W artykule przedstawiono dane dotyczące dwóch gmin w województwie zachodniopomorskim – Ostrowic i Dobrej (Szczecińskiej). Mają one zilustrować tezę o wyczerpaniu się zdolności społeczności lokalnych do endogenicznego rozwoju. Wspólnoty ulegają naciskom płynącym z zewnątrz, reagując mimo wszelkich dzielących je różnic w podobny sposób, a mianowicie zamykając się. W przypadku Ostrowic jest to jednak zamknięcie zewnętrzne polegające na odseparowaniu od świata zewnętrznego, w przypadku Dobrej jest to zamknięcie wewnętrzne polegające na zdominowaniu społeczności przez fale migracyjne, niezainteresowane rozwojem całej wspólnoty.

The article presents data concerning two municipalities of the West-Pomeranian Voivodeship – Ostrowice and Dobra. They are to illustrate the thesis that the capacities of the local community to an endogenous development have run out. Communities are influenced by external forces in spite of all their differences in the same way: by shutting down. In the case of Ostrowice it is a shutdown for the outside world, and in the case of Dobra it is an inside shut-down consisting in dominating the community by migration waves not interested in the development of the whole community.
