Some experience in the field of training skilled personnel for agriculture in the higher educational establishments of Great Britain is taken into consideration in the article. The aim of the article is to analyze the development of formal education institutions on the basis of the Royal Agricultural College. Special mention is given to the researches of British and national scientists as for agricultural education. As a result of the research the background of the foundation of the Royal Agricultural College (later University) at Cirencester is analyzed. The system of higher agricultural education developed in several phases. Many factors contributed to it. The Royal Agricultural College was the first institution to attempt to provide agricultural education at a high level. It combined two characteristics of formal studies in agriculture in the early nineteenth century: its promotion by independent, private initiative and its concern with basic scientific knowledge. The educational facilities of the College were generous. The peculiarities of the training course, practical training, exams and the system of encouragement for educational and practical achievements are touched upon. In the conclusion we stated the fact that the Royal Agricultural College at Cirencester had influenced greatly the establishment and development of some new agricultural colleges because for many years the colleges had followed the example of the Royal Agricultural College in providing training courses which had combined practical with theoretical training for those who had wished to make a career in agriculture and farming. The thing of great importance is the fact that knowledge should be provided to assist in the solution of the nation’s economic problems. This experience is useful to Ukraine. The prospects for further research in this direction are to analyze, organize, synthesize, and critically reflect on the experience of Great Britain in the field of agricultural education. This in turn will give the opportunity to make more informed and correct decisions regarding the reform of the Ukrainian educational system in the field of professional training for agriculture.

The article deals with the problem of periodization of historical and pedagogical process in Ukraine in the twentieth century. The achievements of scientists as regards to studying the raised problem are analyzed. It is found out that there is no periodization of higher historical education contents in Ukraine in scientific literature. Based on the systematic approach the author identifies four periods in the development of historical education contents at higher educational establishments of Ukraine in 1945–1991. The first period (1945–1956) consists of two stages. At the first stage (1945–1947) the national content elements of history are still visible, but during the second stage (1947–1956) the Russian centred scheme of the Ukrainian history becomes consolidated. The second period (1956–1967) designates temporary liberalization of public life which had a positive effect on the development of historical education contents. The third stage (1967–1987) is characterized by coming back to strict party regulation of the contents of history, increasing russification of educational process. The fourth stage (1987–1991) was set up with the adoption of documents which initiated the restructuring of higher education in the USSR. At this stage, there have been revolutionary changes on the way of settling the national contents of history education. They are the following: the course of History of the CPSU was cancelled, higher educational establishments gained the right to publish national curriculum and educational-methodical literature themselves, the Departments of History of Ukraine began to open and a number of higher educational establishments introduced the intramural course of teaching the History of Ukraine. The author mentions that although each of the periods had some peculiarities, in general the contents of history education in Soviet Ukraine was too ideologized and politicized. In conclusion, the author states that the given periodization might be useful for studying the history of Ukraine, history of pedagogics, and for the formulation of periodization of higher historical education development after 1991.

The article discusses topical issues of implementation competency-based approach in the modern educational system of Ukraine and Germany. A comparative characterization of competency models in these countries is given. The essence of “organizational pedagogical conditions” concept is enlightened. Its author's interpretation is presented. The following organizational pedagogical conditions of practical activity competence formation in future foreign language teachers in the higher pedagogical educational establishment are defined and described: the availability of appropriate logistical and personnel support, complex Internet-technologies use in the process of future foreign language teachers' preparation during studying in the higher educational establishment and the creation of educational creative environment with the inclusion of future specialists in educational and research activities. The author sees the implementation of these organizational pedagogical conditions in conducting proper teachers' preparation in terms of innovative pedagogy, the activation methods use of students' educational and cognitive activity, the introduction of the latest educational informational technologies. The following means are defined as effective: trainings, methodological support, e-education (Moodle platform, where it can be best implemented). It is noted that the establishment of the appropriate educational environment in HEE affects the motivation of students' learning, involves them in various types of independent work, thereby increasing the level of future professionals' knowledge and skills, acquiring creative activity experience, forming valuable attitude to professional activities, and thus improving the quality of education.

The article is devoted to the problem of the network designing as a technology of forming innovative educational activity of higher educational establishment. The special accent in the article is done on the analysis of the network designing as to the method of activity sent to development of cognitive-communicative co-operation in local computer networks and global network the Internet and interactive network projects, which give the additional possibilities for the design of educational-informative environment, the exchange of information, but there are certain methods of communication, which assist innovative educational activity in higher educational establishment. Modern informative society as sociocultural reality shows by itself the dynamic state of forming, becoming, transition from industrial to the postindustrial stage development on a new civilization standard, declaring the symbol of the triumph of knowledge, education, science, high-tech in all spheres of vital functions of man. Informatization of public life, especially with appearance and wide introduction of networks and network technologies, development of innovative economy, with the attribute prevailing of scientific knowledge, prevailing of knowledge above property in foreshortening of social differentiation result in a volume, these innovations have become the strategic factor of the development of world civilization. Informative activity, new knowledge and the newest technologies have come forward as leading resources of the development of the society of any state, including Ukraine. As a necessary condition of modernization of educational continuum development and introduction of new directions of pedagogics and philosophy of education come forward in our state, oriented to forming of innovative activity of tutors and construction of practice of innovative education. The author comes to the conclusion that passing to the new educational project-converting paradigm in a considerable measure actualizes the meaningfulness of full-practice researches, related in the first turn to planning of innovative activity of the participants of educational process as a leading factor of the development of home education within the framework of European and world educational space. The above-mentioned processes generate queries in relation to creation of new and perfection of existent technologies forming an innovative educational activity, among which it follows to distinguish the multimedia and network planning.

Система національної вищої освіти має значний науково-педагогічний потенціал. У вищому навчальному закладі навчальний процес та проведення наукових досліджень взаємопов’язані, при цьому науково-педагогічні працівники виступають основними учасниками інтелектуальної творчої діяльності, які створюють наукові твори. Де-кларативно держава створює умови для мотивації (заохочення) творчої діяльності вчених, проте вищі навчальні заклади здебільшого не виплачують винагороду авторам (виконавцям) за використання результатів їхньої інтелектуальної діяльності, що свідчить про відсутність цивілізованого механізму реалізації прав у цій сфері. Також це є показником відсутності дієвих способів державного захисту авторських прав. Проведене дослідження не вичерпує усіх аспектів цільової проблеми, тому перспективу її подальшого вивчення вбачаємо у вирішенні питань, які стосуються виникнення і реалізації авторських прав у сфері вищої освіти.

National higher education system has considerable scientific and educational potential. In higher education the educational process and scientific research are interrelated, and the scientific and teaching staff are the main participants of intellectual creative activity, that creates scientific works. Declaratively the state creates conditions for motivation (encouragement) of scientists’ creativity, but universities generally do not pay compensation to the authors (performers) for using the results of their intellectual activity, which indicates the absence of civilized mechanism of implementing the rights in this area. It is also an indicator of the absence of effective methods of copyright protection by the state. The study does not cover all the aspects of the target problem, because the prospect of the further study is seen in the matters, related to the emergence and implementation of copyright in higher education.

One of the important areas of European education is to prepare foreign languages teachers. The issues involved in the Austrian educational system are worked out by both foreign and domestic scholars: O. Lokshyna, L. Zahorulko, L. Kartashova, N. Kohut, O. Denicheva, L. Dzevyts’ka, O. Gassner, H. Seel, U. Fritz, B. Friehs, L. Graf, F. Buchberger, M. Schratz and others. Still little attention was paid to the organization and conducting the practical trainings, their types and role for teachers training in Austrian schools. The purpose of this article is to highlight the experience of foreign languages learning and to analyze the features of practical aspects of foreign languages teachers training in Austria. The article deals with the matters of foreign languages teachers training in Austrian higher educational establishments. An important component of their training is the methodological expertise forming, which is closely involved with the acquisition of theoretical knowledge and practical skills and abilities. The problem of formation of practical skills and abilities of future foreign languages teachers in their training is investigated. Different organizational forms of practical teacher training in the relationship and in the general context of training are analyzed. The organization experience of foreign languages learning and analysis of features of practical aspects of foreign languages teachers training in Austria are highlighted. Having considered the features of foreign languages teachers training in Austrian higher educational establishments, one could confirm that special attention is given to practical training for teaching in schools and to vocational work in order to verify the correctness of the student’s choice of teaching profession that greatly improves the quality of foreign languages teachers training. Based on the comparative analysis some points, the implementation of which will promote much higher quality of specialists training in Ukraine, are formed. They are: the increasing attention to the selection of applicants for teaching profession using an aptitude test; the introduction of practical training during the first weeks for future teachers training in higher educational establishments; the extension of practical teachers training by reducing the time for theoretical training; the implementation of educational students’ internships in the countries whose language is studied. The further research will cover the issues of academic mobility of foreign languages teachers in European countries as a component of their professional development.

На сучасному етапі розвитку освітнього середовища необхідно використовувати науковий інструментарій пізнання ринкових закономірностей взаємодії попиту і пропозиції на освітні послуги, що дозволить не тільки орієнтуватися у споживчих перевагах, але й формувати їх. Саме за цих обставин вкрай важливо досліджувати зміни обсягів попиту на освітні послуги з метою адаптації до них системи вищої освіти. Метою статті є обґрунтування теоретичних положень та розроблення практичних рекомендацій щодо визначення конкурентної маркетингової стратегії організацій вищої освіти на ринку освітніх послуг за допомогою сучасних підходів і методів економіко-математичного моделювання. Практичне значення отриманих результатів полягає у впровадженні методичних положень для прогнозування попиту і пропозиції освітніх послуг закладів вищої освіти. Складність і взаємозалежність управлінських проблем у системі вищої освіти потребують нових ідей і підходів, що зумовлює необхідність пошуку нових конкретних рішень, а саме: в роботі запропонована методика виконання оптимального розподілу бюджетних місць університету засобами практичного застосування теорії обмежень системи та теорії нечітких множин, а також здійснений розрахунок оптимальної кількості студентів відповідної спеціальності за допомогою кластерного аналізу. Крім того важливе місце при удосконаленні та розробці займають економіко-математичні методи та методи лінійного програмування, вони є діючими засобами виявлення найвпливовіших факторів досягнення цілей закладу вищої освіти і обґрунтування маркетингової стратегії його розвитку у сучасних умовах. Для прогнозування кількісних значень соціальних та економічних показників ефективним залишається використання методів економетричного моделювання, зокрема побудова регресійних моделей. Проведене дослідження дає підстави стверджувати про доцільність вирішення актуального завдання вибору оптимальних стратегій організацій вищої освіти за допомогою сучасних підходів і методів економіко-математичного моделювання. Завданнями для подальших досліджень з даного питання є виконання прогнозування попиту у фахівцях на майбутнє у регіоні та країні в цілому з урахуванням розвитку інноваційних технологій, інвестиційних програм засобами системного аналізу та імітаційного моделювання.

On the present stage of the development of educational environment, it is necessary to use the scientific tools for understanding the market patterns of the interaction of demand and supply of educational services, which will allow not only to navigate the consumer preferences but also to form them. It is in these circumstances that it is extremely important to study changes in the volume of demand for educational services in order to adapt them to the system of higher education. The aim of the article is to substantiate the theoretical positions and develop practical recommendations for the definition of the competitive marketing strategy of higher education organizations in the market of educational services with the help of modern approaches and methods of economic-mathematical modeling. The practical significance of the obtained results is the introduction of methodological provisions for forecasting the demand and supply of educational services for higher educational establishments. The complexity and interdependence of managerial problems in the system of higher education require new ideas and approaches, which necessitates the search for new definite solutions, namely: the research paper offers the method of optimal distribution of budgetary places of the university by means of practical application of the theory of system constraints and the theory of fuzzy sets. Along with that, the calculation of the optimal number of students of the corresponding specialty with the help of cluster analysis has been carried out. In addition, an important place for improvement and development is taken by the economics and mathematical methods and methods of linear programming, they are effective means of identifying the most influential factors in achieving the goals of a higher educational establishment and justifying the marketing strategy of its development in modern conditions. To predict the quantitative values of social and economic indicators, the use of econometric modeling methods, in particular, the construction of regression models remains effective. The conducted research gives grounds to state the appropriateness of solving the actual problem of choosing the best strategies of higher educational establishments with the help of modern approaches and methods of economic and mathematical modeling. The tasks of further research on this issue are the pursuit of forecasting the future demand for specialists in the region and the country as a whole, taking into account the development of innovative technologies, investment programs through system analysis and simulation modeling.

Pokazano istotę humanizacji przestrzeni wychowawczej w szkolnictwie wyższym, co przewiduje odmowę od autorytarnych wzorów w stosunkach interpersonalnych, przewiduje rozwój osobowości studenta, panowanie humanistycznych stosunków pomiędzy kadrą pedagogiczną a studentami, na podstawie dialogu, przestrzegania zasad systematyczności, demokratyzacji wychowania. Wyjątkowe znaczenie ma przy tym pojednanie celowej działalności wychowawczej z samodzielnością studentów, orientacja na pozytywne strony osobowości.

The article with the actualization of problem of humanizing of educator environment of higher educational establishment for the increase the efficiency forming the students’ moral responsibility, that supposes the display of independence both for realization the choice of types of activity and for the achievement of necessary result; independence from external control by means of converting external duties into the internal necessities, managed by self-control; confidence in the forces, accordance to the tasks. Essence of humanizing of higher educational establishment educator environment, that supposes abandonment from authoritarian strategies of interpersonality co-operation, is exposed, providing the development of student’s personality, claim the humane relations between teachers and students on the basis of the dialogic communication, observances the principles of the system, democratization of education, connections of purposeful educator activity with initiative and independence of students, orientations on positive parties of personality.
