Społeczeństwo cywilne w Polsce po 25 latach

The article is the author’s own description of the evolution of forms of organized activity of Poles based on a four-field interpretative matrix inspired by the assumptions of the so-called old institutionalism. The author analyzes one by one the following issues: 1) paradox of exogenous sources of evolution of the institutional framework of a civil society and a simultaneous continuity of the phenomenon; 2) consequences of subjecting the non-governmental sector to the model of financing based on the principle of subsidiarity; 3) motives and motivations for engaging in the activity of an organization; and 4) strategies of action which (do not) include organized forms of activity. The author identifies factors responsible for the underdevelopment of the non-governmental sector in Poland twenty-five years after political and economic system transformation compared to central European post-communist societies. The empirical basis of the analysis comprises data contained in the „Social Diagnosis” ("Diagnoza społeczna"), reports of the Centre for Public Opinion Research, applications of research projects realized in Poznań in 2005 and 2010 as well as international comparative analyses developed in the milieu of scholars participating in the "Johns Hopkins Comparative Nonprofit Sector Project".

This article is situated in the humanistic sociology and social anthropology approach. In this approach, civil society is viewed as a society’s style of culture with respect to individual participation in group life based on common moral order. Its objective is to try to determine the extent to which western conceptions of civil society can be transferred to Chinese culture. It also strives to reconstruct civil behaviour patterns in China from a historical perspective. The basic tenet of this article is that, in the course of its evolution, Chinese culture developed various motivation and action patterns which may be the beginnings of a civil engagement. It is possible to formulate such a tenet on the assumption that civil society in contemporary China is largely based on tradition. It is tradition which defines the forms of non-institutional, self-organizing “second society.” One of the consequences of the adoption of this tenet is this article’s focus on analysis of the barriers against, and opportunities for, further development of civil society in contemporary China.

Jednym z podstawowych problemów podmiotów klasyfikowanych w ramach kategorii ekonomii społecznej jest utrzymanie niezależności i stabilności finansowej. Tymczasem uzależnienie od wsparcia publicznego zdominowało podstawowe źródła finansowania organizacji pożytku publicznego. W tym kontekście należy również rozpatrywać przychody generowane w ramach odpisu podatkowego „1%”. Ponad dziesięcioletnia obecność tego mechanizmu pozwoliła na zagospodarowanie 49% ogólnej liczby podatników. Wyraźne wyhamowanie tendencji wzrostowej w tym zakresie świadczy o zbliżeniu się do potencjalnego maksimum absorpcyjnego. Sytuacja ta winna skłonić zarówno organizacje pozyskujące wysokie przychody w ramach odpisu podatkowego „1%”, jak i te planujące z tej formy wsparcia skorzystać, do przemyślenia nowej strategii marketingowej.

One of the basic problems of social economy entities is maintaining independence and financial stability. Meanwhile, dependence on public support has dominated the main sources of funding for public benefit organizations. In this context, the revenue generated by the “1%” tax deduction should also be considered. Over ten years of this solution existence, 49% of the total number of taxpayers was covered. A marked slowdown in this trend indicates that the potential maximum absorption is approaching. This situation should lead to the rethinking of the new marketing strategy by the organizations earning high revenues under the “1%” tax deduction, and also these, who are planning to use this form of support to potential benefit.

The authors aim to draw attention to underestimating and disinterest in conducting a social study on the Roma population in socialism, which was carried out only in the early 1970s. The study on social and pathological phenomena focused on the impacts on the overall societal scale. The researchers did not perform studies in Roma communities and families. The state-controlled blanket assimilation was expected to automatically arouse positive changes in Roma families. Research into social pathology in Roma communities and families was launched only in the second half of the 1990s, mainly after the millennium. The study points to the authors’ archival qualitative research at the turn of 2020 and 2021 in the Slovak National Archives in Bratislava. The second part of the article presents qualitative research on violence against Romani women in connection with the presented effects of not addressing this negative phenomenon. The main goal of the research is to show the extent of interest in the social situation of the Roma during the communist regime and to point out the main problems in the present day.

Zasoby ludzkie w organizacjach pozarządowych Mazowsza Płockiego a polityka równości szans kobiet i mężczyzn to próba diagnozy stopnia realizacji zasady równości szans kobiet i mężczyzn wśród NGO, w kontekście unijnej strategii gender mainstreaming. Opracowanie dotyczy zbadania, czy w III sektorze występują sytuacje związane z segregacją pionową i poziomą oraz tzw. „szklane zjawiska”. Zweryfikowano przekonania o panującej w III sektorze Mazowsza Płockiego sytuacji, która zasadniczo uzależniona jest od siły stereotypowych przekonań, zakorzenionych w gender.

Human resources in non-governmental organizations of Płock Mazovia compared with the policy of equal opportunities for men and women is an attempt to diagnose the extent of its implementation among NGO in the context of the EU gender mainstreaming strategy. This study involves examining whether in sector III there occur situations related to vertical and horizontal segregations as well as the so-called “glass celing” phenomenon. Beliefs held in sector III of Płock Mazovia, concerning a situation which basically depends on the power of stereotypical gender-based presumptions, have been verified.
