Celem niniejszego opracowania jest przedstawienie wybranych elementów modernizacji rynku pracy w Europie, wynikających ze strategii „Europa 2020” oraz ze swobodnego przepływu pracowników (w szczególności pracowników wysoko wykwalifikowanych) na obszarze Unii Europejskiej. W części pierwszej przedstawione zostały podstawowe elementy strategii „Europa 2020” oraz najważniejsze kwestie związane z całkowitym otwarciem wspólnotowego rynku pracy. Następnie po krótkiej prezentacji skali i geograficznych kierunków przepływu polskich migrantów w ostatnich latach przedstawiono podstawowe tendencje charakterystyczne dla międzynarodowej mobilności polskich wysoko wykwalifikowanych specjalistów. W części końcowej analizie porównawczej poddano wybrane wyniki badań własnych w zakresie postaw migracyjnych studentów i absolwentów publicznych szkół wyższych w Rzeszowie i Bielefeld. Całość zamyka syntetyczne podsumowanie prowadzonych rozważań.

The aim of this study is to present selected elements of modernisation of European labour market, arising from the “Europa 2020” strategy and from free labour force flow (particularly highly qualified labourers) within the European Union territory. The first part presents basic elements of the “Europa 2020” strategy and the key issues connected with a complete opening of the community labour market. Then, after a short presentation of the scale and geographical directions of the flow of Polish migrants over the recent years, basic trends typical to international mobility of highly qualified Polish labourers are presented. The final part features comparative analysis of selected results of own study within the scope of migration attitudes of students and graduates of state higher education facilities in Rzeszów and Bielefeld. A synthetic summary of conducted considerations concludes the study.
