Analiza porównawcza województw ze względu na działalność innowacyjną przedsiębiorstw w latach 2004–2012

The aim of this paper is comparative analysis of innovation activity of industrial enterprises by voivodeships in 2004–2012. The following aspects have been covered by the analysis: the enablers/potential and factors, firm activities, indexes of outputs type. The analysis showed that in each of the mentioned fields of innovation the positions of particular voivodeships varied. With respect to measures for 1 – the enablers, of which 1.1 – finance and support (1.1) and lack of obstacles for realization of innovative activity (1.3.) there was a relatively substantial distance between the extreme voivodeships; a relatively low value of innovation measure gap appeared in the field of linkages and entrepreneurship (2.2). In 2004–2012 voivodeships with the lowest notes improved their positions, while majority of the voivodeships with the highest notes did not maintain their positions.

Research background: Firms' innovation activities play an important role in fostering firms' competitiveness and enhancing economic growth of regions and countries. Regarding the significance of the issue, it is essential to explore indicators of firms' innovation activities. Here, special attention was given to external linkages and intellectual assets. In the study, particular emphasis was put on firms from the Czech Republic and Poland as the countries distinguished by similar innovation performance. Purpose of the article: The aim of this paper is to explore whether external link-ages and intellectual assets impact on innovation activities of Czech and Polish firms. Methods: In the study, the Cobb-Douglas function was employed. The study used data from the European Innovation Scoreboard 2018 with regard to firms' innovation activities. In particular, special stress was put on variables related to external linkages and intellectual assets such as: innovative SMEs collaborating with others, private co-funding of public R&D expenditures, PCT patent applications and trademark applications. The time period was 2008-2015. Findings & Value added: This paper contributes to the existing literature by providing new insight on issues connected with indicators of firms' innovation activities. The results reveal statistical significance of selected variables connected with external linkages and intellectual assets on innovation activities of Czech and Polish firms. These findings have policy and practical implications. There is a need to further stimulate, among others, the linkages between firms and universities, research organisations, institutional environment.

W artykule – na bazie zarysu definicyjnych aspektów innowacji – analizie poddano poziom innowacyjności Polski na tle Unii Europejskiej mierzony sumarycznym wskaźnikiem innowacji SII. Analiza wskaźników stanowiących subindeksy miernika SII potwierdza, że Polska plasuje się poniżej średniej dla krajów UE, niemniej wyniki European Innovation Scoreboard w ostatnich latach wskazują na pozytywne zmiany w tym zakresie i trzy obszary stanowiące podstawowe ich źródła: zasoby ludzkie, aktywa intelektualne i inwestycje przedsiębiorstw. Mając na uwadze powyższe zasadniczą część rozważań niniejszego opracowania poświecono tym trzem z ośmiu wymiarów innowacji uwzględnianych w konstrukcji wskaźnika SII.

In the article - based on the outline of the definitive aspects of innovation - the level of Poland’s innovativeness on the European Union level, measured by the sum of the SII innovation index, was analyzed. The analysis of the subindex indicators of the SII confirms that Poland is below the EU average, but the European Innovation Scoreboard has shown some positive developments in recent years and three areas that are the main sources of advantage: human resources, firm investments and intellectual assets. Bearing in mind the above, three of eight dimensions of innovation included in the SII index were discussed in this paper.
