Mechanizm finansowania edukacji wyższej w Finlandii – ujęcie przekrojowe

The article focuses on key changes currently taking place in the financing of the Finnish universities - the level, the structure and the mechanisms of funds allocation generated by the state budget. The conducted analysis is based on the existing data (Eurostat). The article starts with the analysis of the data existing in the field of demography, the number of universities and students. The next part includes a description of the evolution of the system of financing higher education. The following section presents the objectives of the higher education sector, analysis of the main university income and identification of the currently used public funds distribution mechanisms and ways of their allocation. The further part of the study focuses on the issues related to supporting programs for students and their families and tuition fees. The article ends presenting the areas of university activities that are evaluated by special government agencies appointed to address the above mentioned issues.

Niniejszy artykuł skupia się na najważniejszych zmianach zachodzących obecnie w finansowaniu fińskich uczelni w zakresie poziomu, struktury i mechanizmów alokacji środków płynących z budżetu centralnego. Przeprowadzoną analizę oparto na danych zastanych (Eurostat). Opracowanie rozpoczyna analiza danych zastanych z zakresu demografii, liczby uczelni wyższych i studentów do nich uczęszczających. Dalej następuje opis ewolucji systemu finansowania szkół wyższych. Kolejny podrozdział skupia się na prezentacji celów stawianych przed sektorem edukacji wyższej, analizie głównych dochodów uczelni oraz identyfikacji obecnie stosowanych mechanizmów dystrybucji środków publicznych i sposobów ich alokacji. Dalsza część opracowania ogniskuje się na zagadnieniach związanych z programami wsparcia studentów i ich rodzin oraz opłat za studia. Na zakończenie przedstawiono obszary działalności uczelni, które podlegają ocenie przez powołane do tego specjalne agencje rządowe.
