Summarising issues discussed in this article, one shall acknowledge that social services encompassing health care, education, culture and leisure are a particular area of scientific research and constitute a complex subject to be analysed. It is connected with features of social services around which there are much controversy mainly over the inability to differentiate services (activities) from their intangible effect, service substitution and different effects of social services and tools for rendering the services. There are some difficulties concerning the specification of features of social services and in reference books it is mainly connected with defining public goods and different criteria of distinguishing. Social services take a significant place in the service classification, both in the one on the basis of different theoretical and scientific criteria as well as statistical identification. Social services are aimed at intellectual and cultural development as well as health improvement of the human being. In the modern economy and society one shall indicate the consumption of social services, their function and meaning in the creation of human resources which determine proper development processes. This article is an attempt to define social services as “purposeful and organized activities of institutions of social policy which aim to satisfy needs of the local community in the range of education, health care and culture financed from public funds with support of income of the society depending on the social policy of the state”.

Artykuł prezentuje definicje usług społecznych, odwołując się głównie do przedstawicieli nauk ekonomicznych, polityki społecznej i socjologii. W tekście wskazano ujęcie tej kategorii badawczej na płaszczyźnie administracji publicznej (samorządu terytorialnego). Poprzez zaprezentowany bogaty aparat pojęciowy i różne nurty definicyjne autor dokonał próby własnego zdefiniowania tych usług.
