Ład gospodarczy i społeczny w krajach Europy Zachodniej został oparty na koncepcji państwa dobrobytu. Jednakże państwo dobrobytu nie spełniło pokładanych w nim nadziei. Nie udało mu się bowiem zapewnić zarówno szybkiego wzrostu gospodarczego, jak i postępu społecznego. Dlatego polityka kształtowania ładu gospodarczego w UE wymaga zasadniczej reorientacji.

Economic and social order in West-European countries was based on a concept of the welfare state. However, the welfare state proved to be a great disappointment because it stimulated fast economic growth as well as social progress insufficiently. Therefore it is necessary to improve economic system policy in the EU significantly.
