The fall of communism in Central and Eastern Europe imposed not only a transition towards a new regime, but also the reconstruction of the democratic institutions. That meant, as Peter Mair puts it, that the firsts to come to power had the great advantage of shaping the administration and government agencies for their own benefit. This consequently led to establishing clientelistic networks and party patronage by spoiling offices. At the same time, the new post-communist democracies had to transform themselves, from a totalitarian regime with a unique party which controlled merely every aspect of politics and society, into pluralistic societies with multiparty systems. That also meant that the political actors had to win their positions through an open and democratic electoral process, thus having to create electoral linkages in order to secure their sits. Many local political figures in post-communist Romania interpreted this new situation by buying the votes and by establishing clientelistic linkages, based on offering various goods, favors or social security benefits in the exchange of the vote and of the electoral support. These practices led to the emergence of powerful local political elites, with increased popular support and significant influence in the party structure due to their electoral linkages, the so-called local barons. This paper seeks to explore the connection between such local electoral clientelistic networks and the populist approach employed by the respective local political elites.

Artykuł jest poświęcony roli lokalnej elity politycznej w procesie rozwoju lokalnego, przedstawionej na przykładzie trzech gmin. Autorka koncentruje uwagę na związku pomiędzy świadomością społeczno-gospodarczą radnych a strategią rozwoju gminy. Rozważania autorki sprowadzają się do konfrontacji pomiędzy subiektywnie postrzeganymi przez lokalnych decydentów słabymi i mocnymi stronami badanych gmin, strategią ich rozwoju oraz kierunkami podejmowanych działań. Analiza strategii rozwoju w trzech gminach ukazuje odmiennie podejście do planowania strategicznego, wynikające z różnych postaw radnych wobec kreowania postępu gospodarczego, które mają zasadniczy wpływ na funkcjonowanie układów lokalnych.

The article is devoted to the role of the local political elites in the process of local commune (gmina) development. The research was made in three municipalities that differ in terms of economic development and their location on the territory of Poland. The author discusses the relation between the social-economic awareness of the councillors and the commune development strategy. She confronts the strengths and weaknesses of the municipalities in question as perceived by the local decision-makers with their communal development strategies and the course of action undertaken. The analysis of the development strategies of the three communes shows different approaches to strategic planning that result from differing attitudes of the councillors towards the creation of economic progress which, in turn, have a fundamental influence on the functioning of local structures.

Celem niniejszego artykułu jest przedstawienie zagadnienia przywództwa politycznego na szczeblu lokalnym. Rozważania rozpoczynają się zatem od wyjaśnienia znaczenia przywództwa politycznego, aby następnie zaprezentować jego wymiar lokalny. Ponadto wśród analizowanych kategorii badawczych znajdują się podstawowe czynniki, które kształtują przywództwo polityczne w samorządzie terytorialnym wraz z cechami, charakteryzującymi liderów lokalnych. Artykuł przedstawia także typy przywództwa, które występują w samorządzie terytorialnym, aby na tej podstawie wskazać z jakim modelem przywództwa mamy do czynienia w konkretnych państwach na świecie. Pracę zamykają konkluzje, które odnoszą się do wyznaczników dobrego oraz efektywnego przywództwa w samorządzie lokalnym.

The purpose of this article is to present the issue of political leadership at the local level. The article therefore begin by explaining the importance of political leadership, and then present its local dimension. Moreover, among the categories of research analyzed are key factors which shape political leadership in local government, together with features which characterize local leaders. It is worth noting that the article also shows the types of leadership which exist in local government, and on this basis, identify what model of leadership we have in specific countries around the world. The article closes with conclusions relating to the determinants of good and effective leadership in local government and the role of local leaders.

Who do we count among the local political elite - who are the people who participate in making decisions on important matters for the local community and decide about its de-velopment and future. Analyzing these issues in my considerations I make a general reflec-tion of the problem, as proposed in the title of this article – Political elites in the local of government structure.
