Współcześnie można odnotować nasilającą się debatę wokół aktywnej roli, jaką odegrała neoliberalna ideologia i związana z nią ekonomia w powstawaniu kryzysu. Polaryzacja stanowisk badaczy w tej dziedzinie jest znaczna: począwszy od negacji tej roli, a skończywszy na jej zdecydowanej afirmacji. Celem analizy jest wniesienie wkładu do wspomnianej debaty, zaś hipoteza jest następująca: historyczny rozwój ekonomii głównego nurtu i jej wpływu na gospodarkę w znacznym stopniu zdeterminował wybuch kryzysu na wielką skalę. W analizie dokonuję wglądu w niektóre aspekty metodologii ekonomii zarówno ortodoksyjnej, jak i heterodoksyjnej, formułując własne stanowisko na podstawie znaczącej literatury. Krytyka tradycyjnego paradygmatu oraz przegląd innowacyjnych nurtów badań nie wskazują jednak prostej drogi do nowego paradygmatu, co nakazuje patrzeć w przyszłość z umiarkowanym optymizmem zwłaszcza w odniesieniu do aplikacyjnych walorów teorii ekonomii.

An active role of the neoliberal ideology as well as of the neoclassical economics, connected with the former, in creating global crises is subject to the current debate. One can notice the growing diversification of contributors representing the followers or the critics as far as the above-mentioned role is concerned. The study is aimed at contributing to the wide-spreading debate and the author puts forward a clear thesis: historical development of both the mainstream economics and the economics utility in practice heavily affected the post 2008 global crises. The analysis contains insight into selected aspects of the methodology of both the orthodox and the heterodox economics. A brief overview of the recent literature results in the author’s pessimistic reflection: the extended criticism of the mainstream as well as the investigation of the modern findings are unlikely to create foundation of a new paradigm, competitive to orthodox one.
Celem artykułu jest identyfikacja skutków globalnego kryzysu dla zatrudnienia i bezrobocia w krajach UE oraz wskazanie czynników, które mogą objaśnić zróżnicowaną reakcje rynków pracy na ten kryzys. Analizy pokazują, że kryzys globalny wpłynął na stan rynków pracy w krajach UE, powodując spadki zatrudnienia i wzrosty bezrobocia. Największe spadki zatrudnienia zaobserwowano w Grecji, Estonii, Irlandii, Hiszpanii, Islandii i Portugalii, zaś najmniejsze w Austrii, Belgii, Holandii i Polsce. Największe przyrosty bezrobocia wystąpiły w krajach nadbałtyckich oraz Grecji, Hiszpanii i Portugalii. Analizy wskazują, że skala zmian zatrudnienia i bezrobocia w okresie globalnego kryzysu zależy od takich czynników jak: głębokość szoku popytowego, skala dostosowań PKB, stopień otwartości gospodarki, rola alternatywnych przystosowań rynku pracy oraz niektóre instytucje rynku pracy, a w szczególności prawna ochrona zatrudnienia i udział umów o pracę na czas określony. Analizy wskazują, że najmniejsze spadki zatrudnienia (i wzrosty bezrobocia) w okresie kryzysu mogą być oczekiwane w krajach, w których indeksy EPL i udziały umów o pracę na czas określony w łącznym zatrudnieniu są umiarkowane.

This paper aims to identify the effects of the global crisis on employment and unemployment in the EU countries and indicate factors which may explain the differentiated response of labour markets to this crisis. Analyses show that the global economic crisis affected the labour markets of EU countries, causing declines in employment and increases in unemployment. The greatest declines in employment were observed in Greece, Estonia, Ireland, Spain, Iceland, and Portugal, and the lowest in Austria, Belgium, the Netherlands, and Poland. The greatest increase in unemployment occurred in the Baltic countries, Greece, Spain, and Portugal. The analyses indicate that the scale of changes in employment and unemployment during the global crisis depends on such factors as: the depth of the demand shock and scale of GDP adjustments; the degree of openness of the economy; the scope of alternative labour market adjustments and some labour market institutions, especially employment protection legislation and the share of fixed-term employment contracts. The analyses indicate that the smallest declines in employment (and correspondingly the smallest increases in unemployment) during the crisis can be expected in countries where the EPL indexes and share of those employed on fixed-term employment contracts in total employment are moderate.
The text is a type of diagnosis of the world in the era of the Anthropocene. In an attempt to understand and describe the reality of a crisis on a global scale (pandemic, war, climate, energy, food, migration, etc.), the article refers to many literary texts (especially by W. Szymborska), works of popular culture, press materials, various historical, sociological, cultural and philosophical studies, as well as old mythological narratives subjected to reinterpretation. The perspective outlined in this way not only better illustrates the specificity of the present, but also draws attention to the universality, “long duration,” and inevitability of particular phenomena and processes.

Tekst stanowi swoistą diagnozę świata w dobie „antropocenu”. Przy próbie zrozumienia i opisu rzeczywistości ogarniętej kryzysem (pandemicznym, wojennym, klimatycznym, energetycznym, żywnościowym, migracyjnym…) autor odwołuje się do wielu tekstów literackich (zwłaszcza W. Szymborskiej), fragmentów Biblii, utworów muzycznych, a także rozmaitych opracowań historycznych, socjologicznych, kulturoznawczych, filozoficznych i. in. Zarysowana w ten sposób perspektywa pozwala nie tylko lepiej uwidocznić specyfikę współczesności, ale również zwrócić uwagę na uniwersalność, „długie trwanie” oraz nieuchronność niektórych zjawisk i procesów.
