The aim of this study is to present the matter of functioning Polish system of benefits under the social assistance. In the course of research has been applied analytical method, taking into account the historical method. Social assistance is an institution of country’s social policy aimed to enable individual persons and whole families, overcome ensuing, difficult life situations, which are impossible to overcome with their own possibilities, resources and authorisations. Main goal of social assistance is reassurance, that its beneficiaries will have guaran­teed, proper standard of living. Etnities entitled to benefit from this assistance are individual, single persons or families located in difficult life situations. Assistance supplied is based on the principles of cooperation and subsidiarity. Among the difficult life situations particularly important are, e.g. poverty, homelessness, unemployment, disability.

Pomoc społeczna to instytucja polityki społecznej państwa dążąca do umożliwienia poszczególnym osobom oraz całym rodzinom przezwyciężenia zaistniałych, trudnych sytuacji życiowych, niedających się samodzielnie pokonać przy użyciu własnych uprawnień, zasobów i możliwości. Jej celem jest zapewnienie godnego bytowania jej beneficjentom. Wsparcie to ma charakter subsydiarny. Podmiotami uprawnionymi do korzystania z tej pomocy są pojedyncze osoby lub rodziny znajdujące się, we wskazanych w przepisie trudnych sytuacjach życiowych. Świadczona pomoc opiera się na zasadach współdziałania i pomocniczości. Spośród trudnych sytuacji życiowych szczególnie istotne są np. ubóstwo, bezdomność, bezrobocie, niepełnosprawność, narkomania i alkoholizm. Zaistnienie powyższych okoliczności uzasadnia przyznanie podmiotom dotkniętym tego typu sytuacjami wsparcia z zakresu pomocy społecznej.
