W lipcu 2017 r. powołano do życia instytucję Rzecznika Funduszy Europejskich, który ma być odpowiedzialny za usprawnienie i ulepszenie procesu realizacji zadań związanych z wydatkowaniem środków unijnych. Rzecznik Funduszy Europejskich poprzez kontakt zarówno z wnioskodawcami, beneficjentami, jak i innymi podmiotami zainteresowanymi wdrażaniem funduszy europejskich ma za zadanie monitowanie i sygnalizowanie poszczególnym instytucjom systemu wdrażania propozycji ułatwień związanych z realizacją krajowych i regionalnych programów operacyjnych. Autorka w artykule dokonuje charakterystyki Rzecznika Funduszy Europejskich oraz jego zadań, jak również na podstawie rocznych raportów przeprowadza analizę działalności Rzecznika powołanego w Ministerstwie Inwestycji i Rozwoju oraz Rzeczników powołanych przez instytucje zarządzające regionalnymi programami operacyjnymi.

The institution of European Funds Officer was established in July 2017 to assume responsibility for improving and streamlining the process of performing tasks related to spending EU funds. The task of the European Funds Officer is to monitor and inform individual institutions about the system of implementing proposed improvements in the fulfilment of national and regional operational programmes through his contact with the applicants, beneficiaries and other entities interested in implementing European funds. The article describes the European Funds Officer and his tasks; and presents an analysis of the activities of the Officer at the Ministry of Investment and Development, as well as the Officers appointed by the regional operational programme managing authorities, on the basis of their annual reports.

The implementation of projects being co-financed from operational programmes is perceived as an important tool for regional and local development. The purpose of the paper has been to analyze the size of the EU financial allocations within different operational programmes in the middle of the current financial perspective. The analyzes has been carried out on the example of National Operational Programmes and the Regional Operational Programme for Malopolska Region. Additionally, as a part of the case study, the level and the structure of the European financial aid funds in the municipal cross-section for the Nowosądeckie subregion has been presented. The state of Operational Programmes implementation at the end of the first quarter of 2019 is delayed and varies, depending on the programme, from 67% to 87%. The state of the certification of the incurred costs seems to be on a much worse level. Nevertheless, the funds that have been obtained within the ongoing European financial perspective are very important for the investment projects implementation, especially for the infrastructural ones.

Realizacja projektów współfinansowanych z programów operacyjnych jest postrzegana jako istotny czynnik w rozwoju regionalnym i lokalnym. Celem artykułu była analiza stanu kontraktacji umów i wielkości alokacji finansowej UE w ramach poszczególnych programów operacyjnych w połowie bieżącej perspektywy finansowej. Za przykład wybrano programy operacyjne – krajowe oraz Regionalny Program Operacyjny Województwa Małopolskiego. Dodatkowo, w ramach studium przypadku zaprezentowano stan i wybrane struktury alokacji środków pomocowych, w przekroju gminnym dla podregionu nowosądeckiego. Stan realizacji programów operacyjnych na koniec I kwartału 2019 roku, mierzony aktualnym udziałem dofinansowania unijnego w całkowitej przewidywanej alokacji, jest opóźniony i waha się w zależności od programu od 67% do 87%, znacznie gorzej prezentuje się certyfikacja poniesionych kosztów w jednostkach certyfikujących. Niemniej jednak pozyskane środki oceniane z perspektywy ich wielkości są bardzo ważne dla realizacji przedsięwzięć inwestycyjnych, zwłaszcza o charakterze infrastrukturalnym.
