Osiedla mieszkaniowe budowane w latach 70. i 80. XX w., stanowiące ważny element struktury urbanistycznej polskich miast, podlegają procesowi starzenia. Dotyczy to zarówno zasobów mieszkaniowych, jak i otaczającej je przestrzeni, prowadząc do sytuacji kryzysowych. Idea rewitalizacji, zgodnie z definicją zawartą w dokumentach strategicznych Unii Europejskiej, oparta jest na procesie wielokierunkowych działań naprawczych i służyć ma poprawie złej sytuacji. Projekt Program rewitalizacji przestrzeni całości terenu SMB „Imielin” w Warszawie pozwolił na identyfikację zjawisk negatywnych, obejmujących sferę przestrzenno-funkcjonalną, przyrodniczą i społeczną. Niestety możliwości uzyskania środków na działania naprawcze z funduszy UE (zgodnie z zapisami w obowiązujących dokumentach strategicznych, w tym RPO WM) nie odpowiadają realnym potrzebom spółdzielni mieszkaniowych. Obszary wsparcia ograniczone są wyłącznie do renowacji części wspólnych wielorodzinnych budynków mieszkalnych. Problem mieszkalnictwa traktowany jest zatem marginalnie, mimo iż w założeniu rewitalizacja osiedli mieszkaniowych ma bezpośredni wpływ na poprawę życia mieszkańców miast.

The housing estates built in the 1970's and 1980's, constituting important elements of the Polish cities' urban structure, are growing old. That process affects their substance and surrounding open spaces, leading to crisis situations. The idea of revitalization, according to the definition contained in the strategic documents of the European Union, is based on the process of conducting multidirectional renewal activities, serving the improvement of housing estates' condition. The project called Revitalization Programme of the SMB "Imielin" Housing Estate in Warsaw identified negative changes in spatial, functional, natural and social aspects. Unfortunately, the scale of EU funding (according to the specifications of the strategic documents, including the Regional Operating Programme of the Mazowieckie Region) do not match the current needs of housing cooperatives. Financial support is limited only to common areas of multi-family houses subjected to renovation. Therefore, the housing problems are rather marginal despite the fact that by assumption the revitalization of housing estates influences directly the improvement of the residents' living conditions.
