The article deals with V.V. Shulghin life and works (1878-1976). He led the monarchist party in the Duma and supported Stolypin's reforms. It was him who opposed Mendel Bayliss accusations. He witnessed the abdication of Nicolas II and created an ideology of the “white movement”. He emigrated in 1920. In 1944 he was imprisoned in Jugoslavia and sentenced to 25 years in prison. In 1956 he was set free. He also participated in the 22nd congress of the Communist Party of the Soviet Union. This article is based on different authors' memoires and unpublished documents.
