The development of infrastructure economically – social the state the indispensable element of economic development our the country. State of Polish infrastructure is discontent continually far, which becomes the barrier on road of more far economic progress and social. Infrastructure investments constitute the base for development of the social-economic local -government. They are a factor supporting recruiting of investment and activating the local community. With relevant issue at the investment planning infrastructure there are premises which are deciding on their realization. Premises can result from actual needs of the local community, of requirements associated with documents drawn up as well as from so-called market chances connected with the possibility of raising non-refundable capital. They are proving exploring communes on the group that at the investment decision a possibility of acquiring non-refundable capital from EU funds is a dominating premise. being guided by exclusively a premise associated with acquiring capital from European centres rather than from actual local needs can produce a so-called effect above of supply of the infrastructure what in the longer perspective disadvantageous transferring into budget the commune can have.

Inwestycje infrastrukturalne stanowią podstawę rozwoju społeczno-gospodarczego samorządu terytorialnego. Są czynnikiem sprzyjającym pozyskaniu inwestycji oraz aktywizującym społeczność lokalną. Istotną kwestią przy planowaniu inwestycji infrastrukturalnych są przesłanki, które to mogą wynikać z faktycznych potrzeb społeczności lokalnej, wymogów związanych z opracowanymi dokumentami, a także z tzw. okazji rynkowych związanych z możliwością pozyskania bezzwrotnego kapitału. Celem artykułu jest klasyfikacja oraz analiza przesłanek, jakimi kierują się samorządy gminne planując inwestycje infrastrukturalne. Badania dowodzą, iż dominującą przesłanką w podejmowaniu decyzji inwestycyjnej jest możliwość pozyskania bezzwrotnego kapitału z funduszy unijnych.
Inwestycje infrastrukturalne stanowią jedną z głównych przesłanek rozwoju lokalnego. Dlatego ważną kwestią jest możliwość analizy związków przyczynowo-skutkowych jakie występują przy planowaniu i ocenie inwestycji infrastrukturalnych. Temu też celowi służy model przyczynowo-skutkowy bazujący na założeniach modelu zrównoważonego rozwoju w którym definiujemy pięć obszarów wskaźników tj. presji, sprawcze, stanu, wpływu i reakcji. Analiza związków przyczynowo-skutkowych umożliwi efektywniejsze planowanie jak i ocenę inwestycji infrastrukturalnych biorąc pod uwagę oprócz aspektu finansowego również aspekt środowiskowy oraz społeczny na każdym etapie procesu inwestycyjnego.

The development of appropriate infrastructure is an essential element of the socio-economic development of a country, region or municipality. The state of Polish infrastructure is still far from satisfactory, which constitutes a barrier to rapid economic growth and social development. Technological challenges and ever-growing social expectations are forcing policy-makers to more carefully plan and implement infrastructure projects. Currently the doctrine concerning the planning and implementation of infrastructure investments is undergoing change, marked by a transition from quantitative to qualitative approaches. The aim of this article is to present an infrastructure investment planning model based on sustainable development indicators which would adequately and appropriately measure the three major dimensions (economic, social and environmental) of a planned investment. The frame indicator model involves three levels of analysis. The first level refers to a set of partial indicators selected from the database of the indicators defined in the SDI model. The second level of indicators refers to the selection of evaluation indicators: the value, efficiency, effectiveness and quality of a given infrastructure investment. The third level of indicators based on identifying a synthetic index for evaluating an infrastructure investment project. The model developed and presented in this article will enable decision-makers to make a comprehensive assessment of planned infrastructure investments, which allows them to choose the best projects in terms of the socio-economic development of a given area.

Rozwój infrastruktury stanowi niezbędny element rozwoju gospodarczego i społecznego kraju, regionu czy gminy. Istotnym wyzwaniem dla samorządów lokalnych jest obecnie planowanie inwestycji infrastrukturalnych przez pryzmat trzech wymiarów tj. gospodarczego, społecznego oraz środowiskowego. Tematem artykułu jest opracowanie modelu planowania inwestycji infrastrukturalnych w oparciu o wskaźniki zrównoważonego rozwoju. Celem takiego podejścia jest pomiar trzech ważnych wymiarów (gospodarka, społeczeństwo, środowisko), związanych z planowaną inwestycją.
W artykule poruszono problem poprawy dostępności transportem miejskim, przyjmując iż inwestycje infrastrukturalne z perspektyw UE 2007–2013 i 2014–2020 są i będą jej głównym stymulatorem. Dostępność transportem miejskim przedstawiona została przy pomocy narzędzi GIS. W analizie porównana została dostępność komunikacji zbiorowej między dwoma ośrodkami miejskimi: Olsztynem i Rzeszowem, które korzystają z Programu Rozwoju Polski Wschodniej. Liczba mieszkańców w dwu analizowanych miastach jest zbliżona, w Rzeszowie wynosi – 184 tys., a w Olsztynie – 175 tys. (2013). Porównywalna wielkość populacji odpowiada podobnemu popytowi na komunikację miejską. Na potrzeby analizy poprawy dostępności przyjęto dwie daty: rok 2013 jako stan bazowy (część inwestycji z perspektywy UE 2007–2013 została ukończona) oraz rok 2020 (jako stan po wykonaniu inwestycji z perspektywy finansowej 2014–2020). Dostępność komunikacyjna transportem zbiorowym została przedstawiona metodą izochron do centrum komunikacyjnego Olsztyna i Rzeszowa (dworców PKP), czyli planowanych intermodalnych dworców PKP/PKS. Głównym celem opracowania jest ocena, na ile środki z UE na lata 2014–2020 wpłyną na poprawę dostępności mieszkańców miast oraz, w którym z analizowanych ośrodków miejskich inwestycje wspierające komunikację zbiorową przyniosą największe rezultaty. Poprawa dostępności komunikacji miejskiej została wyrażona w liczbie mieszkańców, powierzchni, gęstości zaludnienia znajdujących się w przedziałach odległości czasowej (izochronach).

The article addresses the issue of improving the accessibility of public transport, assuming that infrastructure investments co-financed within the 2007–2013 and 2014–2020 EU financial perspectives have been so far and are expected to remain their prime stimulus. Accessibility of public transport has been presented using the GIS tools. The analysis compares the accessibility of public transport between the two urban centers of Olsztyn and Rzeszów, which benefit from the Development Programme of Eastern Poland. Number of residents in the two examined cities is similar, in Rzeszów 184, and in Olsztyn 175 thousand (2013). Similar population size corresponds to a comparable demand for public transport. For the purpose of analysis concerning the improvement in accessibility the two following dates have been appointed: the year 2013 as a reference point (part of investment within the EU 2007–2013 was partly completed) and 2020 (as a state after the completion of investment of the 2014–2020 financial perspective). Accessibility of public transport has been presented by the isochrones to the communications center of Olsztyn and Rzeszów (railway station), which are the planned intermodal train/bus station. The main objective of this study is to assess to what extent EU funds affect the improvement of accessibility for urban residents and to indicate in which of the analyzed urban center investments supporting public transport are anticipated to bring the most desired results. Improvement of public transport accessibility has been expressed in the number of inhabitants, area and population density located within the distance of time intervals (isochrones).
