The observed lack of conformity between the population measured by category of registration for permanent residence and the actual population is on the one hand a consequence of the limitations connected with public statistics and on the other it is the result of increasing temporary spatial mobility. Beside the scale of this phenomenon, its spatial dimension is particularly significant as, together with official statistics concerning population inflow and outflow, it defines the real intensity and directions of migration.The basic objective of this study was to examine the scale and conditions connected with the shaping of spatial diversities between the size of registered and actual populations. The analysis was conducted, above all, in relation to economic factors creating these differences. The analysis was carried out in relation to the units of LAU2 level in Poland.The conducted analysis indicated that economic and education-related conditions played an important role in the shaping of temporary registered migration. This also confirmed the existence of a link between temporary registered migration and human capital as well as the level of economic development of particular regions. Spatial structure of temporary registered migration was similar to non-registered migration structure. Thus, it may help define general directions of informal population migration.

The main way of citizen’s participation are elections. Elections at local level, especially to local government, are very important for contemporary democracy. The key issue for developing democracy is activity of citizens which is very often called as civil society. Hence, the aim of the article is to find what is the citizen’s participation at local level. The most popular form of activity at local level are: inhabitant consultation; country meeting; district meeting; local referendum. Supporters of SLD (39% of them) declared participation in country meetings. In other parties this indicator was at lower level, for example in PSL (33,3%) and PiS (28%). It looks different when the question is related to participation in an inhabitant consultation. In this case, the majority of supporters of PO (29,6%) take part in this kind of activity. Similar percents are in Ruch Palikota (29,6%) and PSL (29,3%). Supporters of PiS (28,8%) and PO (27,8%) attend actively in local referendum. To sum up, we can conclude that the participation at local level is not very optimistic or pessimistic. Unfortunately, we are not able to indicate clear conclusions, but only find some helpful notes for a further research. Presented study allows us to find many positive aspects and encourage us to continue this subject.

The study of integration policies at the national level of individual countries has been dominant for a long time in Europe. There has been an outstanding set of comparative studies of national integration policies of immigrants. In recent years studies of integration process at the level of cities and municipalities have gained growing interest among researchers. While the European Union started its integration policy in 2003 multi-level governance in this area has become clearly relevant. In this model all three levels: European, national and local have started to play an important role in the development of frames and goals for the European approach to integration of third country nationals. This article aims at presenting the growing role of local level in integration policies and cooperation of cities’ networks with European institutions. In the new model of governance cities have started to evaluate and exchange their practical knowledge in integration policies with the European institutions by bypassing the national level.

As part of the research you can use a wide range of methods, techniques and research tools. The publication aims to popularize the method of triangulation in research on local security. The author describes the characteristics and advantages triangulation method over other methods in studies of local security.

Artykuł dotyczy wielopoziomowego zarządzania polityką integracji migrantów w miastach. Celem artykułu jest analiza relacji różnych aktorów w kontekście wielopoziomowego zarządzania polityką integracyjną, w szczególności oddziaływania transnarodowej polityki UE na aktorów szczebla lokalnego (proces by-passing national level). Tekst zwraca uwagę na wzajemne powiązanie poziomów polityki i obecność aktorów w wielu rolach w procesie tworzenia polityk integracji imigrantów. Procesy te skutkowały odgórnym transferem celów polityki. Artykuł zwraca również uwagę perspektywę odwrotną i pokazuje, jak oddolne inicjatywy polityczne wzmacniają pozycję miast jako ważnych graczy w wielopoziomowym zarządzaniu, zarówno indywidualnie, jak i zbiorowo.

This paper analyses the role of the cities in the multi-level governance of integration policy. The goal was to analyse the relations of diverse actors in a multi-level governance context and the direct impact of the transnational EU policy to local level actors (that also bypassed the national level). We show how the interconnection of policy levels and the presence of actors in many roles in the process of developing immigrant integration policies resulted in the top-down transfer of policy goals. We also highlight the converse perspective and demonstrate how bottom-up policy initiatives strengthen the position of cities as important players in the multilevel governance, both individually and collectively.
