Chiński system emerytalny składa się z trzech podsystemów: podstawowego systemu emerytalnego pracowników miejskich, obejmującego zatrudnionych i samozatrudnionych, system emerytalny mieszkańców miast i wsi, obejmujący również bezrobotnych oraz system emerytalny administracji państwowej i instytucji publicznych, obejmujący pracowników sektora publicznego. Całkowity zasięg systemów wynosi ponad 900 mln ludzi. Te trzy podsystemy różnią się pod względem sposobu nabywania uprawnień, wysokości składki i poziomu świadczeń. Obecnie główne problemy chińskiego systemu emerytalnego to puste konta indywidualne, niedostateczny rozwój emerytur pracowniczych w przedsiębiorstwach i depozytów indywidualnych ubezpieczeń na życie.
