The following paper presents the Russian Federation’s policy on sea transport based on The Transport Strategy of The RF. On the one hand the Russian strategic programs are analyzed. On the other hand, the conduct of the strategic plans (guided by governmental assemblies) is taken into consideration.
The main focus of the paper is on the container system development in the Baltic Sea Region studying cotemporary changes and organisation, as well as explaining the main driving forces of this situation. The Baltic Sea is a transport corridor between Eastern and Western Europe. Over the last decade maritime transport in the Baltic Sea area has changed significantly. The disintegration of the Soviet Union forced Russia to start developing its own Baltic ports and terminals and to find new routes to export its oil and gas. The Baltic ports have welcomed a remarkable growth, especially in oil transportation and containerised flows. The geographical configuration of the region naturally places it away from major global shipping lines. This situation is accentuated by the organisation of maritime regular lines, centred in Northern European ports. For this reason, the regional container network is mainly made up of feeder services.
The dynamic changes in the global economy has caused the rapid growth of transport needs. Outsourcing and off-shoring has increased the distance between the particular places where the production process is provided. Therefore, logistics has become more macro-scale than before. Maritime traffic is therefore the main transport mode served a global movements of goods. Such companies like Maersk, NYK or Hanjin are today a global transport players offering a wide scope of service. Proper functioning of maritime transport needs also a good developed system of seaports. Effectiveness and efficiency of global transport is depend on seaports infrastructure, equipment, staff and management. So, seaports has become a critical element of supply chains concept. In the following analysis, the relation between the main requirements of supply chain management (SCM) and contemporary practice of seaports management are investigated. The type of port management systems and its operation model will reflect on the possibility of implementation of SCM. In the last part of presented elaboration main pros and cons of particular solutions of port management are defined and indicated.
The once-only principle in the context of the public sector means that citizens and businesses supply data only once to a public administration. The role of public administrations is to internally share these data also across borders so that no additional burden falls on citizens and businesses. One of the most important initiatives in Europe to explore and demonstrate the once-only principle in practice is the TOOP project. TOOP is currently developing a federated IT architecture in order to demonstrate how the once only principle can be applied by the European Member States. This technical solution will be practically tested within three pilot areas. The article presents these areas with a particular focus on a maritime domain. The application of the once-only principle in maritime transport primarily concerns the need for simplification in the area of ship and crew certificates, which are currently issued and maintained in a paper format and stored by national maritime administrations. Barriers and opportunities to implement the once and only principle in Europe are described as well.
Przedmiotem opracowania są kierunki rozwoju międzynarodowego handlu morskiego w XXI wieku, na który przypada prawie 90% wszystkich towarów uczestniczących w handlu światowym. Na wielkość i strukturę handlu morskiego w największym stopniu wpływa stan koniunktury gospodarczej na świecie. Przewozy ładunków drogą morską w XXI wieku zwiększały się z roku na rok, z wyjątkiem kryzysowego roku 2009. Po roku 2010 na skutek nasilenia się tendencji protekcjonistycznych w handlu światowym dynamika międzynarodowych przewozów ładunków statkami uległa osłabieniu i choć w 2017 roku wzrosła o 4%, to była mniejsza od tempa wzrostu światowego eksportu (4,7%). W przyszłości, w związku z osłabieniem procesów globalizacyjnych w gospodarce światowej, należy liczyć się ze zwolnieniem obrotów handlu morskiego.

The subject of the study are the directions of development of international maritime trade in the 21st century, which accounts for almost 90% of all commodities participating in world trade. The condition and economic structure of maritime trade are most affected by the state of the global economic situation. Transport of cargo by sea in the 21st century increased year by year with the exception of the crisis 2009. After 2010, as a result of the intensification of protectionist tendencies in global trade, the dynamics of international shipments of cargo weakened, and although in 2017 it increased by 4%, it was lower than the growth rate of global exports (4.7%). In the future, due to the weakening of globalization processes in the global economy, the slowdown of maritime trade turnover should be taken into account.
The maritime transport in Bulgaria is controlled and coordinated by the Executive Agency "Maritime administration". This institutionis a legal entity on budget support to the Ministry of transport, information technology and communications, a second level user of budget credits, based in Sofia with regional offices in Bourgas, Varna, Lom and Rousse (where are the Bulgarian major ports). EAMA status is regulated by the Merchant Shipping Code – Art. 360, para. 1. The problem of forecasting in the new strategic documents is crucial to the formation of proper infrastructure policy which has to be innovative and for the future strategic development of the tourism in the country. This paper is aimed at presenting the lack of real forecasting in many of the strategic documents and projects adopted for the development of the maritime transport in Bulgaria (i.e. Directive2008/106/EC of European Parliament and Council on the minimum level of training of sea farers; Ordinance No. 9 of 2013 on the requirements for operational suitability of ports and specialised port facilities; Ordinance No. 10 of 2014 on the scope and content, preparation, approval and amendment of the general plans of the public transport ports). There are also many Mutual Agreements for Recognition of Seafarers" certificates. The paper provides a practical example for the use of the so called single or simple exponential smoothing without the presence of any seasonality and the lack of cyclicity on the number of passengersarrivals at the Bulgarian maritime ports.
Seaports are a natural link between the land and sea transportation. Their development is a prerequisite in order to, among others, provide the capacity to trans-ship the growing number of goods. Sea transportation covers altogether 75 percent of the European external trade and 37 percent of the internal trade within the European union. In Poland, there are 33 active seaports, out of which six are big ports, while 27 are medium-sized and small seaports. Over the last years, however, only big ports observe a significant growth in the volume of the goods trans-shipped there, while the role of medium-sized and small ports has been diminishing. That is why the Supreme Audit Office took a decision to examine whether and how the maritime administration, the governors of regions and the entities that manage sea ports implemented the measures set forth in seaports development plans and strategies. In their article, the authors present the details of the audit findings.
Maritime transport is an essential element of economic expansion. The fleet under the national flag enables the diversification of supply routes, and creates opportunities for the development of new areas of economic activity based on sea resources. Despite these obvious advantages the fleet registered under the EU flags is getting smaller. The aim of the article is: (1) an analysis of the importance of national fleets for the EU economy and reasons for the fleet reduction in the national registers, (2) assessment of the effects of the admissible state aid to maritime transport in the EU, (3) identification of factors positively affecting the potential of national fleets. The research was carried out using a critical analysis of literature and an econometric model with many variables explaining the phenomenon using the classical least squares method. The research results indicate that the use of protectionist policy tools does not bring the expected results, and the impact of market factors is more visibly reflected in the size of the fleets registered under the national flags than in the state aid.

Transport morski jest niezbędnym elementem ekspansji gospodarczej. Flota pod narodową banderą umożliwia dywersyfikację dróg zaopatrzenia, a ponadto stwarza możliwości rozwoju nowych obszarów aktywności gospodarczej opartych na zasobach morza. Mimo to, flota zarejestrowana pod banderami unijnymi jest coraz mniejsza. Celem artykułu jest: (1) analiza znaczenia flot narodowych dla gospodarki unijnej i przyczyn redukcji flot w narodowych rejestrach, (2) ocena efektów dopuszczalnej w UE pomocy publicznej dla transportu morskiego, (3) wskazanie czynników pozytywnie wpływających na potencjał flot narodowych. Badania zrealizowano, wykorzystując analizę krytyczną literatury oraz model ekonometryczny z wieloma zmiennymi objaśniającymi zjawisko, z wykorzystaniem klasycznej metody najmniejszych kwadratów. Wyniki badań wskazują, że stosowanie narzędzi polityki protekcjonistycznej nie przynosi oczekiwanych rezultatów, a czynniki rynkowe w większym stopniu niż pomoc publiczna znajdują odbicie w wielkości flot zarejestrowanych pod banderami narodowymi.
In the article a strategic approach to the problem of maritime piracy and its implications in the context of maritime transport security is presented and evaluated. The article shows the problem of piracy in the most important regions of its presence, the intensity of the problem in the 90s of the 20th century and its contemporary aspect. Activities of the international community in the context of maritime piracy and help for fragile States for example, Somalia are presented and evaluated. The article ends with conclusions and probable development of the piracy in the following years, in which the author predicts that the deployed action, so far contributed to the reduction in the number of attacks, but to a small extent contributed to the improvement of the economic situation of the Somali population. The growing number of attacks in 2015 and 2016, suggests that the years to come may bring a further wave of piracy renaissance. If the aid is not increased and used with better precision, maritime piracy will remain a real threat to maritime transport.

W artykule zaprezentowano i oceniono strategiczne podejście do problemu piractwa morskiego i jego implikacji w kontekście bezpieczeństwa transportu morskiego. Ukazano problem piractwa w najważniejszych regionach jego występowania, intensywność występowania tego problemu w latach 90. XX wieku oraz jego współczesny aspekt. Zaprezentowano i oceniono działania społeczności międzynarodowej w kontekście zwalczania piractwa morskiego oraz pomocy dla państw dysfunkcyjnych na przykładzie Somalii. Artykuł kończy się wnioskami i prawdopodobnym rozwojem omawianego procederu w kolejnych latach, w których Autorka prognozuje, że wdrożone, jak do tej pory działania przyczyniły się do ograniczenia liczby ataków, ale w niewielkim stopniu przyczyniły się do poprawy sytuacji ekonomicznej ludności somalijskiej. W związku z zanotowaniem rosnącej liczby ataków w latach 2015 i 2016, kolejne lata mogą przynieść dalszą falę renesansu piractwa. Jeżeli udzielana pomoc nie zostanie zintensyfikowana i precyzyjniej wykorzystana, to piractwo morskie pozostanie realnym zagrożeniem dla transportu morskiego.
Artykuł ukierunkowany jest na osiągnięcie dwóch podstawowych celów. Pierwszym z nich jest osadzenie określenia „kultura bezpieczeństwa” w szerszym kontekście pojęciowym wyznaczonym przez studia nad współczesnymi problemami pracy. Druga część tekstu zawiera wyniki badań prezentujących problematykę bezpieczeństwa z perspektywy samych marynarzy. Analizy te naświetlają potencjał dwóch strategii kreowania bezpieczeństwa pracy na statku, bazujących na ideach No-Blame Culture i Just Culture. Artykuł jako całość ma być wkładem w dyskusję nad problematyką bezpieczeństwa pracy na morzu.

The article addresses two basic issues. The first is presenting the term safety culture in the broader conceptual context as delineated by studies on contemporary work problems. The second part of the text presents the results of research into questions of safety from the point of view of the seamen themselves. These analyses highlight the potential for two strategies aimed at enhancing safety on a ship—strategies based on ideas of the No–Blame Culture and the Just Culture. The article as a whole is meant to contribute to the discussion on work safety at sea.
The aim of the study is to indicate the usefulness of game theory in the context of the effectiveness of geopolitical problem analysis in terms of improving decision-making in relation to Arctic areas. The article presents a series of significant global Arctic problems related to open fisheries, opening Arctic areas for the extraction of natural resources or creating new and more favorable sea routes for transporting goods. Key players in the Arctic area have been identified along with their conflicting claims. It was mentioned that cooperation leads to a reduction in social costs and the stimulation of economic development in the main areas of interest for individual countries. To verify the assumptions, an experiment based on a tragedy of the commons was carried out, in which the participants took the role of fisher-hunters and mining companies. The experiment took the form of a dynamic game, where in each round the participants decided on the volume of catches and resources extracted. The results showed that limiting the freedom of action extended the time of the game, and thus the functioning of the entities and the duration of resources. Leaving plenty of capacity led to agreement between the players and the self-introduction of limits. The experiment showed that the players were aware that only agreement led to gaining benefits in the long term. Thus the creation of an institution supervising disputed areas can lead to conflict mitigation, where entities with different goals and interests must reach agreement, especially when the key challenge is to avoid degradation of the resources and the environment.

Celem opracowania jest wskazanie przydatności teorii gier w kontekście skuteczności analizy geopolitycznych problemów dla usprawnienia procesu decyzyjnego w odniesieniu do obszarów Arktyki. W artykule przedstawiono serię istotnych problemów arktycznych o zasięgu globalnym, a związanych z otwartym rybołówstwem, otwieraniem obszarów Arktyki na wydobycie surowców naturalnych czy tworzeniem nowych korzystniejszych niż dotychczas tras morskich dla transportu towarów. Zidentyfikowano kluczowych graczy obszaru arktycznego wraz z ich konfliktowymi roszczeniami. Wskazano, że kooperacja prowadzi do ograniczenia kosztów społecznych i stymulowania rozwoju gospodarczego w obszarach głównych zainteresowań poszczególnych krajów. Istotne znaczenie ma tutaj dążenie do rozwiązania kwestii spornych w eksploatacji surowców naturalnych, aby nie wpaść w pułapkę dylematu wspólnych zasobów i nie doprowadzić do ich wyeksploatowania. Dla weryfikacji założeń przeprowadzono eksperyment w oparciu o dylemat wspólnych zasobów, w którym uczestnicy wcielili się w rolę poławiaczy ryb oraz kompanie wydobywcze surowców mineralnych. Eksperyment miał formę gry dynamicznej, gdzie w każdej rundzie uczestnicy podejmowali decyzję co do wielkości połowów i wydobycia. Wyniki wykazały, że ograniczenie swobody działania w formie limitów wydłużało czas gry, a tym samym funkcjonowanie podmiotów oraz trwanie zasobów. Pozostawienie swobody w działaniu w ostateczności prowadziło do porozumienia graczy i samoistnego wprowadzania limitów. Eksperyment pokazał, że gracze mieli świadomość, iż dopiero porozumienie prowadzi do uzyskiwania korzyści w dłuższym okresie. Tym samym utworzenie instytucji nadzorującej obszary sporne może prowadzić do łagodzenia konfliktów, gdzie podmioty o różnych celach i interesach muszą osiągnąć porozumienie, szczególnie gdy kluczowym wyzwaniem jest unikanie degradacji zasobów i środowiska.
