Problem ewaluacji działań jest problemem brakujących danych. Zatem ważnym zagadnieniem jest konstrukcja adekwatnej kontrfaktycznej grupy porównawczej. W artykule zaproponowane modyfikację procedury pozwalającej uznać obserwację za dobrze dobrany stan kontrfaktyczny. Proponowana zmiana polega na wprowadzeniu nowego mechanizmu sprawdzania czy jednostka z grupy kontrolnej jest bliskim odpowiednikiem jednostki z grupy porównawczej. W ostatniej części artykułu zaprezentowano wyniki symulacji badającej właściwości statystyczne proponowanego rozwiązania. Uzyskane wyniki wskazują, że metoda pozwala osiągnąć lepsze rezultaty niż dotychczas wykorzystywane techniki.

The evaluation problem is a problem of missing data. Henceforth, the important issue is construction of adequate counterfactuals. In this arcicle modification of procedute that accepts observation as a good counterfactual is proposed. The proposed novelty is a change in the mechanism of observation comparision between treated and control group. I the last section the simulation results are presented. The simulation concerns statistical properties of proposed mechanism. The obtained results indicate that our method is capable of providing better results than technoques that are conterporary used.

The current study aims to determine the effect of multiple-choice, matching, gap-fill and word formation items used in assessing L2 vocabulary on learners’ performance and to obtain the learners’ views regarding the use of these types of items in vocabulary assessment. The convenience sampling method was selected, and the participants of the study included 30 freshmen enrolled in the General English course offered in the Department of Public Administration at a state university in Turkey. The main findings revealed that the participants considered the multiple-choice and matching items were easy to understand and to answer and that gap-fill and word formation items were difficult due to several reasons.

At the end of the previous century most world countries faced serious complex problems concerning of mismatching skills and jobs which were regarded as the crisis of educa- tional systems. The main cause of this crisis was intensification of contradictions between qualitative changes occurred in global society on the account of increase in demand for knowledge and intensification of its spreading and evolutionary and extensive education development. The problem of matching skills and jobs has become of actual importance since the mo- ment when the needs for labor force in developed countries increased. Employers called the need for skills as well as the need for employees eager to upgrade their knowledge constantly, get new skills and crucially new competences allowing them both to fulfill their duties successfully and create new workplaces independently. Nowadays the attention of scientific community is draws to estimation of matching skills and jobs as well as over- coming imbalances existing at the labor market. The article does a research into impact of skills anticipating on subjects of economy’s behavior and economy in general. Activities of workplace’s overeducation and undereducation in some European countries and Ukraine are analysed, the best practice of overcoming such imbalances is investigated.

This paper examines Romani women multiple disadvantage in education. Three main educational outcomes are analyzed: obtaining secondary or higher education, dropping out from the school and having an ability to read and write. The empirical analysis is based on the data coming from two unique datasets on Roma carried out by the UNDP, i.e. 2004 UNDP Regional Roma Survey and 2011 UNDP/ WB/EC regional survey on Roma communities. The results show that variables measuring family background are the key observable factors that explain ethnic gaps in education. On contrary, the gender gaps in education - both among Roma and non-Roma – cannot be explained by the differences in men’s and women’s characteristics and may be attributed to other unobservable factors such as cultural customs and values. The comparison of the existing gaps over 2004- 2011 reveals that some progress in terms of educational performance of Roma has been achieved. Similar patterns are however found for Romani women and men, leaving Romani women still in a more disadvantaged position.
