Particular scientific disciplines focus on issues related to the financial autonomy of municipalities, but still interdisciplinary approach of research is completely unique or even missing. Political science overshadowed this topic in the past and other topics dominated political research (mainly in the Czech Republic). Nevertheless, it is evident that there is a close relationship between the political and financial autonomy because the allocation of funds is a purely political decision. The aim of this paper is to contribute to the construction of financial autonomy's relation to political science and clarify the relationship of local autonomy and local democracy. The political science is viewed through the prism of Alker, Berg-Schlosser and Stamenn and Raymond Aron's primacy of politics. Th is text is patterned on partial knowledge about the financial aspects of the research project on municipal autonomy in the political system of the Czech Republic supported by the Grant Agency of the Charles University and is composed on the basis of the research of the theoretical literature of various social science disciplines and the study of research team around K. Verhoest.

The article presents the history of decentralisation reforms in Ukraine beginning with the last decade of the 20th century until the end of the year 2021, with a special focus on the territorial-administrative reform implemented in 2015–2020. The level of local autonomy in Ukraine is compared to the local autonomy index in other European countries, which was created on the basis of the same methodology.

Artykuł przedstawia historię reform decentralizacyjnych w Ukrainie od początku lat dziewięćdziesiątych XX stulecia do końca 2021 r., ze szczególnym uwzględnieniem reformy terytorialno-administracyjnej przeprowadzonej w latach 2015–2020. Poziom autonomii samorządów lokalnych w Ukrainie odnoszony jest do stworzonego na podstawie identycznej metodologii wskaźnika autonomii lokalnej w innych krajach europejskich.

The subject of the study is to present the concept of local autonomy from a historical and comparative perspective. The work will analyze the provisions of Roman law and Polish law. The work also includes references to the solutions in other selected legal systems. The basic assumption of the author is to accept the hypothesis that the autonomy of ancient municipalities was much wider than today. This was undoubtedly due to a different concept of the state.

Przedmiotem opracowania jest przedstawienie koncepcji autonomii lokalnej z perspektywy historyczno-porównawczej. W pracy zostaną poddane analizie przepisy prawa rzymskiego oraz prawa polskie. Znajdują się w niej również odniesienia do rozwiązań obecnych w innych wybranych systemach prawnych. Podstawowym założeniem Autora jest przyjęcie hipotezy, że autonomia antycznych municypiów była znacznie szersza niż to jest obecnie. Wynikało to niewątpliwie z odmiennej koncepcji państwa. Współczesne państwo dąży do pełnej kontroli nad organizacją społeczeństwa. Państwo rzymskie ograniczało się do podejmowania takich działań, które były konieczne. Tym samym zasada pomocniczości w starożytności była lepiej realizowana. Interwencja organów centralnych ograniczała się zasadniczo do realizacji takich zadań, które przekraczały możliwości lokalnej społeczności. Obecnie to władza centralna decyduje o formie i zakresie samorządów.
