjności zintegrowanego zarządzania granicami i migracjami, zarówno w ujęciu europejskim, jak i globalnym), szczegółowo analizują oni uprawnienia Europejskiej Straży Granicznej, zwłaszcza w aspektach interoperacyjności, współpracy międzynarodowej oraz współpracy instytucjonalnej, wykazując niewykorzystanie potencjału nowej formacji, jaką jest „policja graniczna”. Niewystarczające legislacyjne ukonstytuowanie współpracy Straży z Biurem Europejskiego Prokuratora ogranicza bowiem skuteczność działań obu instytucji między innymi w zakresie zwalczania przestępstw terrorystycznych czy kontrolowania tak zwanych foreign fighterów. Autorzy postulują także umocowanie współpracy i synergii między agencjami wymiaru sprawiedliwości i Europejską Służbą Działań Zewnętrznych oraz wyposażenie formacji w niezbędne kompetencje wywiadowczo-operacyjne. Szczególną uwagę poświęcono konieczności wprowadzenia odpowiedniego (dostosowanego do zmieniających się potrzeb) treningu operacyjno-rozpoznawczego oraz szkoleń w zakresie międzynarodowego prawa humanitarnego i praw człowieka, tak by nowa „policja graniczna” podejmowała działania w sposób skuteczny i humanitarny. Prezentując proponowaną innowacyjność działań operacyjno-śledczych, wywiadu (między innymi profilowania cyfrowego), autorzy poddają pod rozwagę niewystarczające ukonstytuowanie kooperacji legislacyjnej ESGP z Prokuraturem UE. Autorzy akcentują konieczność pełnej współpracy państw UE w celu zwalczania przestępstw transgranicznych i terrorystycznych.

While presenting the landscape of contemporary insecurities, the authors investigate the latest legislative concepts of the European Union’s concepts of security, policing and border management from the lenses of Regulations 2016/1624 and 2019/1896 on the European Border and Coast Guard, Common Security and Defence Policy, European Global Security Strategy and the UN Global Compact on Migration. In an attempt to holistically assess the implemented concepts of police control and border criminology, above all through the prism of the innovation of integrated border and migration management, both in European and global terms, they analyse in detail the powers of the European Border and Coast Guard Agency, especially with regard to their interoperability, international and interinstitutional cooperation. They point out as well the untapped potential of the formation of a new border police force. The insufficiently constituted cooperation of the Border Guard Agency with the Office of the European public Prosecutor limits the effectiveness of the activities of both institutions, i.e. to combat terrorist offences, trans-border trafficking of people and goods, or even to control so-called foreign fighters. Strengthening cooperation and synergies between judicial and law enforcement agencies and the European External Action Service, providing the formation with the necessary intelligence and military competence is suggested by the authors. Particular attention was devoted to the need for appropriate needs, adaptable to change — formation and investigative-military training, as well as education on international humanitarian law and human rights, so that the border police may carry out their duties in an effective yet humanitarian manner.
