In the article the author deals with the German students’ communicative competence formation in the process of learning a foreign language in Germany. Germany supports foreign languages study intensification and tries to make possible the study of at least two foreign languages in every higher educational establishment. Foreign languages study in Germany is influenced by the state’s language policy, which depends on political tendencies, the character of economic relations with foreign countries, national traditions, globalization and integration processes as well. The development of the concept «communicative competence» has been observed in the article. So, it has been stated that this concept was introduced by the American sociolinguist D. Hymes in 1972 in order to prove that only grammar knowledge was not enough for communication. It is worth saying that the European style of language education differentiates two kinds of language competence – communicative and linguistic. The latter is said to be the main component of communicative competence. It has been emphasized that the communicative competence is the main aim of foreign language study in Germany. Therefore the communicative competence has been determined as the ability to perform communicative activity through the realization of communicative behavior on the basis of phonological, lexical, grammar and intercultural knowledge in accordance with different communicative situations. To achieve communicative competence German foreign language teachers use innovative teaching methods, which combine communicative and educational aims. These methods are based on the humanistic approach and are aimed at the German students’ individual development and self-improvement, they provide effective studying process in German higher educational establishments. The main tendencies of German students’ communicative competence formation have been analyzed in the article. They include the use of foreign language during the professional subjects study, study and practice abroad, the possibility to receive a double-degree program, international collaboration during scientific research conduction, the use of innovative informational technologies in the process of foreign languages study, students’ participation in European Union projects.

The system of professional training is characterized by diverse relations between the branches of scientific knowledge. That’s why the problems of modernization of professional system, including teacher education, appear as an integrated multidisciplinary, occurring at the border of pedagogical and other sciences. The peculiarity of the use of pedagogical innovations in the sphere of art education in the process of professional training of a future teacher is that it is an interdisciplinary phenomenon. Training of a future primary school teacher in the sphere of art education with a high level of readiness for implementation of the tasks of aesthetic education in primary school with involvement of innovative technologies is a multifaceted and multidimensional problem. It is based both on the modern system of knowledge from general pedagogy, psychology and methods of teaching disciplines of artistic and aesthetic cycle of the primary school students, and system of knowledge in the sphere of art (visual arts, music, dance, theatre arts), indicating the need for interdisciplinary approach. The aim of the article is justification of the essence and the need to implement an interdisciplinary approach as an essential condition of professional training of future primary school teachers in the sphere of art education by means of innovative technologies. It is concluded that implementation of an interdisciplinary approach will make possible integrative technologies in professional-creative activities of primary school teachers. Interdisciplinary approach in the sphere of art education can be successfully implemented in conditions of the creating of new learning courses and their implementation in the process of professional training of students of pedagogical faculties, based on the use of innovative educational technologies, directing their effect at personal development and creative self-realization of each future specialist. Actual directions of the further development of identified problems can be the development of methods for the implementation of interdisciplinary approach in the training of students of higher pedagogical educational establishments in the sphere of art education.

Today Ukraine focuses on the quality of education. The traditional view of education in building knowledge and skills no longer meets the demands of society. Among the priorities of the state policy in terms of integration of national higher education to European and world educational space were defined the problems of continuous improving of the quality of education, modernizing its contents and organization of the educational process; development and implementation of educational innovation. Innovative methods include static perfection of an education system, the introduction of its new triggers that cause a violation of the stability, familiarity, predictability, typical situations and so on. Therefore, innovation is linked to certain risks, unpredictable learning outcomes of atypical situations, which complicates their introduction in the educational process. One of the innovative training problems is that technology is often seen as a developmental education aimed at obtaining active knowledge formation of mental abilities and techniques of research, involving scientific research, development of works. Compared to traditional training objective problem-based learning is wider: learning is not only the results of scientific knowledge, but also the way and the process of obtaining these results, it includes also the formation of students’ learning, the development of their creative abilities (except mastering the system of knowledge and skills). The emphasis is made on the development of thinking. The content of physics that includes scientific facts, concepts, laws, theories is set out in the order that promotes problem-based learning, i.e. physics course has educational problems which can be arranged as problem tasks and problem questions. Students are proposed the problem situations related to life, the solution of which requires knowledge of physics. Students can nominate their assumptions and ways of solving this problem. Technology problem-based learning requires a significant investment of time and effort on the part of the teacher and of the students. However, the use of problem-based learning can achieve a better understanding of the material, its conscious learning, provides scientific evidence knowledge, teaches students to think dialectically, and promotes the development of personal qualities.

The considerable problems in the provision of a transparent and clear system of settlement between the enterprises supplying housing and utilities services and the owners of flat buildings include the insufficient provision of metering devices, the absence of a system collecting and analysing this information and the data of the current balances of utilities, as well as the absence of a common data base of the residents. To solve the above-mentioned problems, it is necessary to implement strict normative requirements related to the application of the metering devices and arrange the uniform municipal bases of information resources, which would include the automated information collection, payment servicing of utility consumers in a single window, the control over the unsanctioned utility consumption, the data exchange with the branch state automated systems and other measures.

It is proved in the study that united territorial communities (UTC) can be considered as a complex natural and economic nonlinear, dynamic system capable for self-governance. It is proved that quantitative measurement of equilibrium is economic efficiency – Pareto efficiency, which requires optimal resources allocation among market players for production, taking into account their scarcity and limited products with their unlimited consumption. It is found out that management of internal opportunities and external impact interconnections creates the background for UTCs sustainable development. The main infrastructural components of UTCs sustainable development are economic, environmental and social ones. It is shown that the economic component of sustainable development is supported by the current mechanism of UTCs financial resources formation, which ensures stability and self-sufficiency of territorial communities. From the ecological component standpoint, sustainable development should ensure the integrity of biological and physical natural systems, their viability, which affects global stability of the entire biosphere. The social component is focused on human development, preserving social and cultural systems stability, reducing the number of conflicts. It is proved that current climate change is a paramount factor of the external environment, which seriously affects the parameters of UTCs` natural and economic system functioning. General analysis of the vulnerability of Ukraine’s natural and economic systems (NES) to climate change has been conducted. It is confirmed that climate change affects different sectors of national economy, but this it is not unequivocal. The expediency of finding new innovative management and business technologies is substantiated. It is shown that startups carrying-out within and in the interests of UTCs has several positive characteristics in social, economic and environmental context.

Innovative technologies are gradually becoming the usual means of learning, the use of which makes classes dynamic, bright and much more effective, because the study of phraseology is necessary for the implementation of the tasks of all educational fields. The teacher as a creative person must improve their professional skills: create new or use readymade, taking into account the characteristics of each child or group. Thus, each child individually learns useful information and finds something new, justifies, thinks and on this basis forms their vital competencies, forms himself as a person as a whole, which in turn contributes to the development of innovative personality culture.
