We contrast public debate concentrating on Polish and American insurance industries and their positions in the healthcare and social insurance reforms announced by administrations of Donald Tusk in Poland and Barack Obama in the US. The analysis concentrates on the public debate and explores public appearances, speeches and documents generated by insurance industry associations, trade organizations, major corporations in the sector and public officials and assesses their wider impact. Media strategies and PR methods used by Polish and American businesses and organizations are identified in order to compare public relations industries in both countries, demonstrate common traits and obvious differences, as well as forecast future developments in public relations practices, especially in Poland.

The purpose of the article is an attempt to evaluate the economic security of European Union countries from the perspective of the ongoing COVID-19 pandemic and to present the Solvency II Directive as an instrument to support the authorities of the Community countries in their pursuit of preserving economic security. Hypothesis: alleviating the regulatory regime of the Solvency II Directive contributes to improving the economic situation of European Union countries. Method: for the purposes of the study, the literature on the subject was reviewed, and data analysis was performed on the reports of Insurance Europe, OECD, and the European Commission. Conclusion: The research indicates that there are substantive premises that justify the necessity to amend the Solvency II Directive to support the economic situation of the countries. In the face of the shocking changes in economic conditions caused by the COVID-19 pandemic, alleviating the Directive’s provisions will ultimately have a positive effect on the economic situation of the Community countries. However, this decision remains in the sphere of possible choice of European authorities.

Celem artykułu jest ocena bezpieczeństwa ekonomicznego państw Unii Europejskiej w odniesieniu do pandemii COVID-19 i przedstawienie dyrektywy Solvency II w roli narzędzia wspierającego władze państw Wspólnoty w dążeniu do zachowania bezpieczeństwa ekonomicznego. Hipoteza: złagodzenie reżimu regulacyjnego dyrektywy Solvency II sprzyja poprawie sytuacji ekonomicznej państw Unii Europejskiej. Metoda: badania przeprowadzono na podstawie przeglądu literatury przedmiotu, a także analizy danych pochodzących z raportów Insurance Europe, OECD oraz Komisji Europejskiej. Rezultaty: z przeprowadzonych badań wynika, że istnieją merytoryczne przesłanki uzasadniające konieczność wprowadzenia zmian w dyrektywie Solvency II na rzecz wspierania sytuacji ekonomicznej państw. Pandemia COVID-19 przyczyniła się do drastycznej zmiany warunków ekonomicznych, a złagodzenie zapisów dyrektywy może korzystnie wpłynąć na sytuację ekonomiczną państw Wspólnoty, jednak decyzja o zmianie dyrektywy należy do władz europejskich.

Financial services represent a highly regulated area under the law of the European Union. Insurance industry is not an exception. Day by day Member States, insurers and as a consequence consumers as well, have to deal with an avalanche of coming bylaws harmonising extensively fragmented market within Europe. The article focuses on the so-called Lamfalussy structure which was supposed to help with the adoption and implementation of the legislative bulk. Subsequent years following its development have shown that Lamfalussy structure has certain gaps and huge manoeuvre for improvement. Thus, the author refers to few particular problematic aspects thereof and tries to provide a reader with an insight how the intricate and fascinating EU (non)legislative process really works in practice. The recently adopted legislative acts in the field of insurance distribution and the pursuit of insurance business as such serve as good examples.
