Global democratic changes affect the law enforcement system that should guide public authorities to create the right conditions for citizens to exercise their rights and freedoms. The Concept of Development of the Ministry of Internal Affairs, adopted in 1996, carried a package of reforms that were sufficient for the time being provided their implementation had been timely. However, a variety of social, economic and political failures led to the situation when the level of development of the Ministry of Internal Affairs of Ukraine as a whole remained virtually the same, but the reform process acquired negative traits. In the XXI century, interest in reforms increased: there was a plan of action for the restructuring of the internal affairs bodies at the central and local levels and the Commission on reforming law enforcement agencies in Ukraine was established. Yet, specific changes didn’t follow — the lack of consistency and professionalism in the development of a new legal framework and effective concept could be observed for almost a whole decade. However, it was possible to introduce regulatory and legal, structural and institutional changes, as well as to implement a number of positive steps to ensure full consideration of citizens’ petitions about crimes and other events. There have been qualitative changes to the work of police officers and units were radically re-equipped, which not only improved working conditions for officers, but also the conditions of detention for offenders. At the same time, a long term plan of action was developed by the Interior Ministry of Ukraine in the sphere of European and Euro-Atlantic integration and cooperation. However, due to the incompleteness in the implementation of the reforms, many unresolved problems remain and these hinder further development.

The aim of the present article is to analyze the legal instruments regulating the legislative drafting policy within the Ministry of Internal Affairs of the Republic of Kosovo. The article describes also legislative drafting activities within this Ministry, including i.g. legislative initiative right. Providing a proper quality of drafting of legal acts within the Ministry of Internal Affairs of the Republic of Kosovo is crucial for the aim to be commonly understandable by the citizens. It is also a condition for the appropriate implementation of legislation drafting within the Ministry of Internal Affairs of the Republic of Kosovo. The present thesis tries to give tools for a further discussion if the above mentioned Kosovar legal instruments constitute enough legal basis for achieving the high quality of drafting legal acts within the Ministry of Internal Affairs of the Republic of Kosovo. In this context the article takes into consideration existing European standards that constitute the basic guidelines for drafting process. The article bases on the main European legal acts that contain the various technical criteria to be taken as drafting the legislative acts particularly such as postulates to clearly define the rights and obligations of beneficiaries thereof or to provide the consistency of the various provisions of the acts and existing legislation. The present article analyses also the level of incorporation of best practices applied by the drafters of legal acts at the European level into the Ministerial legal acts. The article tries to give the answer if European measures in drafting procedures in the Ministry reflect on the quality of legislation established on their legal basis. This article constitutes the first step to develop the observations concerning development of legislation process in the Ministry of Internal Affairs of the Republic of Kosovo.

Celem artykułu jest analiza lobbingu w kontekście geograficznego zróżnicowania regulacji dotyczących tego rodzaju działalności. Dodatkowo podjęto próbę wskazania miejsca polskich regulacji w tym systemie oraz oceny realizowanych praktyk lobbingowych na tle międzynarodowym. Istotą przeprowadzonego badania jest zwrócenie uwagi na przestrzenne zróżnicowanie lobbingu, w tym społeczny odbiór tego typu działalności – swoistą geografię lobbingu i kierunki dokonujących się w tym zakresie zmian. Badane zagadnienia mają charakter interdyscyplinarny i dotyczą szeroko pojętych nauk spo- łecznych, w tym: ekonomii międzynarodowej, ale i geografii społecznej, teorii lokalizacji, socjologiczno-kulturowych aspektów funkcjonowania państw i działających na ich terenie podmiotów, kwestii etycznych etc. Opracowanie składa się z trzech części. W pierwszej przedstawiono istotę lobbingu we współczesnym świecie – strategie i metody oddziaływania na sferę legislacji. W drugiej zaakcentowano różnice między dwoma podstawowymi modelami realizacji i oceny działań lobbingowych – amerykańskim i europejskim. Następnie przedstawiono podstawowe zasady monitorowania lobbingu o charakterze uniwersalnym oraz konsekwencje regionalnego zróżnicowania postrzegania lobbingu dla metod prowadzenia monitoringu tej działalności w poszczególnych państwach. Polski model lobbingu omówiono w ostatniej części artykułu – zaprezentowano go przez pryzmat realizacji lobbingu w polskim parlamencie.

The aim of the article is to analyze lobbing in context of variety of lobbing regulations in various territories, as well as attempt to assess Polish regulation and practice. The nature of this research is paying particular attention on spatial differentiation of lobbing perception – the geography of lobbing and its dynamics. In the first part of the paper author presents the essence of lobbing in the modern world – strategies and methods of its influence on the legislation process. In the second part the stress is put on difference between two basic models of realization and assessment of lobbing – American and European. The essential principles of lobbing monitoring which are of universal character and the consequences of regional perception of lobbing monitoring in various states are presented later on. In the last section of the paper author shows Polish experiences in lobbing – Polish model of lobbing seen through Polish parliament.

Artykuł omawia przebieg prac legislacyjnych i programowych dotyczących spółdzielni socjalnych z ostatnich dziesięciu lat. Stanowią one nową formę prawną łączącą cechy spółdzielni pracy i organizacji pozarządowej. Zaprezentowane zostały analizy porównawcze wskazujące różnice pomiędzy tradycyjnymi spółdzielniami pracy a spółdzielniami socjal-nymi, jak również analiza poszczególnych faz zmian prawnych. Artykuł stanowi z jednej strony materiałanalityczny odnoszący się do dyskusji nad koncepcjami spółdzielczości socjalnej, z drugiej zaś stanowi opis procesu legislacyjnego odnoszącego się do polityki społecznej wskazującego wpływ sporów programowych na ostateczny kształt aktów praw-nych. W artykule zaprezentowano równieżkierunki dalszych prac i koncepcje działań programowych w zakresie spółdzielczości socjalnej.

Social co-operatives in Poland have a short but relatively rich history. It was ten years of legislative changes in response to challenges of reintegration of co-operatives and non-governmental organizations, the furthest from the labour market and combining legal forms of work. The latter is a legal essence of a social cooperative, which was inspired by Italian type B co-operatives. The context for these changes are reforms and debates on labour market and social assistance policies, especially in the context of Polish accession to the EU. After the initial period we are ready to assess social co-operatives movement in Poland and to propose new directions and legislative measures to improve its dynamics and other aspects important for the success of reintegration policy.
