The paper presents the creation and functioning of civil service in the period of Second Polish Republic. The development of a new model of public administration was a major task in the process of unification of the legal system in Poland after the partition era was over. The administrative staff urgently needed an overhaul. The first legal regulations concerning the situation of civil servants in the newly reborn Polish state were adopted before Poland officially regained independence. In the period between the Wars, two chief legal acts were in force: the rescript of the Regency Council of the Polish Kingdom (11 June 1918) and the Act on State Civil Service (17 February 1922). Both regulations contained what now is referred to as the rules of good administration. The system of civil service in Poland of the time featured very innovative solutions, having much relevance even today.

Artykuł opisuje powstanie i funkcjonowanie służby cywilnej w okresie II Rzeczypospolitej. Konstruowanie nowego modelu administracji publicznej było jednym z głównych zadań na drodze do unifikacji systemu prawa w Polsce po okresie zaborów. Pilnego rozwiązania wymagała problematyka kadr urzędniczych administracji publicznej. Pierwsze regulacje prawne dotyczące sytuacji urzędników Pierwsze regulacje prawne dotyczące sytuacji urzędników odradzającego się Państwa Polskiego zostały wydane jeszcze przed oficjalnym odzyskaniem niepodległości. W okresie międzywojennym obowiązywały kolejno dwa główne akty prawne regulujące przedmiotowa materię. Był to Reskrypt Rady Regencyjnej Królestwa Polskiego z dnia 11 czerwca 1918 r. oraz ustawa o państwowej służbie cywilnej z dnia 17 lutego 1922 r. W treści obydwu regulacji znalazły się postanowienia uwzględniające reguły określane współcześnie mianem zasad dobrej administracji. Na system służby cywilnej w II RP składały się rozwiązania ówcześnie bardzo nowatorskie i zachowujące aktualność do dnia dzisiejszego.
