In accordance with the legal regulations in Poland, local government administration is obliged to share responsibility for ensuring public order and security. However, the law does not take into account an appropriate system of preparation of the local government administration which emerges from democratic elections, to implement the statutory obligations to ensure this security. Due to the above, the role of the Police Academy in Szczytno in the support of local authorities in the implementation of tasks in the field of ensuring security and public order remains extremely important. The scope of this support should concern, among other things, the organisation of course trainings, the development of methodologies, instructions and training courses for the e-learning method, and other materials in the field of subject security, and to support local authorities in organising conferences and seminars. The above proposals to support local government administration by the Police Academy in Szczytno would result in the use of uniform forms and principles of training, and would allow for the coordination of this training at the level of municipalities and counties. The above would allow for more effective integration of all elements of the internal security system in the area of security and public order, would improve the organisation of cooperation and coordination of activities, and thus would consistently improve the efficiency of operations.

In order for the local administration to satisfactorily fulfil its tasks, its functioning needs to be constantly perfectioned. Ideally, the modernisation should relate to an established pattern of good offices of the local government. The article presents the efforts made at the Urząd Miasta Częstochowy in order to improve management, by applying the Institutional Development Program.

Changes that take place in social and media space on the local level indicate a weakening position of media. Current sources of media power start to be increasingly taken over by new political actors. Participants of the media market as well as actors active in social space acquire new competences, which were previously characteristic only of journalists. The balance of forces, relations as well as interrelations between media and politics starts to create a new form of partnership and cooperation. This gradually leads in consequence to the codependency of media and politics in financial and organizational aspects. This raises a question of how public institutions, including those of the local level, can find themselves in the existing reality? Do they have a chance to pursue their information and communication functions? And finally, does the mediatization of a local political scene allow for the individual shaping of the relations of the local government with its social environment and building a reputation?

In this article both of authors present definition and assumption of “Elektroniczne Zarządzanie Do­kumentacją” ICT system (Electronic Management of Documentation). First part of the article de­scribes legal definition of EZD as well as tasks, which are anticipated by this ICT system. Second part of the article sets out implementation of EZD to local government administration, including technical, financial and organizational site of the implementation.

The conference was held on 9 October 2019 at the Independence Museum in Warsaw. It brought together researchers of the local authority in the interwar period from around the country. The lecturers presented issues regarding political, social, economic and legal aspects of the local government under the Second Republic of Poland, but also its representation in the modern education. References to the functioning of administration of this kind in Czechoslovakia were also made.

Among the constitutional sources of the law of the commonly binding law, the legislature has also included acts of local law. They fall within the scope of the executive regulations for categories of sub-statutory acts and can only be issued on the basis of and within the limits of the statutory mandate, but without explicit “executive” character in relation to statutory regulations, as is the case with implementing regulations. The specificity of local acts is expressed in the fact that they are acts of lawmaking of a universally binding nature, but they are issued by public administration bodies rather than by legislative bodies. Their establishment is an expression of the so-called decentralization of lawmaking. The legislator authorizes local government bodies to act as local authorities, as well as the voivodeship and local government bodies of the non-self-government.

Pośród konstytucyjnych źródeł prawa powszechnie obowiązującego ustawodawca umieścił również akty prawa miejscowego. Należą one wraz z rozporządzeniami wykonawczymi do kategorii aktów podustawowych, a wydawane mogą być jedynie na podstawie i w granicach ustawowego upoważnienia, lecz bez wyraźnego „wykonawczego” charakteru w stosunku do regulacji ustawowych, jak to ma miejsce w odniesieniu do rozporządzeń wykonawczych. Specyfika aktów prawa miejscowego wyraża się w tym, że będąc aktami stanowienia prawa o charakterze powszechnie obowiązującym, są one wydawane przez organy administracji publicznej, a nie organy ustawodawcze. Ich stanowienie jest wyrazem tzw. decentralizacji prawotwórczej. Ustawodawca uprawnia do stanowienia aktów prawa miejscowego organy samorządu terytorialnego, a także wojewodę oraz terenowe organy rządowej administracji niezespolonej.

The article presents selected issues related to building the institutional capacity of Polish cities in light of contemporary challenges in the field of urban renewal and improving the quality of urban space based on attracting human, social and creative capital. The research purpose is the identification and characterization of the main features and problems of the functioning of the urban institutional system in Polish realities, in which the integrated territorial approach, participation and effective implementation of learning processes should constitute the essential elements of the innovative institutional potential of urbanized units. One of the important research findings presented in the article is the statement that strengthening the institutional capacity of Polish cities by building different organizational forms, characterized by decentralization, multifaceted management, networking, innovation, creativity and an eco-friendly approach, sets the framework for a new urbanity.

W artykule przedstawiono wybrane zagadnienia dotyczące budowania zdolności instytucjonalnej polskich miast w świetle współczesnych wyzwań w zakresie odnowy miast oraz poprawy jakości przestrzeni miejskiej opartej na atrakcyjnym kapitale ludzkim, społecznym i kreatywnym. Celem badawczym jest identyfikacja i charakterystyka głównych cech i problemów funkcjonowania miejskiego systemu instytucjonalnego w polskich realiach, w którym zintegrowane podejście terytorialne, partycypacja oraz skuteczna implementacja procesów uczenia się stanowić powinny zasadnicze elementy innowacyjnego potencjału instytucjonalnego jednostek zurbanizowanych. Jednym z istotnych wniosków badawczych zaprezentowanych w artykule jest stwierdzenie, iż wzmocnienie zdolności in stytucjonalnej polskich miast poprzez budowanie odmiennych form organizacyjnych, charakteryzujących się decentralizacją, wielopłaszczyznowym zarządzaniem, usieciowieniem, innowacyjnością, kreatywnością i podejściem eco-friendly, wyznacza ramy nowej miejskości.

In this study, the issue of the efficiency of functioning of local government institutions was taken up. The efficient operation of a local government administration office has a significant impact on the development of the local community and satisfying the needs of its residents. The aim of this article is to measure and assess the potential institutional efficiency of municipal offices in the Świętokrzyskie province [voivodeship]. The article uses the institutional analysis method. The research results indicate that the municipalities of the Świętokrzyskie province are characterized by low institutional efficiency, especially in such areas as the provision of public services and the management of human resources. The most favorable situation occurred in the areas of strategic and financial management as well as in social participation and the stimulation of social development.

W niniejszym opracowaniu podjęta została problematyka sprawności działania instytucji samorządowych. Sprawne działanie urzędu administracji samorządowej wywiera istotny wpływ na rozwój wspólnoty lokalnej oraz zaspokojenie potrzeb jej mieszkańców. Celem artykułu są pomiar i ocena potencjalnej sprawności instytucjonalnej urzędów gmin miejskich województwa świętokrzyskiego. W artykule wykorzystano metodę analizy instytucjonalnej. Wyniki badań wskazują, że gminy miejskie województwa świętokrzyskiego charakteryzuje niska sprawność instytucjonalna, szczególnie w takich obszarach, jak świadczenie usług publicznych oraz zarządzanie personelem. Najkorzystniejsza sytuacja była w obszarach: zarządzanie strategiczne i finansowe oraz partycypacja społeczna i stymulowanie rozwoju społecznego.
