The subject of legal interpretation is the text of a legal act as the source of law. Adequately ascertaining the substantive contents of the law therefore requires knowledge of the intrinsic characteristics of the act of law as a form of normatively defined mode of utterance. Due to the high level of conventionalization of the texts of acts of law, their interpretation requires specialized knowledge of legal interpretation of the texts of law, which may be classified as legal communicative competence. Because this competence characterises individuals who are professionally prepared to interpret acts of law, and at the same time who function in a given community of discourse, it is in essence a type of discursive competence within the law.

This article analyses the methodological essence of the definition of “pedagogical condition” and “legal competence”. The essence of the phenomenon of “legal competence” of junior bachelor in the field of humanities of higher educational institutions is clarified and scientifically proved. The content of the concept “legal competence” is revealed; the basic components of legal competence (axiological, cognitive, humanitarian, acmeological, empirical) are revealed; the efficiency of pedagogical conditions in forming the legal competence of junior bachelors of higher education institutions is scientifically proved. It has been established that higher education institutions in the humanities provide a specialist with a “junior bachelor” degree with certain knowledge, skills and abilities of a legal orientation, which forms legal competence during certain pedagogical conditions. The article also presents the most effective pedagogical conditions designed to develop legal competence in junior bachelors of higher education, namely: organisation of education aimed at stimulating positive motivation for professional activity of specialists of education and qualification level of a junior bachelor; reflection in the content of professional disciplines of the specificity and originality of integration of legal knowledge with the disciplines of the humanities cycle; directing undergraduate self-study to develop self- -reflection skills and an understanding of the role of research work and varied practice in it; encouraging undergraduate students to volunteer. The pedagogical model of legal competence formation for junior bachelors in the humanities contains four blocks: purposeful, content, operation-activity and evaluation-result. It has been found that to successfully develop students’ legal competence, it is necessary to create pedagogical conditions in a higher education institution for teachers to use innovative methods and techniques (research methods, projects, cases, debates, presentations, etc.). It is precisely innovative teaching methods that effectively contribute to the quality of education by developing the creative abilities of individuals. According to the results of the empirical research method, it was found that the effective forms, methods and means of implementing the pedagogical conditions of junior bachelors in higher education was the organisation of independent and scientific work.

On the basis of the synthesis of contextual learning principles and competence approach the whole set of technological operations was proposed which provides formation of future teacher’s legal competence in the university educational process. The integral process of the technology of formation of future teacher’s legal competence is represented as a succession of preparatory-propaedeutic, content-activity and reflexive-activity stages. The aim of the preparatory-propaedeutic stage was to prepare the scientific-methodical ground for realization of legal education. On this stage it was solved the task of actualization for students of the aim of legal preparation, development of positive motivation of students as to gaining legal competence as professional and personal quality, development of educational-methodological tools of providing of process of legal competence formation. The main aim of the content-activity stage was formation of professional-legal knowledge, skills and professional-legal activity. The development of professional and personal qualities which are necessary for successful realization of the professional-legal activity was provided by means of complement of psychological-pedagogical content and legal discipline with questions of professional-pedagogical character, by attraction of students to different forms of educational and civil of professional-legal direction, by introduction of developed special course, as generalized element of a system of theoretical and practical legal training of a future teacher. Realization of the aim of the reflexive-activity stage required formation of readiness and capacity of future teacher to the application of legal knowledge in the professional activity, skills to accomplish self-organization, self-control and self-regulation in the professional-legal sphere. This stage also has effective-coordinational function where levels of formation of student’s legal competence are estimated.

The article is devoted to the problem of the training of social pedagogues for social and legal protection of the individual. The works of Ukrainian and foreign scientists that present discussions on the training of specialists of socio-pedagogical work to advocacy have been analyzed in the paper. It has been found out that professional and legal education of social pedagogues in today's conditions becomes the key to effective realizing the social and legal protection of various population groups, including children and youth.

Artykuł poświęcony jest zagadnieniu kształcenia pedagogów społecznych do prawnej i społecznej ochrony jednostek. Przedstawiono w nim analizę prac ukraińskich i zagranicznych naukowców ukazującą dyskusję na temat przygotowania specjalistów pracy socjo-pedagogicznej do rzecznictwa prawnego. Wykazano, że zawodowa i prawna edukacja pedagogów socjalnych staje się dzisiaj gwarancją ochrony socjalnej i prawnej różnych grup, w tym dzieci i młodzieży.
