Are catastrophe bonds effective financial instruments in the transport and infrastructure industries? Evidence from international financial markets

We analyse the effectiveness of catastrophe bonds for the financial management of catastrophic risk in the transport and infrastructure industries. We illustrate how these financial instruments are becoming a valuable tool for non-financial firms in the risk management of catastrophic events, supplementing the traditional insurance/reinsurance channel, especially during times of constraints in the insurance industry. We also review cat bond issues sponsored by infrastructure and transport companies, highlighting the usefulness of these structured financial instruments in the management of the catastrophe exposure in these industries. Policy indications are finally given.

W artykule opisano spory wokół sposobów zbierania danych na temat smogu w Polsce. Ramą teoretyczną analizy są studia nad nauką i technologią, a w szczególności badania nad rolą infrastruktur, standardów i danych. W części opisowej przedstawiono rolę infrastruktury pomiarowej w kształtowaniu relacji pomiędzy różnymi podmiotami zajmujący się pomiarem jakości powietrza, a następnie zanalizowano dwa wymiary konfliktu. Pierwszy z nich dotyczy kwestii metodologicznych i związany jest z rzetelnością pomiaru. Drugi natomiast – ontologii smogu, to znaczy odmiennego ujmowania problemu zanieczyszczenia przez ekspertów i obywateli, co ma przełożenie na praktyki społeczne

The article presents disputes around the ways of collecting data on smog in Poland. The theoretical framework of the analysis is science and technology studies, and in particular the research on the role of infrastructures, standards and data. First, the role of measuring infrastructure in shaping relationships between various entities involved in the measurement of air quality is described. Next, the the two dimensions of the conflict are analyzed. One of them concerns methodological issues and is related to the reliability of measurement. The other is related to the ontology of smog, i.e. a different approach to the problem of pollution by experts and citizens, which influences social practices.

In the context of global freight flows and increased competition between ports, this article deals with the question how the Seine River Valley and its ports rate in the European geogra-phy of exchanges of saleable goods. It is discussed what transport infrastructures the Seine River Valley has and what opportunities will need to have to confront the stakes involved in development. The strategic position of Le Havre, the first importation port, upstream from the Pas-de-Calais strait and Paris’ natural maritime inbound port, raises the question of the intensification of East-West exchanges that logically will accompany the shift of Europe’s cen-tre of gravity towards the East. The authors present what measure the Seine Gateway® con-stitutes an adapted response to massify the flows of freight in the Seine River Valley area and to enlarge its hinterlands.

W kontekście globalnych przepływów towarowych i wzrostu konkurencji między portami, ni-niejszy artykuł stanowi swoistą próbę odpowiedzi na pytanie w jaki sposób dolina rzeki Se-kwany oraz porty zlokalizowane wzdłuż niej wpływają na zasięg europejskiej geograficznej wymiany towarów. W artykule omawiany jest stan infrastruktury transportowej rzeki Sekwa-ny oraz kwestia możliwości, z którymi trzeba się zmierzyć w celu doprowadzenia do jej roz-woju. Strategiczne położenie pierwszego naturalnego portu przywozu w dolinie rzeki – Haw-re, rodzi pytanie o intensyfikację wymiany Wschód-Zachód jako logicznego przesunięcie cen-trum Europy w kierunku Wschodu. Autorzy podejmują próbę odpowiedzi na pytanie czy ustanowienie Seine Gateway® prowadzi do zintensyfikowania przepływów towarowych w głąb lądu w obszarze doliny rzeki Sekwany.
