The development and implementation of a strategy is accompanied by processes during which the university gains new knowledge about its environment, defines ways of managing competencies as well as effective and efficient utilization of actually held or potential resources so as to overtake the competition. For this reason it must know more about development trends and the college education sector than its rivals, as well as have greater resources and competencies as contained in databases and the minds of its staff. These resources define the value of a university. The research looks at how to measure resources in the hand of the university, resources that determine its attractiveness and competitive edge. An important source of the latter is continuous learning and using ties with stakeholders to this end. Thus, it is discovering motive for studying as well as perceiving success factors by study participant that is the main focus.
