This research study critically analysed the existing literature on municipal awareness relevancy of municipal councils’ service delivery for the purpose of enhancing citizen satisfaction. The purpose of the study is the investigation of citizen satisfaction level of municipal services through the use of municipal awareness. The Material and methods were carried out using secondary data and were meticulously and critically analysed to come up with reliable results. The study shows the relevance of the public awareness, citizen satisfaction and municipal council performance in Malaysia. It is evidence in the research that citizen consent is important before municipal services should be provided in the local community. The research study highlighted many discrepancies in many kinds of literature related to the existing research study, evidence-based analysis were carried out to buttress importance and significance of the related study to the research work. The literature was reviewed to ascertain the current happening in the area of municipal council service delivery. The study shows that many municipal councils in Malaysia provide adequate and satisfactory services to their citizens’. The results of the study also revealed that municipal awareness plays an important role on citizen satisfactions of municipal service delivery. It is also evident that adequate provision of services has direct bearing with municipal councils. The study concludes that municipal service delivery can be enhanced through citizen awareness campaign, to sensitise the local community on various aspects of service delivery including maintenance of the facilities provided. The study also concludes that local Authorities lack of awareness section affects their performance in service delivery process. The study recommends that municipal councils need to consults the citizen for their needs and wants; awareness campaign needs to be regularly carried out to maintain cordial relationship between local Authorities and their citizen; it is also recommended that municipal services should be delivered the needed services by the local inhabitants’ after duly consultation.

In the initial phase of the political transformation, the competence of the local authorities towards national and ethnic minorities were very dispersed, and the Polish law concerning its protection was only being created. In the early 90s, the officials of the municipal level in Gdańsk were being negatively assessed by the managements of the emerging unions and minorities’ associations, especially by the Germans, Tatars and Belarusians. The latter would even leave Gdańsk and move to Sopot, where the local authorities put them in a building, designed for non-governmental organizations, without charge for renting the premises. The situation had not changed until 1999, when the administrative reform was carried out, as a result of which the Pomeranian voievodeship emerged. The unions and minorities’ associations from the former Elbląg, Słupsk and Bydgoszcz voievodeships, have developed a good platform for cooperation with the local authorities that contributed to the creation of a new quality of communication and multifaceted cooperation including the establishment of partnerships with cities and municipalities in Germany and Ukraine. Currently, the attitude of the local authorities of the Pomeranian voievodeship, towards the unions and minorities’ association is very positive. Mayors, presidents and the Marshal of the Pomeranian voievodeship are trying to support (within the limits of the budgetary resources) the minorities in their cultural and educational incentives, in particular financing the minorities’ cultural festivals that are being continued.

The current economic crisis is the worst one in decades; it is surely the worst one the world has experienced since the Great Depression in the 1930s. Although it has affected countries with different positions in the global village in different ways and to different degrees, it has had worldwide consequences in most sub-systems of societies, including sport. These are hot issues in management and in everyday practice; still, relatively little attention has been paid to them within the social sciences. The objective of this paper is to close this gap by studying how the recent global economic crisis has affected sport. Two spheres of sport have been selected for analysis: mega sport events and grassroots sports. These two fields were chosen because of their social importance and because there is little scientific evidence about how they face and answer the challenges coming from the economic crisis. The topic is discussed from the theoretical perspective of the nexus of economy, politics, society, and culture. The methodological considerations refer to the lack of reliable sources for economic data related to sport. The results indicate that mega sport events have suffered less from the recession: there might be new actors, but the show goes on. The true loser is grassroots sport. Household impoverishment might lead to a decreased willingness of the individual practitioners to pay for sports goods and services and to a decreased contribution of volunteers working in sport. The funding models vary across countries, but generally both public and private funding has been reduced. In conclusion, it is underlined that no fields of sport have been left untouched by the current global economic crisis, but grassroots sports have suffered the most from it.

Institutions and institutional structures play an important role in the theory and research of processes involved in economic progress. The competitive position of territorial units depends on their effective performance, especially on the efficiency of local governments. Skills, qualifications and functional abilities of local authorities gain importance. In this context, creating and stimulating the economic growth locally is essential, because it equates with building the foundation of development processes in all areas of life. Our purpose was to evaluate the institutional efficiency of local authorities manifested by administrative decisions they take. The data submitted to our analysis consisted of appeals against decisions taken by local governments. The objective was to analyze the appeals filed to local government appeal boards and how they were examined in compliance with the binding law. The time period spanned the years 2007 to 2013. The analysis covered appeals lodged to the Local Government Appeal Board in Olsztyn.

The currently binding legal regulations in Poland have created a situation in which the debt of local authorities that has been dynamically growing over the recent years is now an instrument which serves the execution of investments which, at least as intended, are to enhance the development of local communities. Upon Poland joining the structures of the European Union, it was the local governments which became the biggest public investor; thus contributing not only to the development of respective regions but also the domestic economy as a whole. Even though the repayable liabilities facilitate an increase in the speed of the development, their negative consequences can make the debt an obstacle to local development. Local development involves the execution of respective undertakings, most frequently investments. It is extremely important tomake the process of creating the local government comprehensive and to make it consider all the aspects of the operation of a given local government. The development of each local government should be sustainable and permanent, thanks to which the needs of today’s generation can be satisfied at no expense to the future generations.

Zadłużenie, a więc najogólniej rzecz biorąc, zobowiązania podlegające zwrotowi, nierzadko w doniesieniach medialnych traktowane jest jako pojęcie o pejoratywnej konotacji i negatywny aspekt funkcjonowania samorządów, zarówno regionalnych, jak i lokalnych, to jednak ze względu na przeznaczenie, przede wszystkim na finansowanie przedsięwzięć inwestycyjnych, w literaturze z zakresu prawa finansowego oraz ekonomii jest przedstawiane w zdecydowanie lepszym świetle. Jego występowanie w gospodarce finansowej jednostek samorządu terytorialnego (JST) nie stanowi przejawu nieprawidłowości występujących w procesie gospodarowania, a jest wręcz wyrazem prorozwojowej polityki władz lokalnych oraz regionalnych. Ograniczone zasoby finansowe samorządu spowodowały, że realizacja inwestycji, będących niezwykle ważnym stymulatorem rozwoju lokalnego, wymaga sięgania po zwrotne źródła finansowania. Obowiązujące regulacje prawne oraz możliwości pozyskiwania środków z funduszy Unii Europejskiej (UE) spowodowały, że dynamicznie rosnący w ostatnich latach dług JST służył przede wszystkim realizacji przedsięwzięć inwestycyjnych, które przynajmniej w zamierzeniach mają służyć rozwojowi wspólnot lokalnych. Włączenie Polski w struktury zjednoczonej Europy spowodowało, że to właśnie samorządy stały się największym inwestorem publicznym, przyczyniając się tym samym do rozwoju nie tylko poszczególnych regionów, ale również całej gospodarki krajowej. Realizacja poszczególnych przedsięwzięć inwestycyjnych budzi czasem zastrzeżenia i obawy, niemniej z samego założenia mają one służyć zarówno rozwojowi danych samorządów, jak również poprawie jakości życia ich mieszkańców. Mając na względzie te argumenty, zawarty w literaturze przedmiotu pozytywny obraz zadłużenia samorządowego jest uzasadniony. Istnieje jednak dość pokaźna luka w zakresie analizy aspektów negatywnych, jakie bez wątpienia występują.

The article presents the issues related to the appointment or dismissal of municipal bodies in the supervisory proceedings. In his article, the author discusses the changes that have taken place since 1990 as a result of the change in the self-governmental system, and he analyses them from the perspective of the bodies elected in direct elections. He also emphasises the need to discuss potential changes that would prevent serious and recurring breaches of the law on the part of municipal bodies.

Objectives: In the article a comparative research of the participatory budgeting systems at the local level in Poland and Ukraine was carried out. Research Design & Methods: The objects of the study were ten cities of the specified states (five from each country). In the case studies, systemic analysis of legislations of Poland and Ukraine in public finance sphere connected with participatory budgeting were used as well as quantitative analyses of budget resources directed at supporting participatory budget. Using this approach gave us the opportunity for complex research of participatory budgeting mechanism in both countries. Findings: As a result of the research, the peculiarities (differences) of the practice of using participatory budgets as tools of direct democracy at the Ukrainian and Polish cities’ level were specified. On this basis, the authors outlined obstacles for the efficient use of participatory budgets based on the experience of the two countries, formulated guidelines and standards in compliance with which it would be possible to implement quality participatory budgeting into practices of the cities’ public administration. Implications / Recommendations: This article indicates the need to conduct analyzes of participatory budgets to draw conclusions and effectively use this tool in the future. Contribution / Value Added: This research builds knowledge about participatory budgeting by analysing the use of this instrument of direct democracy in two different countries (Poland and Ukraine), which are at different level of EU integration an may help effectively plan and implement participatory budgeting in different national contexts.

Local authorities are central actors in the governance of European intermediate urban regions. In this paper, we propose a methodology to analyse the fragmentation of local authorities within 119 urban regions. We tested several European databases to create indicators of fragmentation and to develop a typology of fragmentation within cities. Our results show that the Eurostat Cities programme gives a consistent spatial definition of urban regions and that their fragmentation is mainly influenced by national contexts. The developed methodology is a contribution to the debate on territorial reforms and urban governance transformations.

The phenomenon of opposition is the easiest to notice and most frequently analysed at the national, parliamentary-government level. However, it is also to be met at lower levels of power, for example in local, regional authorities. Among those we can distin-guish communes, not least because of the monocratic executive body, elected in a direct way. The article analyzes the current institutional and legal solutions as well as the actual ones, which have a significant impact on the development and institutionalization of the opposition at the lowest level of regional authorities. The analysis confirmed the accepted thesis, according to which the existing constitutional arrangements for the municipalities in Poland are not conducive to the formation of the opposition in local authorities and their adverse impact is reinforced by the specific conditions of local governments.

Environment of public administration is built by many subjective and objective elements among which the most important is human being and communities created by him/her. They are the reason of public administration existence which is establish in order to fulfill social needs resulting from the people’s coexistence in communities. The concept of human dignity, consider as normative rule or value which always should be taken into consideration by public administration, is insep­arably linked with the concept of human being treated as an individual or as apart of community. Public administration cannot act where human dignity is violated and is obliged to act when human dignity is in danger. Protection of human dignity should always be fundamental feature of public administration activities.

Samodzielność finansowa jest rozpatrywana jako podstawowy instrument samorządności. Zagadnienie potraktowano w ujęciu dynamicznym oraz strukturalnym. Celem badań była ocena zmian stopnia samodzielności finansowej jednostek samorządu terytorialnego. Najwyższy jej poziom występuje w miastach na prawach powiatu, najniższy natomiast w województwach samorządowych oraz powiatach. W gminach jest on przeciętny, ale są one wyraźnie pod tym względem zróżnicowane. Gminy miejskie oraz te zlokalizowane wokół dużych miast charakteryzują się znacznie wyższym stopniem samodzielności finansowej od gmin wiejskich, które są oddalone od ośrodków miejskich.

Financial independence is considered to be a crucial instrument of self-governance. This issue is treated in a dynamic and structural approach. The aim of the research was the evaluation of the level of changes in local government units' financial independence. The highest level of independence is found in the cities with poviat rights, whereas the lowest is found in self-governing voivodeships and in poviats. In the communes, the level is average, but there are big differences between them in this aspect. The urban communes and those situated near big cities have a much higher level of financial independence than rural communes, situated far away from major cities.

Celem artykułu jest poszukiwanie przyczyn sprawności samorządów lokalnych w wykorzystywaniu funduszy pomocowych jako wyniku funkcjonowania w regionach o wyższym poziomie społeczeństwa obywatelskiego, które nadaje specyficzną strukturę działaniom zbiorowym i indywidualnym, podejmowanym dla zaspokojenia potrzeb społeczności lokalnych i realizacji celów zbiorowych. Postawiona teza dotyczy uwarunkowanej kulturowo zdolności do samoorganizacji, społecznego współdziałania, stopnia zaufania do otoczenia, tworzących kapitał społeczny w poszczególnych regionach, jako czynnika warunkującego sprawne działanie instytucji na przykładzie zdolności samorządów gminnych do wykorzystania środków z programu SAPARD. Autorka określa operacyjną definicję sprawności władz samorządowych w pozyskiwaniu środków z funduszy pomocowych oraz bada regionalne zróżnicowanie tej sprawności w Polsce, wykorzystując przy tym 9 wskaźników.

"The article deals with determinants of efficient absorption of European Union's structural funds by local authorities entities. It focuses on factors connected with civil society that distinguish different regions. As it was broadly recognized and explored, the ""basis of civil society is the social capital of a region. Social capital includes networks and relationships between people that transmit their shared attitudes and values and therefore influences on structures of common initiatives undertaken by individuals and different groups in order to fulfill local societies' needs. The author studies to what extent social capital of different regions conditioned by cultural factors influences institutional efficiency of local authorities in Poland in relation to absorption of pre-accession fund SAPARD."

The climate policy is currently one of the most discussed issues in Central and Eastern Europe. Carbon neutrality, declared by European Union countries to be achieved until 2050, is going to be particularly difficult for such large countries as Poland in the said region. In this paper we focus on the issues related to investments in air and climate protection with particular consideration of the Polish conditions on the level of local government and underline importance of the local government unit of Polish poviat as a convenient area for investment-related cooperation of municipalities, aiming at energy transition of these units into areas friendly for both inhabitants and climate. The research problem is to define most important changes faced by local authorities to implementing in local climate policy. This paper also presents thoughts on development of the idea how to plan local investments to be used in order to achieve energy transition in Poland, it also includes an empirical analysis of investment activity of local authorities in the years 2010–18 in terms of air and climate protection in the poviat of Jędrzejów situated in the Świętokrzyskie Voivodeship. The considerations included in the research part of the paper were based on results of analyses of local documents, financial reports of local governments being analyzed and information contained in publicly available statistical data.

The absorption of exogenous factors represents one of the main components of local development governance (LDG). Today, in many countries, it is facilitated by numerous supra-local determinants. It primarily refers to these countries where local governments take advantage of the financial support of the EU. This absorption, however, experiences occasional failures which have various reasons and effects. The article presents the results of research in this subject matter conducted in Poland. They were carried out in two phases. The first covered participant observations performed in the period 2000-2014 in 61 Polish municipalities, aimed at the identification of the a.n. failures characteristics and their typical patterns. The second focused on determining the prevalence and reasons for these patterns occurrence in local development governance of Polish small towns. Long personal interviews, conducted in 2014 with the mayors of 46 such towns, were used in its course. The article is concluded with recommendations related to the improvement of local and supra-local governance of local development and focused on the reduction of the number and consequences of absorption failures.

The conference was held on 9 October 2019 at the Independence Museum in Warsaw. It brought together researchers of the local authority in the interwar period from around the country. The lecturers presented issues regarding political, social, economic and legal aspects of the local government under the Second Republic of Poland, but also its representation in the modern education. References to the functioning of administration of this kind in Czechoslovakia were also made.

Aplikacja ta posiada wszystkie niezbędne funkcjonalności pozwalające na zarządzanie kluczami i certyfikatami w połączeniu z technologiami bazodanowymi.

The appropriate internet application has been proposed, which significantly simplifies the deployment of SSL technology. The application has all the necessary functionality to manage keys and certificates, in conjunction with database-technologies.

W artykule omówiono sposób (metodę) prowadzenia przez władze samorządowe polityki lokalnej w małym mieście na przykładzie Uniejowa. Charakterystyki tego zagadnienia dokonano w oparciu o zaprezentowany przez J. Regulskiego schemat kreowania w mieście polityki lokalnej. Tym samym autorki skoncentrowały się przede wszystkim na identyfikacji wizji i celów prowadzonej w Uniejowie polityki lokalnej, przedstawieniu przyjętej przez władze lokalne strategii, w tym etapów jej powstawania i zastosowanych narzędzi oraz analizie podjętych działań, które w założeniu służą realizacji przyjętej wizji rozwoju. Ponadto, w artykule podjęto badania społeczne, których celem była identyfikacja i ocena stopnia zadowolenia mieszkańców miasta oraz odwiedzających go turystów z prowadzonej przez władze polityki lokalnej.

The article discusses the way (method) carried out by the local authorities in local politics in a small town on the example of Uniejów. The characteristics of this problem is based on the scheme presented by J. Regulski creation in local politics. Thus, the author focused primarily on the identification of vision and goals pursued in Uniejow local politics, the presentation adopted by the local authority strategies, including the stages of its formation and the tools used and the analysis of the action taken in assuming pursue the adopted vision of development. In addition, the article discusses the social studies whose objective was to identify and assess the degree of satisfaction of residents and tourists from visiting him pursued by the authorities of local politics.

Due to the growing importance of local pro-development attitudes and non-governmental organizations for development, it is important to look at their activities in different subregions. In this work the author presents the results of research carried out in the Leszno subregion on the presence of elements of social capital, the organizational and financial sustainability of NGOs, and their cooperation with public administration in the context of their impact on local development. In addition, through a comparative analysis of selected issues, it recalls the good practices of NGOs in Switzerland which, because of the long tradition of their operation and the experience gained, can also be used in Polish settings.

The paper describes the role of local authorities of poviat and commune level in the Second Republic of Poland in the area of widely understood support for the functioning of education system in common schools in rural areas in the period between 1918-1939. The paper outlines the main rules of the functioning of local authorities, paying attention to its democracy between 1918-1926 and its drastic distortions and restrictions introduced by the political camp of Marshal Józef Pilsudski, particularly between 1933-1939 when the reform of local authorities was introduced in a way that it could be beneficial for this political camp. The subsequent part of the article presents, among others, forms of cultivating the memory about the teachers who fought for the Polish education under foreign occupation.

Artykuł przedstawia problematykę prawnych i faktycznych warunków realizacji mandatu radnego gminy. Omawiane zagadnienia dotyczą pojęcia mandatu radnego, procedury jego uzyskania, a także uprawnień i obowiązków ciążących na osobie piastującej to stanowisko. Szczegółowej analizie zostały poddane regulacje prawne ochrony stosunku pracy radnego mające zapewnić stabilność zatrudnienia u dotychczasowych pracodawców i wyeliminować próby wpływania na decyzje radnego w potencjalnych głosowaniach. Kolejnym problemem, na jaki autor zwrócił uwagę, to są zakazy i wyłączenia gwarantujące transparentność działalności radnych. Celem tych przepisów jest unikanie nadużyć związanych z zajmowanym stanowiskiem i zapobieganie konfliktom interesów. Ustawodawca wprowadził regulacje wskazujące, jakie stanowiska nie mogą być łączone z mandatem radnego. Nie wszystkie normy o charakterze incompatibilitas są wolne od wad, co zostało wskazane w treści artykułu. Przedstawione fakty dowodzą, jak ważną rolę pełni radny gminy i jak wiele obowiązków na nim spoczywa. Wyborcy oddający głos na swojego kandydata oczekują, aby kierował się dobrem swojej wspólnoty samorządowej i nie sprzeniewierzył się obietnicom, jakie przedstawił w programie wyborczym.

This article presents a legal problem in the implementation of the mandate of the commune councilor. A thesis contains fundamental data about obligations and prerogatives of local authorities. The work explains the principles of employment commune councilor in local government. The article contains information about the impact of the decisions in the voting councilor. Another problem is the ban on and off to ensure the transparency of the activities of councilors. The main purpose of these rules is to avoid misuse of the position held and prevention of conflicts of interest. The legislator has introduced regulations about which position can not be combined with the mandate of councilor. Not all standards of an incompatibility are free from defects as indicated in the article. The facts demonstrate the important role of councilor. The electorate expects councilor will head for the good of their community and not disappoint their voters.
