Niniejsza publikacja koncentruje się na instrumencie demokracji bezpośredniej, jakim jest inicjatywa ludowa. W pierwszej części artykułu ukazano podstawowe rodzaje inicjatyw ludowych oraz wyjaśniono najważniejsze zasady ich stosowania. W części drugiej zaprezentowano praktyczne wykorzystanie inicjatywy ludowej na przykładzie trzech państw europejskich: Szwajcarii – państwa o najdłuższej tradycji korzystania z demokracji bezpośredniej, Włoch – państwa posiadającego najwięcej form inicjatywy ludowej i Polski – państwa tzw. nowej demokracji. Zostały ukazane podstawowe rodzaje inicjatyw obywatelskich, stosowanych w wymienionych krajach oraz dane dotyczące liczby składanych projektów ustawodawczych. Głównym celem artykułu jest skompilowanie dostępnej wiedzy na temat inicjatywy obywatelskiej, gdyż brakuje polskojęzycznej literatury na ten temat. Zgromadzone informacje i dane statystyczne zarówno ze źródeł polskich, jak i zagranicznych mają stworzyć możliwie pełny obraz inicjatywy obywatelskiej jako jednego z istotnych instrumentów demokracji bezpośredniej. The present publication concentrates on the instrument of direct democracy, namely popular initiative. The fi rst part of the article presents fundamental types of popular initiatives and explains the most signifi cant rules of their adaptation. The second part presents practical use of popular initiative on the example of three European countries: Switzerland – the country which has the longest history of direct democracy, Italy – the country which has the largest number of popular initiatives forms, and Poland – the country of a so-called new democracy. Moreover, this part shows basic types of citizens’ initiatives used in the given countries and the data regarding numbers of legislative bills introduced. Since there is no Polish literature regarding the subject, the main goal of the article is to compile the available knowledge on civic initiative. The collected information and statistics coming both from Polish and foreign sources attempt to create a possibly complete image of popular initiative as one of signifi cant instruments of direct democracy.

Serbia charakteryzuje się niestabilnością polityczną i państwową od początku swojej nowożytnej historii. Problemy z określeniem racjonalnego interesu narodowego, kwestie granic państwa, strategii rozwoju pokazują, że w tym kraju istnieją poważne problemy z utworzeniem syntezy społecznej rozumianej jako „wartość dodana” własnej historii – uczenie się na błędach i wyciąganie właściwych wniosków. Praca stanowi próbę pokazania, dlaczego serbskie elity pozostają nieskuteczne w tworzeniu funkcjonalnego systemu społecznego w dominującym kontekście społecznym (w tym racjonalnie pojętego interesu narodowego jako fundamentalnego warunku stabilności społecznej).

Since the beginning of its modern history Serbia has been characterized by political and state instability. The issues regarding determination of a rational national interest, the questions of country's borders and development strategy show that the country has considerable problems to create a social synthesis understood as „positive value” of the country's history – learning from its own mistakes and drawing correct conclusions. The paper is an attempt to present the reasons for which the actions of Serbian elites remain ineffective in creating a functional social system in the dominating social context (including a reasonable national interest as a fundamental condition of social stability).
