The societies and welfare states may perceived the deservingness of different groups of people in different way. The models developed in literature indicate six criteria of deservingness: identity, needs level, control over cause, reciprocity, adequacy of behaviour, attitude. The paper aims at contributing to empirical understanding of the issue of deservingness and policy rationing. The study tests the criteria of deservingness in Poland, which to author’s best knowledge represents the first empirical try of the kind.

Społeczeństwa i państwa opiekuńcze w odmienny sposób mogą postrzegać zasługiwanie na pomoc różnych grup. Obecne w literaturze modele zasługiwania na pomoc opierają się na sześciu kryteriach: tożsamości, poziomie potrzeb, kontroli, wzajemności, adekwatności i postawie. Artykuł ma przyczynić się do lepszego rozumienia pojęcia zasługiwania na pomoc i sposobów tworzenia uzasadnienia dla prowadzonej polityki. Prezentowane w nim badanie, zgodnie z wiedzą autora pierwsze takie w Polsce, poddaje empirycznej weryfikacji kryteria zasługiwania na pomoc państwa.
