The main aim of the article is to present the practice of network governance concept in Finnish local government and its impact on local democracy, including the role played by elected representatives. The main hypothesis of the study implies that the idea of network governing, not only forces municipal councils to redefine their roles, but also reduces the scope of their responsibilities and limits the level of accountability. The study is based on empirical research conducted in 22 municipalities located in Pirkanmaa Region, Southern Finland in Spring 2015. The results of the research indicate that although network governance easily fits into Finnish local government, the concept brings many challenges. One of the most important challenges is the necessity to strengthen the say of elected representatives, presently perceived with regard to governing process mainly as rubber-stamp councils.

This research study critically analysed the existing literature on municipal awareness relevancy of Municipal councils’ service delivery for the purpose of enhancing citizen satisfaction. The purpose of the study is the investigation of citizen satisfaction level of municipal services. Analysis of the existing literature on the relationship between municipal awareness and citizen satisfaction. The Material and methods were carried out using secondary data and were meticulously and critically analysed to come up with reliable results. The study shows the relevancy of the public awareness, citizen satisfaction and municipal council performance in Malaysia. It is evident in the research that citizen consent is important before municipal services should be provided in the local community. The research study highlighted many discrepancies in many kinds of literature related to the existing research study, the evidence-based analysis was carried out to buttress importance and significance of the related study to the research work. The literature was reviewed to ascertain the current happening in the area of local government service delivery. The study shows that many municipal councils in Malaysia provide adequate and satisfactory services to their citizens’. The study also revealed that municipal council plays an important role in citizen awareness of municipal service delivery. The study concludes that municipal service delivery can be enhanced through citizen awareness campaign, to sensitise the local community on various aspects of service delivery including maintenance of the facilities provided. The study also concludes that Municipal councils lack awareness section affects their performance in service delivery process. The study recommends that Municipal councils officials need to be consulted the citizen for their needs and wants; awareness campaign needs to be regularly carried out to maintain cordial relationship between Municipal councils and their citizen; it is also recommended that municipal services should be delivered the needed services by the local inhabitants’ after duly consultation.

The aim of this article is to interpret the causes and consequences of strengthening or weakening public trust in representative bodies at local and central level in the Czech Republic. The author seeks to answer the questions why in the Czech Republic the public trust in municipal councils is significantly and consistently higher than trust in Parliament, and what implications from such a situation may arise for the efficiency and legitimacy of these institutions. Further the paper discusses issues of interconnectedness between institutional and interpersonal trust, and what tools or measures could be employed in order to protect and strengthen institutional efficiency and democratic legitimacy.

The article is an attempt to assess the effects of the 2018 reform of local electoral law on a medium scale. The main goal is to investigate the consequences of these changes for the model of political rivalry. Through the use of a selection of quantitative methods, the authors verify hypotheses regarding the proportionality of local elections and the mechanical effect of the electoral system. The overall aim is to establish to what extent the new electoral system deforms the voting results when distributing seats among the electoral committees. Apart from the hypotheses, the authors also verify whether Łódź Voivodeship is a suitable case study and representative of national trends.

Norma demograficzna stanowi instytucję o istotnym znaczeniu z punktu widzenia ostatecznych wyników wyborów oraz szczegółowych zasad przeprowadzania postępowania wyborczego. Jako instrument rozdzielający systemy większościowy i proporcjonalny, oddziałuje na tryb zgłaszania kandydatów, strukturę okręgów wyborczych oraz metody dystrybucji mandatów. Celem opracowania uczyniono prezentację i ocenę projektów ustawodawczych, mających za przedmiot normę demograficzną w latach 1990–2018. Przeprowadzona analiza prowadzi do wniosku, że nie została wypracowana jednolita koncepcja normy demograficznej, a cykliczne zmiany w tym zakresie mają charakter koniunkturalny.

The demographic norm is an institution of high importance from the point of view of the final election results and the detailed rules for conducting the electoral procedure. As an instrument separating majority and proportional electoral systems, it affects the procedure for submitting candidates, the structure of constituencies and the methods of mandates distribution. The aim of the study was to present and evaluate legislative projects regarding the demographic norm in 1990–2018 period. The conducted analysis leads to the conclusion that no unified concept of the demographic norm has been developed, and the cyclical changes within discussed institution are a consequence of the current interests of political parties.
