Celem niniejszego artykułu jest próba ukazania dylematu, przed jakim stanęły władze niepodległej Ukrainy w kontekście zapewnienia i utrzymania bezpieczeństwa. Autor zwrócił w nim szczególną uwagę na środowisko bezpieczeństwa, w którym od uzyskania niepodległości w 1991 r. funkcjonuje państwo ukraińskie Następnie na tle środowiska bezpieczeństwa i aktualnej sytuacji geopolitycznej ukazał działania kolejnych ugrupowań sprawujących władzę, podejmowane na rzecz budowy bezpieczeństwa militarnego państwa. Artykuł rozpoczynają rozważania dotyczące potencjału militarnego Ukrainy, a dopiero po nich ma miejsce znacznie obszerniejsze odniesienie do ukraińskiej polityki bezpieczeństwa. W poprawnie funkcjonującym organizmie państwowym czynnik militarny jest podporządkowany funkcjonalnie polityce i strategii bezpieczeństwa. Jednak potencjał i możliwości operacyjne ukraińskich sił zbrojnych do 2014 r. nigdy nie były budowane jako pochodna polityki bezpieczeństwa państwa.

The aim of the article is to show the dilemma faced by the authorities of independent Ukraine in the context of ensuring and maintaining security. The author has focused specifically on the security environment in which the state of Ukraine has been functioning since the gaining of independence in 1991. Then the author has shown, against the background of current security environment and political situation, the activities of subsequent power holding groups endeavoured for the sake of building military safety of the country. The article begins with deliberations relating to the military potential of Ukraine, and only after that does it refer more extensively to Ukrainian security policy. In appropriately functioning organism of the state the military factor has been functionally subordinated to politics and security strategy. Yet until 2014 the potential and operational capabilities of Ukrainian armed forces were never build as a derivate of state security policy.
