Są to dwa narzędzia służące uwzględnieniu postępu technicznego. Przepisy prawa inkorporują normy techniczne, gdy technika jest relatywnie stabilna. Przepisy prawa odsyłają do norm technicznych, gdy rozwój technologii jest znaczny, czego skutkiem jest potrzeba zapewnienia elastyczności tych norm.
