Following analysis describes the influence of party identification on the results of local presidential election in selected polish cities. Comparison of election results let us estimate the predominance of previous city presidents, who run for the re-election. Based on detailed analysis of particular presidential candidates, we can mark out four groups of winners – candidates with party support, who run for this office first time, party candidates, who used to hold the presidential office, previous presidents compete for re-election with all- polish party candidates. The last group of winners consists of the candidates, partially supported by at least one of political party. It is crucial to remember that, the situation of mentioned groups of candidates is different.

It is possible to state that the organisation and way of functioning of the state administration has gone and will be going through an incessant development process, which has responded and will be responding to the changes and needs of the society. The analysis, which can be considered as an audit made for certain clients groups, is, besides others, also a starting point for the elaboration of an overall municipality strategy. The analysis can be realised by means of primary or secondary research. The present state of our society and the developmental tendencies taken in consideration, it is clear that the existence of leisure activities system will be a significant element in the decision-making processes of state employees on all levels of state (public) administration. The relationship between those who can influence the outer forces and those who occupy positions in the leisure-time organizations defines the dynamics of the future development. The role of municipalities in the domain of public services cannot be replaced. That is why it is necessary to study the opinions and attitudes of employees responsible on the local scale. It is also important for the information transfer and communication to be realized rapidly.

This article is an attempt to determine whether nature was an important component of the presented world for the novelists and chroniclers of Wroclaw. It primarily examines how the literary and non-literary image of the city has evolved over 70 years and shows the changes in the awareness and attitudes of its citizens towards the environment in different historical periods: in the days of the Weimar Republic, in the Third Reich, during the siege of Fortress Breslau, during the post-war reconstruction, in the sixties and the eighties, after the socio-political transformation, during the floods in 1997, and in the past few years until 2015.
