Koncepcje smart city w wybranych miastach Zagłębia Ruhry

The aim of this article is to verify the differences and similarities in the concepts of introducing the smart city concept in two cities in the Ruhr region: Duisburg and Bochum, and whether the cities are still introducing the first two generations of smart cities. The first two generations of smart city mainly concern on the implementation of modern ICT technologies, without the involvement of residents. It uses a comparative analysis of publicly available city documents on smart city in German, as well as a literature review in English, German and Polish. As a result of the research, it was possible to establish that the concept of the city of Duisburg focuses primarily on technological aspects, and the concept of the city of Bochum on social aspects. There are also many applications and web portals that are used for communication between cities and residents. This is due to the large number of available applications and portals that should belimited.

Celem niniejszego artykułu jest weryfikacja różnic i podobieństw konceptów wprowadzenia idei smart city w dwóch miastach Zagłębia Ruhry: Duisburga i Bochum, oraz tego, czy miasta dalej wprowadzają dwie pierwsze generacje smart city. Pierwsze dwie generacje smart city dotyczą głównie wdrażania nowoczesnych technologii teleinformatycznych, bez zaangażowania mieszkańców. W artykule przeprowadzono analizę porównawczą ogólnie dostępnych dokumentów miejskich z tematyki smart w języku niemieckim, a także dokonano przeglądu literatury w językach: angielskim, niemieckim oraz polskim. W wyniku badań udało się ustalić, że koncepcja wdrażana w Duisburgu skupia się przede wszystkim na aspektach technologicznych, zaś koncepcja implementowana w Bochum - na aspektach społecznych. W obu miastach wykazano niekorzystne rozdrobnienie aplikacyjne, które multiplikuje dostępne formy komunikacji między miastem a jego mieszkańcami. Należy ograniczyć wykorzystywane aplikacje i portale, aby wymiana informacji przebiegała możliwie bezproblemowo.
