Research background: Total factor productivity (TFP) determines how efficiently and intensely the available inputs are used and combined in production process. Improvement of TFP performance requires identification of its determinants, thus enabling policy actions to focus on them. Since the ability to create and absorb innovation is considered as a crucial factor of economic development, the investigation of the impact of the level of regional innovative performance on TFP distribution across EU regions is an important research problem. Purpose of the article: The aim of the paper is twofold. Firstly, we attempt to develop a theoretical framework for the analysis of the impact of innovation on TFP. Secondly, we assess TFP levels for regions in the EU and investigate whether innovations account for the observed regional disparities in TFP. Methods: The research sample consists of 202 European Union (EU) regions at NUTS 1 and NUTS 2 level from 22 countries. The regional data on GDP, employment and gross fixed capital formation come from the Eurostat. The source of data on the level of innovativeness of European regions is the Regional Innovation Scoreboard. To calculate TFP, we use the multiplicatively-complete Färe-Primont index. In turn, to examine the impact of innovation on TFP, we employ the spatially-lagged X model. Findings & Value added: Our findings show a high degree of dispersion in TFP across EU regions. We find a positive impact of regional innovation performance on TFP. Although theoretical papers on economic development and regional economics suggest that improvements in TFP are key to regional economic performance, and that innovations are crucial to gain such productivity effects, there is a dearth of empirical studies on the link between innovation and TFP at the regional level. Therefore, our paper attempts to fill this gap by providing the evidence of positive effect of innovation externalities on TFP in European regions.
Artykuł analizuje determinanty międzynarodowych przepływów wiedzy za pośrednictwem importu dóbr inwestycyjnych i bezpośrednich inwestycji zagranicznych oraz ich wpływ na wzrost gospodarczy na przykładzie Turcji. W tym celu zbadane zostały krótkoi długookresowe zależności przyczynowo-skutkowe pomiędzy transferami wiedzy i głównymi wskaźnikami makroekonomicznymi opisującymi rozwój gospodarki Turcji w okresie od 1 kw. 1992 r. do 3 kw. 2007 r. (tzn. w okresie 15 lat poprzedzających wybuch globalnego kryzysu fi nansowo-ekonomicznego). Wyniki testu kointegracji ARDL wskazują na istnienie długookresowej zależności pomiędzy zmiennymi modelu (import dóbr inwestycyjnych, zagraniczne inwestycje bezpośrednie, PKB, akumulacja kapitału trwałego, eksport i import) na poziomie istotności 1%. Artykuł bada także zależność między transferem wiedzy a wzrostem gospodarczym, wykorzystując do tego celu testy przyczynowości. Grangera z opóźnioną korektą błędu. Wyniki wskazują, że wystęouje tu długookresowa zależność przyczynowo-skutkowa w sensie Grangera pomiędzy zmiennymi niezależnymi modelu a importem dóbr inwestycyjnych, jednokierunkowa zależność krótkookresowa między importem dóbr inwestycyjnych i wielkością krajowych inwestycji oraz jednokierunkowa krótkookresowa zależność między eksportem i PKB.

This study has pointed out the long run determinants of the foreign knowledge and it spillovers effects, which come from capital goods imports. For this purpose, we explored both short-run and long-run causal relationships between foreign knowledge spillovers and its main determinants for Turkish economy over the 1992:Q1–2007:Q3 period. Results from ARDL bounds testing approach of cointegration indicate that there is an evidence of a long-run relation between the variables (capital goods imports, foreign direct investment, GDP, fixed capital formation, exports and imports) in the model at 1% significance level. This study also investigates the causality relationship between knowledge spillovers and economic growth by using Granger causality models augmented with a lagged error-correction term. According to the results from causality models, there are a long-run Granger causality running from the independent variables to capital goods imports variable, and an unidirectional short-run causal relationship from capital goods imports to domestic investments, and an unidirectional short-run causal relationship from exports to GDP.

В статье анализируются детерминанты международных трансфертов знаний, осуществляемых посредством импорта инвестиционных благ и прямых иностранных инвестиций, а также их влияние на экономический рост на примере Турции. С этой целью были исследованы кратко- и долгосрочные причинно-следственные зависимости между трансфертами знаний и главными макроэкономическими показателями, описывающими развитие экономики Турции в период с первого квартала 1992 г. до третьего квартала 2007 г. (т.е. в период 15 лет, предшествующих всплеску глобального финансово-экономического кризиса). Результаты теста коинтеграции ARDL указывают на существование долгосрочной зависимости между переменными модели (импорт инвестиционных благ, прямые иностранные инвестиции, ВВП, накопление постоянного капитала, экспорт и импорт) на уровне существенности в 1%. В статье исследуется зависимость между трансфертом знаний и экономическим ростом, с использованием для этой цели теста Гренджера на причинность с лагами корректировки ошибок. Результаты указывают на наличие долгосрочной причинно-следственной зависимости по Гренджеру между независимыми переменными модели и импортом инвестиционных благ, односторонней краткосрочной зависимости между импортом инвестиционных благ и величиной отечественных инвестиций, а также односторонней краткосрочной зависимости между экспортом и ВВП.
The paper examines the effects of intra- and inter-regional knowledge spillovers on innovative activities in German states using the augmented Griliches-Jaffe knowledge production function. The “Harris market potential” type index is calculated to proxy for inter-regional knowledge transfers of two types: industrial knowledge transfers generated from the business enterprise sector and academic spillovers generated from universities across all German states. The model also includes the concentration of high-tech enterprises, in order to capture the agglomeration effect in the local economy. The estimation results reveal that not only do local private and university research efforts have a positive and significant effect on local innovative activities, but there are also important interregional knowledge spillovers across the German regions.
This paper investigates the impact of specialization, diversification, and competition externalities on the regional growth of employment in the high-tech industries of the European Economic Area (EEA). A dynamic panel dataset of two-digit NACE rev 1.1. industries in the EEA regions is used in this analysis. It is found that regional growth is positively related to specialization externalities, and negatively to local competition while diversification has no impact on growth.
Discussion about the role of this sector in regional economies, though alive, is still based on residual arguments, ignoring many effects which are associated with the existence of service centres in regional economies. This article aims to add some more arguments to that discussion, by presenting external effects generated by multinational service centers, which spills over to regional economy and affect business behaviours of small and medium enterprises. In particular, the innovativeness of MSMEs under the impact of these service centres is analysed. Conducted analysis allows to conclude that the development of modern business services has a positive impact on the accumulation of knowledge in a region and allows local entities to make use of that knowledge. It provides evidence that small companies using knowledge gained through the trans fer (e.g. through the transfer of people) from the companies from the sector of modern business services achieve statistically better results in terms of innovation than those, who do not use that knowledge. This applies to both knowledge related to human capital, as well as physical capital, which is transferred through direct and indirect transfer channels, including agency and linkages. The analysis has been conducted based on quantitative data obtained from the research on the representative sample of small and medium firms located in the West Pomerania Voivodeship.

Dyskusja dotycząca roli międzynarodowych korporacji, w tym centrów usług, w regionalnych gospodarkach, choć żywa, wciąż oparta jest na szczątkowych argumentach, pomijających wiele efektów, które są związane z występowaniem centrów usług w regionalnych gospodarkach. Celem artykułu jest dodanie argumentów do tej dyskusji poprzez pokazanie efektów zewnętrznych generowanych przez centra usług, które przenikają do regionalnych gospodarek i wpływają na zachowania biznesowe małych i średnich firm. W szczególności wskazany jest wpływ centów usług na innowacyjność MMSP. Przeprowadzona analiza pozwala wnioskować, że rozwój nowoczesnych usług biznesowych ma pozytywny wpływ na akumulację wiedzy w regionie i pozwala lokalnie funkcjonującym podmiotom na czerpanie z niej. Wskazuje się, że małe firmy korzystające z wiedzy pozyskanej w ramach transferu (np. poprzez transfer ludzi) z firm sektora nowoczesnych usług biznesowych osiągają statystycznie lepsze wyniki w zakresie innowacyjności niż te, które z takiej wiedzy nie korzystają. Dotyczy to zarówno wiedzy związanej z kapitałem ludzkim, jak i z kapitałem materialnym, a znaczenie mają bezpośrednie i pośrednie kanały transferu. Analiza przeprowadzona została w oparciu o dane ilościowe pozyskane na podstawie badań wykonanych na próbie reprezentatywnej małych i średnich firm województwa zachodniopomorskiego.
