This paper presents a model for valuation of the economic-social benefits and costs of investments in road transport infrastructure. The analysis of benefits and costs was based on three research areas: economic, social and environmental. Currently, the valuation of benefits and costs resulting from investments in road infrastructure is increasing in importance from the perspective of local development assigning a special role to road investments. Modernisation of road infrastructure has an indirect influence on the economic development of municipalities in the form of so-called economic-social-environmental outcomes that are of both a direct and indirect nature.

Artykuł omawia obchody świąt narodowych (11 listopada, 3 maja, Święto Morza) w okresie międzywojennym w miejscowości Zator. Koncentruje się na funkcjonowaniu polskiego społeczeństwa obywatelskiego na gruncie lokalnym po okresie zaborów. Celem obchodów było kultywowanie patriotyzmu w wymiarze kulturalnym, edukacyjnym i religijnym. Uroczyste obchody miały ściśle przestrzegany plan, nad którym czuwał Komitet. Zapraszano z odczytami naukowców z uczelni krakowskich, organizowano występy artystyczne lokalnych twórców, odprawiano msze święte. Tak odradzająca się Polska, połączona z ziem trzech zaborów, starała się jednoczyć mieszkańców poprzez pogłębianie wiedzy historycznej, a także uświadamianie zagrożeń ze strony sąsiadów: Rosji i Niemiec. Tekst powstał na podstawie korespondencji urzędowej, zgromadzonej w Archiwum Państwowym w Katowicach, Oddział w Oświęcimiu.

The article discusses the celebration of national holidays (11th November, 3rd of May Consitution, Sea Days) in the town of Zator during the interwar period. It focuses on the Polish civic society, active on the local scale, following the period of partitions. The celebrations were aimed at cultivating patriotism with its cultural, educational and religious dimensions. Those festive events followed a very strict agenda, supervised by the Committee. University scholars from Krakow were invited to deliver their lectures, local artists staged their performances, Holy Masses were celebrated. Thus, the revived Poland, made up of the lands of the three partitions, tried to unite the citizens by deepening their knowledge about history, and by making them aware of the threats coming from the neighbouring countries: Russia and Germany. The text is based on official correspondence, collected at the Oswiecim Branch of the State Archive in Katowice.
