The ‘kingpin strategy’ is a key concept applied to crack down on the major leaders of organised drug crime groups, launched by the consecutive Mexican governments, and supported by the United States. The paper looks at the Mexican approach to the notion of security against the backdrop of the war that is being waged against drugs cartels. It focuses on the key assumptions underlying the ‘kingpin strategy’, and the way in which it was launched during the Calderón and Peña Nieto presidencies. Emphasis has also been placed on the outcomes of the strategy, and its impact on the level of security in Mexico.

Strategia „królewskiego kręgla”, znana w literaturze anglojęzycznej jako kingpin strategy, stanowi główną metodę walki z liderami ugrupowań przestępczości narkotykowej stosowaną przez rząd Meksyku przy wsparciu Stanów Zjednoczonych. Celem artykułu jest analiza podejścia meksykańskiej administracji do bezpieczeństwa publicznego w kontekście wojny narkotykowej. Analiza wyjaśnia istotę strategii królewskiego kręgla oraz to, w jaki sposób została ona wdrożona przez administracje Felipe Calderona i Enrique Peña Nieto. Ponadto artykuł wskazuje i omawia rezultaty strategii oraz sposób w jaki wpłynęła ona na poziom bezpieczeństwa w Meksyku.
Liczne konflikty, targające od wieków Meksykiem, spowodowały kryzys wartości wśród jego mieszkańców. Hybrydowa rzeczywistość, w której dwie elity – rząd meksykański oraz kartele narkotykowe – dążą do sprawowania władzy i określania norm, okazała się dla Meksykanów ogromnym wyzwaniem. Aby mu sprostać, dostosowali oni do swoich potrzeb tę dziedzinę życia, która daje ludziom największą nadzieję i ostoję, czyli wiarę. Kult ludowy, stanowiący archetyp narkoreligii, rozwinął się w XIX wieku i wciąż ewoluuje. Kiedy w drugiej połowie XX wieku w Meksyku powstały pierwsze kartele narkotykowe, wierzenia ludu stały się wobec bezsilności rządu jedyną ucieczką dla Meksykanów. Alternatywy zaczęli również szukać członkowie karteli. Z czasem poczęli wykorzystywać wiarę ludu, by zaskarbić sobie jego sympatię. W kręgu kultu trzech popularnych postaci: Jesusa Malverde, Świętej Śmierci oraz św. Judy Tadeusza stworzyli specyficzny krąg wyznawców narkoświata.

Numerous conflicts tormenting Mexico for centuries caused a crisis of values among its inhabitants. A hybrid reality, in which two elites – the Mexican government and drug cartels - strive to exercise power and set standards, proved to be a huge challenge for Mexicans. To cope with it, they adapted to their needs the area of life that gives people the greatest hope and refuge, namely, the faith. The popular cult, an archetype of narco-religion, developed in the nineteenth century and is still evolving. When the first drug cartels emerged in Mexico in the second half of the 20th century, the beliefs of the people became the only refuge for the Mexicans in the face of government’s helplessness. The members of cartels also started looking for alternatives. With time, they began to use the faith of the people to win their sympathy. In the circle of worship of three popular figures: Jesus Malverde, Holy Death and St. Jude they developed a specific group of followers of the narco-world.
Celem opracowania jest przedstawienie sytuacji w Meksyku, gdzie od kilkudziesięciu lat toczona jest wojna rządu z kartelami narkotykowymi, a także walki między poszczególnymi gangami i wewnątrz ich struktur. Podjęto próbę wyjaśnienia związków między sytuacją polityczną w Meksyku i amerykańską polityką wobec tego kraju z jednej strony a działalnością karteli narkotykowych z drugiej. Ukazany został także wpływ niestabilnej sytuacji Meksyku na budowanie wizerunku tego państwa na arenie międzynarodowej, a także na sytuację geopolityczną w regionie.

The aim of the study is to present the situation in Mexico, where for several decades the government war has been fought with drug cartels, as well as the struggles between individual gangs and within their structures. An attempt was made to clarify the relationship between the political situation in Mexico and the American policy towards this country on the one hand, and the activity of drug cartels on the other. It also shows the influence of Mexico's unstable situation on building the image of this country on the international arena, as well as on the geopolitical situation in the region.
