Obywatelstwo miejskie i jego innowacje w miastach Europy

Obywatelstwo narodowe jest obecnie analizowane w naukach społecznych w różnych wymiarach i przestało być traktowane wyłącznie w kategoriach praw jednostek i ich obowiązków względem państwa. Poza tym rozwijane są postnarodowe koncepcje obywatelstwa. Te tendencje znajdują swoje odzwier-ciedlenie w obywatelstwie miejskim. Celem niniejszego artykułu jest zaryso-wanie tej koncepcji oraz wskazanie na istniejące i możliwe przyszłe innowacje w miastach europejskich. Jak wskazuje autor, obywatelstwo miejskie jest zwią-zane z kluczową kategorią „prawa do miasta” i różni się w wielu aspektach od obywatelstwa krajowego. Na przeszkodzie wcielania w życie jego pluralistycz-nego modelu stoją niejednokrotnie realia polityczne i współczesne wyzwania dotyczące kwestii migracji, wielokulturowości czy integracji mniejszości. W związku z tym niezbędne jest wdrażanie innowacji, mających na celu w pierwszej kolejności większe otwarcie przestrzeni publicznej na obywateli.

National citizenship is being currently analyzed in social sciences in different dimensions and it is not treated as solely the issue of rights of individuals and their obligations to the state. Moreover, the post-national concepts of citizen-ship have been developed. This tendency is reflected in the urban citizenship. The goal of this article is to outline this concept and point out the existing and possible future innovations in the European cities. The author indicates that the urban citizenship is connected with the key concept of “right to the city” and differs in many aspects from the national citizenship. The obstacles to the implementation of the pluralistic model are often the political reality and the contemporary challenges concerning the migration issue, multiculturalism or integration of minorities. Due to this, it is indispensable to implement innova-tions, aimed first of all at opening the public space for citizens.
