The paper contains a phenomenological and theoretical analysis of responsibility treated as the capacity of personal causation (taking the role of the cause of one’s actions) based upon conscious awareness and self-detachment from the immediate stream of one’s living. The manifestations of the lack of responsibility are the failure to manage one’s actions in the face of multiple forces majeures, incontinence ofimmediate wishes and impulses, or rigid hypercontrol over these impulses. Special sections are devoted to interrelations between responsibility and freedom, especially in the developmental aspect, and responsibility for another person.

The paper analyses instruments used for implementation of public policy. Broad background, including descriptions of debates in scientific literature on certain instruments, typologies of instruments, as well as factors that influence the choice of instruments, has been provided. The second part of the paper focuses on the relation between policy design in Poland and the structure of public policy instruments. Policy design in Poland favours „hard” instruments of public policy at the expense of catalytic instruments which could have been used to great extend to solve complex policy problems.

Tekst poświęcony jest analizie instrumentów wykorzystywanych w fazie wdrażania (implementacji) polityki publicznej. Autor prezentuje dyskusje i zagadnienia na ten temat podejmowane w literaturze przedmiotu. Opisuje różnorodne typologie instrumentów, a także czynniki wpływające na to, że decydenci wybierają określone instrumenty jako narzędzia działania spośród całej ich gamy. W drugiej części tekstu wskazuje na zależności między zasadniczymi cechami architektury polityki publicznej (policy design) w Polsce a strukturą stosowanych instrumentów. Obecna architektura silnie wpływa na to, że decydenci mają skłonność do posługiwania się „twardymi” instrumentami działań publicznych, przy jednoczesnym niedocenianiu tak zwanych instrumentów katalizujących, adresowanych do ludzkich postaw i zachowań. Tymczasem mają one szczególne znaczenie w wypadku tworzenia wielu istotnych w ostatnich latach rodzajów polityki, które mają za zadanie rozwiązywanie problemów uznawanych za złożone.
