Budżet wrażliwy na płeć (gender budget) to koncepcja służąca poprawie jakości życia obywateli. Nowoczesny budżet to coś więcej niż dokument księgowo-finansowy – jest to instrument wpływania na pozytywne zmiany obywateli. Budżet powinien być efektem realizacji pewnej polityki (a nie odwrotnie). Zauważono, że potrzeby przedstawicieli obu płci nie zawsze są „sprawiedliwie” zaspokajane. Ten brak sprawiedliwości nie wynika zwykle ze złej woli władz samorządowych. Powodem obniżonej jakości usług publicznych świadczonych przez samorządy jest „ślepota budżetu” na płeć. Aby temu zapobiec konstruuje się właśnie budżety wrażliwe na płeć. W Polsce koncepcja ta jest jeszcze mało poznana i brakuje przykładów wdrożeń.

The gender-sensitive budget is a concept serving improvement of the quality of life of citizens. The modern budget is something more than an accounting and financial document – this is an instrument of affecting positive changes of citizens. The budget should be an effect of implementation of a certain policy (and not contrary). It is noticed that the needs of representatives of both genders not always are ‘fairly’ satisfied. This lack of justice do usually not stem from ill will of self-governments. The reason for a decreased quality of public services provided by self-governments is ‘budget blindness’ to the gender. In order to prevent it there are just constructed gender responsive budgets. In Poland, this concept has yet been poorly recognised, and there is lack of examples of implementation.
