Celem artykułu jest identyfikacja czynników, determinujących konkurencyjność uczelni wyższych w zakresie pozyskiwania najlepszych studentów. Główna uwaga położona została na weryfikacji trzech grup czynników –związanych z procesem kształcenia, reprezentujących jakość badań naukowych oraz wskazujących na powiązania biznesowe uczelni. W badaniu wykorzystano model regresji kwantylowej, którego parametry oszacowano oddzielnie na próbie publicznych i prywatnych szkół wyższych, zlokalizowanych w Rosji.| Uzyskane wyniki wskazują, że nie tylko tradycyjne czynniki, związane z procesem kształcenia, wpływają na atrakcyjność edukacyjną szkół wyższych. Istotny wpływ na zdolność do akumulacji najlepszych studentów ma jakość prowadzonych badań naukowych i powiązania uczelni z biznesem. Należy przy tym zauważyć, że osiągnięcie efektu synergii między działalnością naukową, edukacyjną i biznesową szkół wyższych nie jest łatwe i nie zawsze się udaje. Siła z jaką wspomniane czynniki determinują atrakcyjność edukacyjną różni się w zależności od typu uczelni (prywatna lub publiczna) oraz jest funkcją aktualnego potencjału jednostki. Zawarte w pracy spostrzeżenia mogą być potencjalnie wykorzystane przez szkoły wyższe oraz władze w procesie ewaluacji orientacji strategicznej uczelni oraz do sformułowania rekomendacji w zakresie działań sprzyjających poprawie atrakcyjności szkół wyższych w oczach przyszłych studentów.

The aim of this paper is to evaluate which university’s characteristics have the greatest impact on the competitiveness of universities in their ability to attract better students in Russia. We examined the impact of three groups of factors,related to teaching, research and entrepreneurial activities of universities. The quantile regression model was applied for the subsample of public and private higher education institutions localized in Russia. The results prove that not only traditional, teaching-related factors affect the attractiveness of the universities. We found that the research quality and entrepreneurial experience both increase the ability to accumulate the best applicants by Russian universities. However, the synergy between training, research and business activities is not always achieved. The importance of science and business-oriented activities varies between public and private institutions. According to the results from the quantile regression the importance of the certain factors differs between the quantiles of the dependent variable distribution. Our findings might be useful for the governmental authorities during the universities’ assessment as well as for the higher education institutions themselves – in order to define their strategic development and attract better students.
Artykuł zawiera analizę prawnych aspektów zapewnienia jakości kształcenia w szkołach wyższych na przykładzie modelu czeskiego, ze szczególnym uwzględnieniem kluczowej roli, jaką w tym procesie odgrywa Komisja Akredytacyjna. Punktem wyjścia dla podjętych rozważań jest system szkolnictwa wyższego w Republice Czeskiej i jego autonomiczny charakter. W ramach analizy tego systemu autorka omawia kwestię zewnętrznej oceny jakości kształcenia, a następnie prezentuje podstawowe środki nadzoru, w które Ministerstwo Szkolnictwa, Młodzieży i Sportu wyposażył ustawodawca, tj. akredytację i zezwolenie (state approval). Zastosowanie tych środków jest możliwe na podstawie stanowiska przyjętego przez Komisję Akredytacyjną, której opinie, chociaż nie mają rangi decyzji administracyjnej, pozostają dla Ministerstwa wiążące. Następnie autorka przedstawia zakres kompetencji i zadań Ministerstwa i Komisji Akredytacyjnej oraz stosowane przez te podmioty procedury. W tym kontekście omówiono zagadnienie „latających profesorów” (flying professors) oraz prawną sytuację studentów realizujących programy tych kierunków studiów, wobec których akredytację cofnięto (lub która wygasła). Zasadnicza część artykułu dotyczy Komisji Akredytacyjnej. Wskazano tu pewne kwestie problematyczne związane z jej pozycją i składem – przede wszystkim ryzyko stronniczości i braku mechanizmu realnej kontroli stanowisk przyjmowanych przez Komisję. Podniesiono również problem braku zasobów ludzkich i finansowych niezbędnych do wypełnienia wymogów Komisji Akredytacyjnej. Wnioski sformułowane przez autorkę sugerują, że w świetle obecnego prawa o szkolnictwie wyższym i Kodeksu postępowania administracyjnego rozwiązanie zarysowanych problemów nie będzie możliwe w przypadku wprowadzenia do obowiązujących przepisów jedynie niewielkich zmian. System zapewnienia jakości kształcenia musi zostać znacząco zredefiniowany, a w ustawie o instytucjach szkolnictwa wyższego konieczne są niezbędne zmiany. W rzeczywistości prace nad ustawodawstwem na nowo określającym pozycję i skład Komisji Akredytacyjnej już się rozpoczęły. Istnieje jednak potencjalne ryzyko, że projekt ustawy, nawet jeżeli zostanie poddany pod głosowanie, spotka się z ponownym odrzuceniem ze względu na wrażliwość tej kwestii i obecną sytuację polityczną w Republice Czeskiej.

The paper provides information on the legal aspects of education quality assurance in higher education institutions focussing on the example of the Czech model, with particular emphasis on the role of the key authority in this process – the Accreditation Commission. It begins with a presentation of the higher education system in the Czech Republic and its autonomous character. In analysing this system, the author deals with external evaluation of the quality of education provided by higher education institutions and identifies the basic measures which the Ministry of Education, Youth and Sports has been equipped with by the legislator, i.e. accreditation and state approval. These measures are applied on the basis of a standpoint taken by the Accreditation Commission, whose opinions, notwithstanding the fact that they are not administrative decisions, are nevertheless binding for the Ministry. The author goes on to present the main tasks and competences of the Ministry and the Accreditation Commission, as well as the relevant procedures. The issues of ‘flying professors’ and students of degree programmes whose accreditation has been withdrawn (or expired) are likewise discussed in this context. The core part deals with the Accreditation Commission as the body which maintains the whole system. Some problems related to its position and composition are highlighted, principally the danger of bias and the absence of any real mechanism for monitoring of the standpoint taken by the Commission. The problem of the lack of personnel and financial resources to satisfy the Accreditation Commission's requirements is also mentioned. The conclusions formulated by the author suggest that in light of the design of the current law on higher education and the Administrative Procedure Code, the solutions to the outlined problems cannot be reached simply by minor amendments to the existing law. The system of education quality assurance needs to be significantly redefined and substantial amendments to the Act on Higher Education Institutions are necessary. As a matter of fact, work has started on new legislation to redefine the position and composition of the Accreditation Commission. There is, however, a potential risk that even if put to the vote, it will once again be rejected, because of the sensitive nature of this issue and the political situation in the Czech Republic.
Pomimo strategicznego znaczenia rolnictwa dla rozwoju narodów przedsiębiorczość rolnicza (agropreneurship) wydaje się być niekorzystną opcją wśród młodzieży szkolącej się i mieszkającej w osiedlach miejskich, takich jak stan Lagos w Nigerii. Pomimo różnych inicjatyw agroprzedsiębiorczych wdrażanych przez rząd stanu Lagos za pośrednictwem jego agencji i instytucji młodzież lub młodzi przedsiębiorcy chcą kontynuować karierę w sektorach usług, technologii, mody i rozrywki, gdzie to się dzieje i jest dość modne. W związku z tym dążenie do stania się agroprzedsiębiorcą wydaje się być nieco ograniczone dla studentów studiów licencjackich, motywowanych czynnikami, nieznanymi dla wielu badaczy i decydentów. W badaniu tym oceniono czynniki, które motywują studentów szkół wyższych, należących do Lagos, do stania się agroprzedsiębiorcą. Korzystając z projektu badawczego opartego na równoczesnej transformacyjnej metodzie mieszanej, zebrano dane od młodych rolników (rolników z kampusu), którzy są studentami trzech wyższych uczelni Lagos State University (LASU), Lagos State University of Education (LASUED), Lagos State University of Science and Technology (LASUSTECH), której właścicielem jest stan Lagos, metodą wywiadu i kwestionariusza. Respondentów zapytano o motywy rozpoczęcia działalności w sektorze rolniczym, a wyniki analizy za pomocą prostej analizy procentowej i treściowej ujawniły, że m.in. głównymi czynnikami motywującymi respondentów do rozpoczęcia działalności rolniczej było rzucenie sobie wyzwania w zakresie myślenia nieszablonowego, uniezależniania się, z możliwością kontrolowania swojego czasu, realizacji marzeń, podnoszenia statusu społeczno-ekonomicznego oraz rozwiązywania problemów związanych z żywnością. Opierając się na wynikach tego badania, zalecono między innymi rządowi, aby za pośrednictwem określonych ministerstw, departamentów i agencji stworzył politykę zachęcającą do projektów rolniczych na kampusach, a także udostępnił dotacje rolnikom na kampusach na podstawie ilości ich produktów rocznie.

In spite of the strategic importance of agriculture to the development of nations, agricultural-based entrepreneurship (agropreneurship) seems to be an unfavoured option among youths schooling – and living- in urban settlements such as Lagos state, Nigeria. Despite the various agropreneurship initiatives being implemented by the Lagos State Government through its agencies and institutions, the youth or young entrepreneurs desire to pursue their careers in the service, technology, fashion and entertainment sectors where it is happening and trendy. Consequently, the push to become agropreneurs seems to be somewhat restricted to undergraduate students motivated by factors unknown to many researchers and policy makers. This study assessed the factors that motivate Lagos-owned tertiary institutions’ undergraduate students to become agropreneurs. Using the concurrent transformative mixed method research design, data were collected from young agropreneurs (campus farmers) who are undergraduates of the three tertiary institutions – Lagos State University (LASU), Lagos State University of Education (LASUED), Lagos State University of Science and Technology (LASUSTECH) – owned by Lagos State using the interview and questionnaire methods. Respondents were asked about their motivations to start a business in the agriculture sector, and results of the analysis using simple percentage and content analysis brought to the fore that, among the key motivators for the respondents to start their agro-based businesses were to challenge themselves to think out of the box, becoming independent with the ability to control their time, pursuing their dream, elevating their socio-economic status, and to solve the food crisis. Based on the results, this study recommended amongst others that, government through its specialized ministries, departments and agencies should create policies that encourages campus farming project and also, grants should be made available to campus farmers based on the quantity of their produce yearly.
At present, the Bologna Declaration is the most important document for the academic community worldwide. This act, signed in 1999 by 29 European education ministers, lists goals that are expected to bring European education systems closer together. The implementation of the Declaration's objectives and their adoption in the development of tertiary education is known as the Bologna Process. The main goal of the Bologna document is to establish the European Higher Education Area by 2010. This noble goal is to be pursued by implementing transparent and comparable systems of research degrees, adopting an education system based on three cycles and common application of credits. Harmonisation of academic communities across Europe would not happen without efforts to promote student and teacher mobility or without joint European efforts to improve the quality of education. Eight years have passed since the Bologna Declaration was signed. The academic community has taken steps to pursue its objectives so it is interesting to see how far they have been put into practice at universities. This will help us to assess the mobilisation of the entire Bologna movement in extenso. Also, such analysis will identify areas where progress has been most significant and those where more effort is required. The arrangements developed by education ministers in Bologna in 1999 and during subsequent (cyclical) meetings in Berlin (2001), Prague (2003), Bergen (2005) and London (2007) should, or even must, be translated into practice. With this in view, the Author attempts to describe the actual progress towards implementation of the Bologna objectives as this considerably influences the development of Poland’s higher education. However, not all domestic universities seem to be sufficiently involved. In his discussion, the Author relies on findings from studies conducted in public and non-public schools of tertiary education in the Kujawsko-Pomorskie voivodship (one of Poland’s provinces). Recapitulation of those studies is likely to produce the real picture of progress towards the Bologna objectives in Poland’s higher education.

Deklaracja Bolońska jest obecnie najważniejszym dokumentem dla środowiska akademickiego w skali globalnej. Akt ten, podpisany przez 29 europejskich ministrów szkolnictwa wyższego w 1999 r., formułuje cele prowadzące do zbliżenia europejskich systemów kształcenia. Realizacja dezyderatów zawartych w Deklaracji, a także ich dostosowanie do zmian zachodzących w szkolnictwie, nazywane są Procesem Bolońskim. Głównym celem zapisów zawartych w bolońskim dokumencie jest stworzenie do 2010 r. Europejskiego Obszaru Szkolnictwa Wyższego. Realizacja tego szczytnego celu polega na wdrażaniu przejrzystych i porównywalnych systemów stopni naukowych, przyjęciu systemu kształcenia opartego na trzech poziomach kształcenia i powszechnym stosowaniu systemu punktów kredytowych. Harmonizacja środowisk akademickich Europy nie nastąpiłaby także bez promowania mobilności studentów i nauczycieli akademickich oraz współpracy europejskiej w zakresie podnoszenia jakości kształcenia. Od podpisania Deklaracji Bolońskiej minęło już osiem lat. Środowisko akademickie stara się wdrażać te założenia, dlatego też warto przeprowadzić rozeznanie, w jakim stopniu i zakresie są one urzeczywistniane w uczelniach. Umożliwi to ocenę mobilizacji całego ruchu bolońskiego in extenso. Wskaże też, w których dziedzinach postęp jest największy, a w których należy zwiększyć wysiłki. Uzgodnienia wypracowane przez ministrów szkolnictwa wyższego w Bolonii w 1999 r. oraz podczas późniejszych (cyklicznych) spotkań - w Berlinie (2001), Pradze (2003), Bergen (2005) i Londynie (2007) - powinny, a nawet muszą, znaleźć odzwierciedlenie w praktyce. Z tego względu autor podjął próbę określenia stanu faktycznego implementacji założeń Procesu Bolońskiego. Wywiera ona bowiem znaczny wpływ na rozwój polskiego szkolnictwa wyższego. Jednak nie wszystkie krajowe uczelnie biorą w niej udział wystarczająco efektywnie. Autor opiera swe rozważania na wynikach badań przeprowadzonych w publicznych i niepublicznych szkołach wyższych województwa kujawsko-pomorskiego. Rekapitulacja tych badań może jednak przedstawiać realny obraz realizacji założeń ruchu bolońskiego w polskim szkolnictwie wyższym.
