Assessing the Efficiency of Investment Fund Management Using Quantile Risk Measures

The aim of the research is to compare the efficiency of managing selected Polish investment funds in various phases of stock market condition. The Value at Risk (VaR) and Conditional Value at Risk (CVaR) is used to construct efficiency ratios of fund management. Those funds investing in financial instruments have the most stable expected rate of return and the lowest risk, in all the analysed periods which made them highly effective. The article also discusses the alternative methods to VaR and CVaR estimation which are used in the study. It is noted VaR and CVaR estimates obtained using backtesting and using APARCH models give similar results.

Celem artykułu jest przedstawienie sposobów pomiaru jakości i efektywności funkcjonowania instytucji publicznych i procesów rządzenia. Wskaźniki zaprezentowane w tekście, przygotowane przez niezależne, międzynarodowe organizacje, posłużyły do opracowania rankingów krajów, pozwalających na identyfikację różnic w jakości sprawowania władzy przez polityków. Artykuł prezentuje najbardziej popularne wskaźniki, za pomocą których dokonano oceny omawianego zjawiska w Polsce, na tle państw członkowskich UE. Polska zajmuje w tych zestawieniach bardzo niską lokatę, co potwierdza złą jakość zarządzania krajem. Umocnienie polskiej pozycji w strukturach UE wymaga przeprojektowania instytucji publicznych, reform ekonomicznych i naprawy życia politycznego.

The focus of the article was to describe the process of measurements due to the quality and efficiency of public institutions and government. The indicators described in the text, created by independent international organizations, were used to elaborate country rankings, which helped to identify the differences between quality of government processes. The article presents the most popular indexes, which estimate the scale of this phenomenon in Poland against the background of the European Union. Poland is placed on very low position in this comparison, which means the country is wrongly managed. Strengthening of Poland's position in the European Union structures requires redesigning of many public institutions, economic reforms, and "remedying" political life.

Modern management process may be viewed as one constant series of decision making and creation of conditions for effective decision realization. In the process of organizing it is important to verify the organization effectiveness and implement corrections in order to maintain or increase this effectiveness. For the purpose of situation diagnosis and improvement of organization's results, the three-efficiency-levels approach is used (organization level, process level, workstation level). Degree of decision effectiveness (efficiency) will depend on rationality of the problem solving process. Therefore, it is necessary to determine the primary and supporting goals as well as strategies for their realization and to take care of the quality of organization's internal activities, which includes full readiness for cooperation and flexibility towards changes.

Po rozpoznaniu niektórych problemów, które wynikają z posługiwania się niezwykle niejasnym pojęciem „współzarządzania”, autor artykułu proponuje roboczą definicję tego pojęcia oraz odróżnia „współzarządzanie” od innych sposobów koordynacji aktywności społecznej, prowadzonej w warunkach określonych przez wzajemną współzależność. Wzrost zainteresowania współzarządzaniem jest wyjaśniany stale rosnącą kompleksowością życia społecznego i poszukiwaniem mechanizmów, które pozwalają radzić sobie z nią. Jakkolwiek kompleksowość generuje potrzebę ustanawiania mechanizmów współzarządzania, stoi zarazem na przeszkodzie wspólnemu rządzeniu. W rezultacie powtarzane są nieudane próby rozwiązania problemu, przez promowanie to jednej, to innej z form współzarządzania. Wywołuje to cykle modulowania form i funkcji współzarządzania. Te wysiłki opisane są w artykule jako „metarządzenie”, które także okazuje się zawodne. W tym kontekście są omówione trzy alternatywne sposoby reagowania na cykle niesprawności współzarządzania oraz sformułowana zostaje propozycja takich samorefleksyjnych mechanizmów współzarządzania, które wzmacniają demokratyczne i społecznie kontrolowane podejmowanie decyzji. W zakończeniu autor podkreśla znaczenie „dobrego rządzenia” jako teoretycznego paradygmatu, mimo że jako praktycznopolityczny paradygmat koncept ten może przesłaniać słabości współzarządzania.

After exploring some of the problems involved in the excessively fuzzy concept of governance, this paper offers a working definition of governance and distinguishes governance from other ways of co-ordinating social practices in situations marked by complex reciprocal interdependence. It then explains the increasing interest in governance in terms of the growing complexity of social life and the search for mechanisms to cope with this complexity. However, the same complexity that generates the demand for new governance mechanisms also contributes to their tendential failure to achieve what is expected of them, resulting in a repeated pattern of failed attempts to resolve problems through promoting first one, then another form of governance. These governance cycles prompt attempts to modulate the forms and functions of governance. These attempts are discussed under the general heading of 'metagovernance' and the paper argues that these also tend to fail. In this context three alternative responses to these cycles of failure are identified and some self-reflexive governance mechanisms are proposed that may enable governance to enhance democratic and accountable decision-making. The paper ends by affirming the importance of good governance as a theoretical paradigm whilst noting that the policy paradigm of good governance may disguise governance failure.
